Financial Analyst
Historic East Baltimore Community Action Coalition is seeking a Financial Analyst to assist management with meeting financial goals and objectives by supporting proposal preparation, submission, budget development, account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. Assist in the development of, and monitor budget accounts and expenditure of funds for, a variety of grants/contracts that range from simple to complex.

In partnership with the community, The Historic East Baltimore Community Action Coalition, Inc. provides programming to improve the well-being of East Baltimore residents. HEBCAC is a nonprofit community development corporation founded in 1994 by area residents, in partnership with Baltimore City, State of Maryland, and Johns Hopkins University. HEBCAC works with residents and other stakeholders to support healthy, thriving households and neighborhoods in the 220-block area bounded by Edison Highway, Aisquith Street, North Avenue, and Fayette Street. HEBCAC focuses on both physical infrastructure and human capital challenges residents and neighborhoods are facing. HEBCAC currently employs a professional staff of thirty and is located at 1212 N Wolfe Street, Baltimore, MD 21213. More information is available on the organization's website: www.hebcac.org.

Specific Duties & Responsibilities

Financials and Monthly Close
  • Actively participates in, contributes to, and engages in SOM and HEBCAC financial management meetings, trainings and initiatives and ensures that new policies and other developments are quickly and efficiently communicated and applied.
  • Monitors monthly revenue and expenditures and maintains historical data.
  • Interprets accounting transactions and resolves discrepancies and other accounting issues.
  • Oversees bus token log and gift card processing for incentives used in program activities
  • Oversees all accounts and gifts, ensuring spending adheres to donor intent.
  • Oversees the allocation of internal costs amongst the various grants. Establishes internal order (IO) numbers based on program needs and funder reporting requirements.
  • Reviews and approves expenditures/financial transactions for the organization (travel & business expense reimbursements, shopping cart/purchasing, check requests/on-line payment requests).
  • Problem solves financial challenges and issues and informs and communicates with the Executive Director and Board Treasurer to report on the status of current and pending issues.
  • Prepare monthly Statements of Activity (Income Statement), Financial Position (Balance Sheet), or other reports, as necessary.
  • Prepare year-end reports, schedules and other documents requested by auditor.
  • Provide reports and data as requested for the completion of annual tax returns.


Business Planning and Budgeting
  • Develops and recommends budgets and budget narratives for proposals including preparing required documents, packing proposals and submitting for internal approval. Work with Executive Director to submit final versions to various funding agencies.
  • Meets with Program Managers and Executive Director to report on program spending and recommended projections.
  • Actively participates in, contributes to, and engages in SOM and HEBCAC financial management meetings, trainings and initiatives and ensures that new policies and other developments are quickly and efficiently communicated and applied.
  • Reviews, identifies, and communicates important budgetary issues such as over expenditures, revenue changes, shifts in line-item budget, potential cost savings and unplanned costs.


Operations
  • Reviews leases, expenses and analyzes patterns and historical trends; forecasts expenditures and revenues for HEBCAC owned buildings.
  • Reconciles 901 N Milton bank statements.
  • Monitors monthly revenue and expenditures and maintains historical data.
  • Interprets accounting transactions and resolves discrepancies and other accounting issues.
  • Assists with developing organization wide training to orient new staff on financial matters, including fiscal policies and procedures.
  • Oversees processing of independent contractor and master service agreements.
  • Runs various BW Analysis and ECC reports.
  • Proactively seek opportunities to expand financial management skills - complete at least two JHU training courses per year.
  • Other duties as assigned.


Minimum Qualifications
  • Bachelor's Degree in Finance, Accounting, Business or related field.
  • Three years progressively responsible related financial/accounting experience.
  • Advanced knowledge in the use of spreadsheets, presentations and word processing required.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Master's Degree.
  • Experience in a nonprofit setting.
  • Strong knowledge of MS Office and SAP.
  • MS EXCEL - Advanced, with demonstrated knowledge of Pivot tables, formulas and other advanced Excel tools and functions preferred.
  • Knowledge and understanding of The Johns Hopkins University SAP accounting system and related fiscal offices preferred.
  • Ability to make independent judgments and to act on decisions on a daily basis.
  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
  • Thorough knowledge of external government and foundation guidelines/procedures for grants and contracts.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
