Sr. Instructional Technologist
The Bloomberg Center for Government Excellence (GovEx) seeks an experienced learning and development professional that leads digital andragogy of GovEx programs, supporting the expansion of online education service delivery. This role is primarily responsible for live event production, Learning Management System (LMS) management, eLearning creation, and multimedia development and support including incorporation of audio and video components. Reporting to the Service Delivery Academic Curriculum Manager, we are seeking a Sr. Instructional Technologist who promotes instructional excellence, enhances student learning through the use of instructional technologies, and builds capacity to provide a flexible, high-quality online learning environment. This position primarily works with academic curriculum managers, learning and development teams, quality excellence managers, LMS Administrators, multimedia experts, subject-matter experts, knowledge management experts, monitoring and evaluation associates, program coordinators, and information technology staff to publish and maintain high-quality, accessible instructional multimedia objects, including simulated experiences, and games or activities that allow for authentic practice of knowledge and skills. This includes support for workshops and sessions, self-paced learning modules, audio/video components, and other training resources for government leaders. The Sr. Instructional Technologist is responsible for providing tech support and assist in the planning and facilitation of various learning events related to data and performance management, analytics, community engagement, government innovation, and other topics critical to effective public sector decision making.

Specific Duties & Responsibilities




Instructional Technology (70%)
  • Collaborates with instructional design team, subject matter experts, faculty, staff, and external partners to develop technology-enriched course materials using new and emerging instructional technologies, digital media, web-based technologies, etc.
  • Collaborates with the technology team in the research and testing of new technology tools and techniques to continually add to the teams possibilities and options for in-house produced multimedia learning objects.
  • Designs and develops templates for storyboards and re-usable learning assets, incorporating high standards of web accessibility.
  • Provides support to the learning and development team to publish hybrid resources, tutorials, and training using video, multimedia, and other interactive learning tools to our learning management system.
  • Assists Curriculum Developers, Instructional Designers, and Multimedia Specialists in designing and/or developing reusable learning objects (e.g., videos) and integrating them into their courses.
  • Effectively integrates instructional technologies in online, face-to-face, and hybrid courses.
  • Supports Curriculum Developers and Instructional Designers in the integration of technology into lesson planning.
  • Supports the uploading of the course materials into LMS.
  • Sets up video conferencing (Zoom, WebEx, etc.) meetings and manages backend settings before and during training planning and delivery.
  • Creates and manages calendar events, and update session schedules with meeting links in LMS and invite instructors and other staff supporting relevant trainings or workshops.
  • Creates and manages polls, settings and engagement features with the video conferencing tools during training delivery and plan to perform content access testing and platform. features (polls, breakout rooms, links)
  • Records attendance following data collection, export and reporting protocols.
  • Provides technical support to instructors, facilitators and learners and troubleshoot system challenges to enhance learning experience.
  • Installs, troubleshoots, and maintains instructional hardware and content software.
  • Works collaboratively with JHU central IT in solving technological issues related to Canvas and other shared learning resources.




Course Design, Development, Delivery & Innovation (25%)
  • Collaborates with the Learning and Development team to further the strategic goals of the team and GovEx.
  • Collaborates with team members to effectively use instructional design strategies, web-based resources, and multimedia technologies to improve teaching and learning.
  • Partners with instructional designers to publish diverse content applicable to learners from diverse regions including Latin America and Canada; collaborates with interpreters to translate content in Spanish, Portuguese, and French.
  • Participates in the process for the design, implementation, systematic review, and evaluation of day-to-day activities of online education programs.
  • Coordinates with the GovEx Monitoring & Evaluation team to assess survey data and program feedback for continuous improvement of content, delivery, and materials.
  • Establishes and documents processes and procedures to support the ongoing learning and development of internal staff and external partners as required.

Minimum Qualifications
  • Bachelor's Degree in instructional design, instructional technology, education, or related field.
  • Five years related experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • A Graduate Degree from a regionally accredited college or university in instructional technology, instructional design, education, computer science, multimedia studies, or a related field.
  • Experience performing duties and responsibilities within a high-tech digital environment to adult learners and leaders or non-traditional student populations.
  • Familiarity with various e-learning authoring software/tools.

Starting Salary Range: $54,080-$74,390-$94,710 Annually (Commensurate with experience)

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
