Under the general supervision of the Vice President of Administration, the Payroll Manager prepares the College’s bi-weekly payroll, and maintains and reports employee information. The Payroll Manager assures compliance with all government payroll reporting requirements, including changes to State and Federal laws and regulations that affect employee payroll and benefits.

Primary Duties and Responsibilities

Payroll Processing

  • Process payroll for all employees including processing of time cards, instructional and non-instructional pay forms, and contracts. Maintain accurate banking accounts.
  • Set up and verify all pay, benefit and deduction codes in Great Plains, including payroll posting accounts and GL accounts as needed. Oversee and maintain timely entering of all new hire set-ups in Great Plains & Greenshades portals.
  • Code and verify payroll deductions for employee visibility and general ledger reporting.
  • Monitor and reconcile employee garnishments (i.e.: child support, bankruptcy, etc.) for accuracy, legal limits and terminations.
  • Review all time cards and reports for accuracy, proper completion and additions, deletions or changes concerning time, requests for leave, or fringe benefits.
  • Analyze and review faculty assignments to determine appropriate GL numbers and percentages.
  • Prepare bi-weekly payrolls including cash drawer deposits, and monthly safe cash audits.
  • Provide Service Excellence to employees regarding payroll functions. Assist employees in navigating Greenshades processes.
  • Prepare and file all required periodic federal, state, and local payroll tax reports including IRS941, unemployment compensation, W-2, and WRS by stated deadlines.
  • Utilize the WTCS FAM system to insure appropriate entry for smooth processing at year-end.
  • Perform year-end audits to verify accuracy and compliance.
  • Provide backup assistance to other areas within the Business Office as necessary.
  • Employee Information Processing

  • Maintain employee payroll files including tax status forms.
  • Oversee the processing, verification and submission of New Hire Reporting to the State of Wisconsin each pay period.
  • Facilitate employee enrollments and terminations in the Wisconsin Retirement System. Perform monthly reconciliations and funds transfers, as well as year-end reconciliations and reporting of all WRS eligible employees and wages.
  • Implement and monitor life insurance requirements for all eligible non-full-time employees.
  • Monitor, reconcile and collect medical insurance premiums from retirees with depleted benefit allotments.
  • Verify health, dental, LTD, STD, Vision, HSA, FSA, etc. insurance billings.
  • Provide back-up responsibilities for Benefits Manager and Employee Relations tasks.
  • Managerial Responsibilities

  • Analyze current systems for continuous improvement, working collaboratively with college employees.
  • Provide training and resources for supervisors in the payroll process to ensure compliance and accuracy.
  • Actively participate in action team and committee work involving payroll functions.
  • List is not all-inclusive; other duties may be assigned.

    Qualifications

    Required Qualifications:

  • Associates degree in Accounting or Business-related field.
  • Minimum 2 years’ experience payroll processing.
  • Minimum 5 years’ experience working in an office setting.
  • Preferred Qualifications:

  • Bachelor’s degree in Accounting or CPA designation.
  • Five or more years managing enterprise-level payroll functions.
  • Experience in higher education, government or a large organization.
  • Knowledge, Skills, and Abilities:

  • In-depth experience and background with payroll practices, laws and procedures.
  • Knowledge of word processing, Excel, and other software programs.
  • Knowledge of accounting principles, money handling procedures, computer system operations, and Nicolet policies and procedures affecting Business Office operations.
  • Ability to prepare complete and accurate reports.
  • Ability to meet deadlines and organize assignments and work independently.
  • Ability to communicate effectively orally and in writing, and interact effectively with employees, students, auditors, state/government agencies, and the general public.
  • Ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, and policies and procedures necessary for providing quality general business and payroll services.
  • Ability to seek out new methods and procedures and willingness to incorporate them into existing practices.
  • Ability to make independent decisions when circumstances warrant.

  • While performing the duties of this job, the employee will be exposed to normal office conditions and usual office equipment such as telephone, personal computer, printers/copiers, reports and files.
  • The employee will be constantly required to sit, talk, hear, and type/write.
  • The employee will be frequently required to stand, walk, touch/handle/grasp (using hands and fingers), and reach with hands and arms.
  • The employee must occasionally bend or squat and lift and/or push up to 10 pounds of general office items.
  • Specific vision abilities required by this job include close, far, and field of vision.

    Compensation:

    The pay range for this position starts at $57,475, depending on qualifications and experience. Includes a comprehensive benefits package.
