Position Summary:

The Program Director, PeopleSoft HCM provides functional oversight of the University of Colorado's (CU) human resources information systems (HRIS), including Core HR, Payroll and Benefits modules in PeopleSoft HCM 9.2 and Applicant Tracking System, Taleo Recruiting platform. This position represents Employee Services (ES) as an HR technology subject matter expert as well as serves as a liaison to our four campus partners and University Information Services (UIS). This role provides system analysis, requirements definition, testing, troubleshooting, and support of the PeopleSoft HCM Suite including the Time and Labor implementation project, while working to ensure system functionality, application of best practices, and alignment with the University's business needs in relation to HCM and integrating platforms. This position actively consults and partners with UIS, campus HR offices, and department users to drive business process improvements, support the daily business needs of CU, and maintain positive and collaborative relationships that support new initiatives and strategic change across the University. In addition, this position supports campus outreach and engagement to improve the end user experience. This role acts as a liaison to System HR and is responsible for understanding State legislative changes which have an HR technology impact on the University.

This position is customer service oriented and highly focused on requirements, recommendations, and operational processing for new and existing functionality in support of PeopleSoft HCM modules, including Core HR, Benefits Administration, and Payroll. This position works to understand customers' business processes and ensures the system meets their needs. This position performs detailed system analysis to identify and troubleshoot system defects and data inconsistencies that contribute to unintended outcomes and issues. These activities require the position to write complex SQL queries, review code and table structures, and develop a complete understanding of the end-to-end processes to troubleshoot and make recommendations.

This position reports to the HRIS Assistant Director and is exempt from the State of Colorado Classified Staff System.

Duties & Responsibilities:

Duties and responsibilities of the position include, but are not limited to:

HCM and HR Technology System Accountability
  • Provides functional support of the entire PeopleSoft HCM Suite including HCM Core HR, HRGL, Payroll for North America, Benefits Administration, Time and Labor and Taleo Recruiting in addition to supporting HR systems which integrate with HCM.
  • Supports and assists with annual salary and performance uploads into HCM
  • Performs Excel to Component Interface Utility to support mass update needs
  • Writes ad-hoc SQL queries to audit system processes and data. Analyzes data for discrepancies and corrects or reports data discrepancies to campus partners for cleanup
  • Updates HCM production, when required, and ensures functional analysis, support, process documentation, and transfer of knowledge
  • Partners closely with the OnBase records management system administrator
  • As a member of the Time and Labor project team, assists with business process documentation, understands current state, and provides input and support for future-state design and implementation activities
  • Tests and coordinates the migration of system changes into the Production Environment.
  • Supports in management of department and query security trees.
  • Supports maintenance of security-related documentation and ensures it is distributed, as needed, to internal and external parties.
  • Configures Core HR set up tables to meet business needs and objectives.
  • Coordinates with internal and external resources on significant system-related HR projects, including annual classified, university staff, and faculty salary uploads and other mass update projects.
  • Works collaboratively with cross campus HR groups to support and recommend best-practice solutions and priorities to accomplish projects and support university initiatives
  • Coordinates other projects as assigned.
  • Acts in a consultative role with ES units and campus HR departments on system-related issues and initiatives.
  • Provides advanced support for escalated and non-standard end user issues .
  • Provides system training to units within Employee Services to promote broader understanding of systems, self-sufficiency in a tier-structured model, and professional development.
  • Regularly reviews system documentation, job aids, and end-user resources to ensure they are accurate and current

HCM Campus/User Liaison:
  • Supports business partners and department HR liaisons through outreach, educational presentations and up to date training and process documentation, while developing and maintaining relationships and continuous communication with UIS, the HR campus community, and other campus HCM and HR technology solution stakeholders
  • Works to communicate system changes, enhancements, outages, and upgrade impacts to users, using focus groups and status calls regularly
  • Regularly handles issue resolution, requirements gathering, and internal status/project updates
  • Provides cross module functional analyst support and acts as a point of escalation for cross module support and issues that may arise
  • Represents Employee Services in key stakeholder meetings and on project committees to facilitate discussions regarding technology and compliance needs
  • Applies knowledge of CU business processes, product and functional best practices, applicable federal and state laws, and related technology trends to guide stakeholders toward appropriate HR technology solutions

Project Coordination:
  • Lead and support the implementation and change management efforts necessary to continuously improve HCM and related systems
  • Monitor and present on project progress, issues, and solutions to internal and external stakeholders.
  • Consistently communicate with stakeholders and manage projects to completion with appropriate communications.
  • Determines and prioritizes projects that will impact and guide towards team and department strategic vision
  • Partner with Functional Analysts to align projects and work with strategic goals and to remain prepared and ready to adapt to future changes.

System/State HR Technology Liaison
  • Responsible for understanding State Legislative changes and the impact to HR technologies
  • Lead education of HR professionals in understanding IT requirements surrounding security, portal and integrations
  • Utilize and understand data uses and downstream impacts of system changes related to legislation or Regent Laws
  • Utilize SQL queries and/or PS query to access, read, manipulate and analyze data.
  • Utilize expertise in COWINS partnership act, union codes, job codes to ensure the University is in compliance
  • Partner with System HR representatives on projects to implement new technology to create efficiencies for System HR functions


What We Offer:

Salary: The anticipated hiring range has been established at $110,000-$114,000.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Qualifications:

Minimum Qualifications:

Please ensure your resume includes any and all relevant experience to be accurately assessed against these qualifications. You must meet all minimum requirements listed at the time of application to be considered for this role.
  • Bachelor's degree from an accredited institution of higher education, or equivalent professional experience (professional experience may be substituted for the educational requirement on a year-for-year basis)
  • Five (5) years' experience working in a functional analyst (FA) or business analyst (BA) capacity or similar, which may include at least (2) years of experience working with PeopleSoft HCM as a FA or BA and experience writing SQL queries.

Preferred Qualifications:
  • A bachelor's degree in computer science, management/computer information systems, computer engineering, information technology, or a directly related field from an accredited institution. A combination of education and related technical/professional experience may be substituted for the bachelor's degree on a year for year basis, but not for the specific experience.
  • Seven (7) years of experience using Human Resource Information Systems which may include the following:
    • Utilizing software lifecycle development methodologies (SDLC)
    • Communicating and presenting information on system changes/updates and processes
    • Experience as a FA or BA working with PeopleSoft HCM
    • Experience writing SQL queries
  • Five (5) years' experience working in a Human Resources compliance capacity with a strong understanding of laws and regulations regarding: the Fair Labor Standards Act (FLSA), the Family Medical Leave Act (FMLA), the Colorado Healthy Families and Workplaces Act (HFWA), payroll, benefits, etc.
  • Experience with PeopleSoft HCM, version 9.2
  • Experience working in higher education
  • Experience working closely with a team of business analysts or other software application support-related positions
  • Professional certification [e.g. professional in human resources (PHR), certified payroll professional (CPP), project management professional (PMP), etc.]

  • Knowledge and expertise in HRIS and applicant tracking systems (specifically PeopleSoft HCM)
  • Knowledge and understanding of the software development lifecycle (SDLC)
