Compliance Analyst II

Job Description:

Tracks the status of closeouts and escalates problems as needed.

Creates reports and dashboards to monitor the closeout process.

Understands sponsor requirements and ensures closeout process and checklists are appropriately completed in accordance with federal and non-federal guidelines.

Creates processes, tools and plans to mitigate the risk of closeout noncompliance. Noncompliance with closeout deliverables can result in:
  • Issuance of noncompliance memos from sponsors
  • Withholding of payment(s)
  • Withholding of the release of further awards to UF
  • Reporting of UF in the federal integrity and performance system, FAPIIS

    Reviews expired grants to determine closeout suitability based on grant and/or contract requirements. Works collaboratively with others within the team, UFR staff, principal investigators and unit administrators and leadership to obtain information necessary for closeout and other tasks.

    Works to resolve items that would delay closeout such as but not limited to:
  • Overdrafts
  • removal of disallowed expenditures
  • late reports; financial, technical, property, invention
  • payment issues

    Creates standardized document templates, other correspondence, and prepares and disseminates both individual and mass correspondence for distribution to UFR staff, department and college research administrators, and faculty. Prepares and disseminates monthly closeout communications.

    Conducts analysis and makes recommendations to improve the overall effectiveness and efficiency of operations including quality assurance processes and modifications to improve the effectiveness of internal work processes.

    Participates in trainings and meetings. Participates in ongoing, continuous quality improvement. Reviews journal articles associated with improving efficiencies and providing quality customer service. Enhances area-specific knowledge by attending training sessions, seminars, and meetings. Tests new processes for widespread implementation. Actively participates in on-going listserv communications. Reviews OMB circulars and other federal regulations.

    Communicates relevant information to units and provides instruction and guidance concerning proper procedures as necessary.

    Assists with external agency and financial audits as needed

    Other duties as assigned.

    Expected Salary:

    Commensurate with Education and Experience.

    Minimum Requirements:

    Bachelor's degree in an appropriate area and two years of experience in appropriate area; or an equivalent combination of education and experience.

    Preferred Qualifications:

    - One (1) year or more of experience in sponsored programs administration.
    - Experience with grant and contract closeout at an institute of higher education.
    - Demonstrated ability to work with detailed data and information, understand various reporting/tracking tools, and interpret and apply the data and information.
    - Self-starter able to manage tasks with little supervision.
    - Strong skills in Excel and other Microsoft based software applications, problem solving, interpersonal and communication skills.
    - Well organized with the ability to manage multiple priorities concurrently.
    - Extremely strong oral and written communication skills.
    - Ability to analyze complex situations, identify workable solutions/alternatives, and make appropriate recommendations that take into account the competing needs and priorities of various stakeholders.
    - Ability to develop and maintain effective working relationships in a diverse and multilayered team environment.
    - Demonstrated understanding of Uniform Guidance requirements as they pertain to closeout activities
