Position Summary:

The Assistant Director of Financial Aid assists in student enrollment, retention, and success by providing leadership, and oversight of the policies, administration, application, award, and reporting of all federal, state, and institutional student financial aid programs and scholarships. The Director assures compliance with financial aid regulations, policies, and procedures. The Director is responsible for developing policies, guidelines, and processes for the office and works closely with campus partners in the delivery of campus-wide student financial aid programs and initiatives. Responsible for designing, implementing, and reviewing support policies and procedures to ensure compliance with Federal and State regulations and overseeing/managing the initiation, processing, and completion of the College’s financial aid programs. Ensure the department is using effective methods of processing and maintaining records and reports by enhancing existing technical solutions. Maintain relationships with lenders, guarantors, and regulatory bodies. Conducts statistical analyses, generates reports and coordinates annual financial aid audits for internal, federal, and state agencies. Primary responsibility for preparation and reconciliation of financial aid programs and reports. Responsible for training and oversight of departmental staff.

Essential Functions:

Provide leadership, management, continuous training, and supervision for all student financial aid awarding, verification processes, and scholarship programs while maintaining compliance with all federal and state regulations and revise policies and procedures to accommodate changes in federal and state regulations and institutional policies.

Oversee the administration of federal Title IV federal aid, state financial aid programs, and institutional scholarships.

Provide system support, including management, maintenance, installation, testing, and support of all financial aid software for the department financial aid software module, U.S. Department of Education and various state scholarship offices' software and electronic systems, and financial aid service provider software and web-based products (NSLDS, COD, CSAC, etc.).

Supervises and directs the performance of staff to ensure the department and institution complies with Federal, State, and institutional policies.

Reviews federal and state legislation and makes appropriate recommendations and implementation of departmental and institutional policies and procedures.

Evaluates, designs, and modifies the existing systems to allow for efficient and accurate computing, tracking, and transmitting of required information for internal reporting and to outside agencies as required by law.

Interfaces with outside agencies, auditors, and College departments on behalf of the Financial Aid Department.

Leads the development, implementation, and monitoring of outreach that provides the College, potential and current students, and the community with awareness of financial assistance opportunities.

Support the development, analyze, and interpret statistical data for reporting; prepare institutional, state, and federal reports. Collaborate on the submission of IPEDS Reports, FISAP, institutional surveys, and all reports dealing with Federal, institutional, and state student aid.

Implement and coordinate the dissemination of financial aid information, relevant rules, regulations, and procedures.

Work collaboratively with other College offices to strategically leverage financial aid toward achieving targeted enrollment goals, including recruitment and retention of underrepresented students.

Prepares, monitors, and controls the annual budget for the Department, including campus-based funds.

Continuous quality improvement.

Supervisory Responsibilities: Hire, train, and develop financial aid, staff members.

Education & Experience

Bachelor’s degree required.

Five to seven years of experience with Title IV federal funds in an institution of higher education.

Three to five years of progressively responsible supervisory experience.

Technical / Functional Skills

Possess comprehensive knowledge of higher education financial aid theories, concepts, and practices with the ability to apply them in complex, difficult, and/or unprecedented situations as it pertains to the departmental focus.

Demonstrated understanding and commitment to the relationship between financial aid enrollment processes and student success.

Possess excellent verbal and written communication skills.

Effective teaching, human relations, communication, and problem-solving skills.

Possess strong organizational and time-management skills.

Ability to interpret complex regulations.

Ability to develop and maintain relationships with key contacts to enhance workflow and quality control.

Competencies

Demonstrated public speaking and ability to create and implement training programs.

Salary Range: $70,000.00 - $75,000.00

Fully accredited by ACEN (for the AAS program), CCNE (for the BS programs) and Middle States (for the entire College), HFCN provides opportunities for a professional career in nursing through three programs:

An accelerated LPN to RN/AAS track, which can be completed in one calendar year;
A generic baccalaureate in nursing program for students with no prior nursing degree, and which can be completed in 28 months; A baccalaureate in nursing completion program for registered nurses.

The College is located in Harlem, one of the most dynamic and safe communities in New York City. We are easily accessible from all boroughs, Long Island and the Tri-State Area via public transportation, Metro North or car, although parking is limited. Classes are held during the day and evenings, Monday through Saturday. Clinical placements are located throughout NYC and Long Island, and are scheduled Tuesdays through Sundays.
