Position Summary: Establish, maintain, promote, and continuously improve Johnson County Adult Education (JCAE) programs to meet the needs of adult students and the local workforce. Program components include Adult Basic Education, General Education Development (GED) Test Preparation, Career Technical Education, English language skills including knowledge of U.S. civics and culture, digital literacy, and general college and workforce/career readiness. Most programs are grant funded, some with government grants and others with foundation and other private grants; each grant carries different requirements, obligations, agency relationships, and accountabilities, which are continuously evolving. Collectively, adult education programs serve on average about 1400 students per year at six primary program locations as well as at ancillary locations (employer locations, Corrections, etc.). The position is responsible for approximately 70 instructional and office staff members and about 150 classroom volunteers.

• 5 years’ experience in adult education/training
• Demonstrated success in managing programs of increasing scope and complexity
• Demonstrated success in grant writing and administration
• Financial and budget management
• Strong leadership and interpersonal skills
• Strong communication and writing skills
• Ability to use Microsoft Office and other systems applications
• Valid driver’s license

Position Details: Job duties include but are not limited to:

SET PROGRAM VISION, MISSION, GOALS, STRATEGIES, CULTURE, AND CRITICAL SUCCESS FACTORS (CSFs) – Establish and communicate to all stakeholder audiences the need for adult education, the purpose of JCAE programs, and value of services delivered. This objective requires a commitment to continuous program improvement and staying current on best practices for addressing workforce needs and the needs of students to achieve college, career, and life success. Performance is acceptable when:

a. Key stakeholder groups (JCAE staff, the JCCC community, the larger community and grantors) remain current on program need, purpose, value, and how to access services.

b. Trends and community needs are monitored, and program services are continuously refined to improve effectiveness in meeting the needs of students and employers.

c. Future program needs are anticipated and strategies are defined and executed to develop long-term relationships that can leverage influence and mission-critical resources (e.g., Workforce, MARC, Area Transportation Authority, United Community Services, grantors, government agencies, and social service agencies)

d. New opportunities for collaboration are sought out and cultivated, and obstacles are assessed and addressed in a manner that supports program vision. e. Goals and metrics targets are challenging but achievable.

f. Programs remain compliant with JCCC and grantor requirements and expectations.

g. The organization operates with high levels of student focus, engagement, integrity, and positivity.

DIRECT PROGRAM OPERATIONS – Oversee the scheduling and conduct of classes at six primary locations and the operation of all JCAE programs and services (including but not limited to ABE/GED, English Connections, ESL, CTE credentials for ESL students, Accelerating Opportunity-Kansas, Transition Coaching and Bridge classes for underprepared college students) to assure quality and timeliness of results. Operational responsibility includes management of volunteers and activity at six public program sites (on campus, Olathe Center, Center of Grace, West Park, Antioch Library, and Gardner Library) as well as at other community locations as needed. Performance is acceptable when:

a. Schedules are accurate, well communicated, and meet the needs of the students for whom the programs were designed.

b. Instruction and other program services are effective as demonstrated by positive outcomes established for each program component.

c. Marketing events are timely and effective in generating desired levels of participation from students, volunteers, donors, and community leaders. d. Volunteers are available in sufficient number and with appropriate skills to help students master expected knowledge, skills, and abilities.

e. Transition Coaches facilitate successful assimilation of JCAE students into postsecondary studies, new employment, and/or improved employment.

f. Processes are effective and efficient, and technology is leveraged to improve efficiency and outcomes.

g. Facilities are safe, attractive, and functional, and facilities issues are resolved in a proactive and timely manner so that program operations are not adversely affected.

h. Required reports are timely, accurate, and complete.

MANAGE BUDGETS TO OPTIMIZE VALUE, AND TO COMPLY WITH REQUIREMENT OF EACH FUNDING SOURCE - Demonstrate high value (significant outcomes) for each dollar spent, and compliance with requirements of each fund source. Performance is acceptable when:

a. Outcomes per dollar spent fall within the top quartile among peer programs managed by the Kansas Board of Regents. b. Grant awards are received and renewed.

b. Purchases of materials, equipment, supplies and services follow established procurement protocol and are cost-effective.

c. No expenditures are deemed “non-compliant” by funding sources.

DIRECT PROGRAM STAFF – Oversee hiring, training, development, and performance of approximately 60 instructors, 10 office staff members, and ~125-150 volunteer tutors. Create and maintain a culture of high engagement, productivity, and respect. Performance is acceptable when:

a. Staff job performance meets or exceeds the standards set for each role, and staff engagement is high.

b. Student and peer feedback regarding instructor and volunteer effectiveness is positive, and student outcomes demonstrate expected levels of achievement.

c. Staff understands and complies with all JCCC and other applicable policies, procedures, and requirements.

d. Performance issues are actively managed in a timely manner to resolve deficiencies.

MANAGE COMMUNITY RELATIONSHIPS – Communicate and collaborate with local and state agencies (KBOR, JCCC business and academic representatives, JC Library, local school districts, social service agencies, funding donors, etc.) to further program and community goals and to meet identified needs. Performance is acceptable when:

a. JCAE maintains a high level of credibility as an effective provider of adult education services.

b. Partner agencies seek out JCAE involvement in relevant initiatives.

c. Synergies are identified and exploited for the benefit of JCCC, the partnering agencies and the students/clients we serve.

d. Donors perceive JCAE as worthy of their financial and in-kind contributions.

SERVE AS A CAMPUS SECURITY AUTHORITY (CSA) BY - reporting crimes to the designated JCCC Clery Act Officer in accordance with applicable laws, policies and procedures. Performance is acceptable when:

a. Completing training at least annually on campus safety and crime reporting issues;

b. Assisting in the issuance of timely emergency warnings.

c. Serving as a resource to students, employees and others regarding crime prevention, reporting and victim assistance; and

d. Collaborating with the Clery Act Officer, Title IX Team, Clery Act Team and Emergency Preparedness Manager on various campus compliance issues.

Working at Johnson County Community College

With more than 34,000 students enrolled in credit and continuing education classes each semester, Johnson County Community College is the state's third largest institution of higher education and the largest of its 19 community colleges.

JCCC offers a full range of undergraduate credit courses that form the first two years of most college curricula. The college has more than 100 transfer agreements with area colleges and universities that ensure admittance to specific programs such as business, engineering and education. JCCC students are able to begin their first two years of a four-year degree program here and complete that degree on schedule.

In addition, more than 50 one- and two-year career and certificate programs prepare students to enter the job market in high-employment fields. The college maintains extensive student support services such as computer labs, math labs, a writing center and a learning center.

JCCC’s continuing education program is the largest, most comprehensive in the Kansas City area. Through the Center for Business and Technology, participants can take courses in management and computer application or seminars and workshops that lead to professional certification and licensure. Personal enrichment classes, on topics ranging from gardening to money management, are also offered, while nationally and internationally performing and visual artists appear in the performance spaces and Gallery of Art in JCCC’s Carlsen Center.

The campus, centrally located in the county on 234 acres, opened in 1972. There are 18 major buildings on campus. Currently under construction are the Regnier Center and the Nerman Museum of Contemporary Art.

JCCC’s full-time faculty and staff numbers about 875. Another 1,800 people work as adjunct faculty or part-time staff. Most faculty members have master’s degrees, and many have or are earning doctorates.
