Description:

Reporting to the Senior Manager, Utilities Services & Chief Operating Engineer, the Assistant Manager, Utilities & Elevator Services is responsible for managing the daily operation and maintenance of utilities infrastructure and elevators within the Facilities Management and Planning (FMP) Department.

Primary responsibilities of this role include ensuring the safe and efficient operation and maintenance of all associated equipment and services in all buildings at the University of Toronto Mississauga (UTM); developing procedures for operations; initiating daily maintenance work orders and ensuring implementation through regular inspections; instructing the team in the use of appropriate maintenance and repair methods; troubleshooting equipment and systems to minimize downtime; coordinating work between contractors, service providers and UTM staff.

This role is required to manage a team of Operating Engineers and coordinating with Engineering Lead Hands. This means that the Assistant Manager is responsible for managing staff to ensure work tasks are completed on schedule and standards and policies are followed. He/She will guide department staff by providing the necessary direction and training to complete departmental work, based on knowledge of department procedures and specialized expertise. The Assistant Manager will resolve informal complaints from unionized staff, in consultation with Human Resources and Labour Relations.

The Assistant Manager, Utilities & Elevator Services will assist the Senior Manager, Utilities Services & Chief Operating Engineer in their duties as Chief Operating Engineer of the Central Utilities Plant. The Assistant Manager Utilities & Elevator Services may act in the capacity of the Senior Manager or as their designate, in their absence.

The Assistant Manager, Utilities and Elevator Services is also responsible for safe operation and maintenance of all elevators at Mississauga Campus to meet Ministry of Labour, TSSA and AODA requirements. The Assistant Manager identifies and prioritizes major elevator renewal/ upgrade needs, and manages the elevator service contracts; provides technical support to FMP Projects teams on elevator installations in new buildings or renovations.

Qualifications Required

Education:

  • University Degree in Engineering, Science or an acceptable equivalent combination of education and experience.
  • Second (2nd) Class Operating Engineer Certificate from TSSA is required. Applicants with a Refrigeration ‘A’ Certificate and a Third (3rd) Class Operating Engineer Certificate from TSSA will also be considered, but priority will be given to those with the Second (2nd) Class Operating Engineer Certificate from TSSA
  • Ontario Elevating Devices Mechanic Certification from TSSA (EDM-A or EDM-T) is an asset.

Experience:

Five (5) years of experience in building, power plant, workshop equipment maintenance and management including two (2) years of supervisory experience managing staff. Excellent knowledge of heating and ventilation, refrigeration and air conditioning systems in modern buildings and steam plants. Supervisory experience in elevator maintenance and/or experience coordinating with elevator service providers is an asset. Knowledge of renewable energy technologies like solar and geothermal energy systems is an asset.

Skills:

High caliber technical ability with quality service experience and a sound technical background. Knowledge of Ontario Building Code, TSSA Boiler and Pressure Vessel Regulation, elevating device regulations under the Technical Standards and Safety Act 2000 is desirable. Strong computer skills and knowledge of computer-based maintenance management systems and Reliability Centered Maintenance. Excellent oral and written communication skills and highly developed interpersonal skills.

Other:

Labour relations experience including interpretation of collective agreements. Ability to plan maintenance tasks and correlate with existing manpower, budget restrictions and availability of systems. Must possess initiative, tact, good judgment, and ability to multitask. Must have an excellent understanding of the TSSA regulations.
