Primary Purpose of Organizational Unit:Accounting Services supports University financial operations by maintaining central administrative systems, performing investment accounting functions and performing other accounting and related duties. The units within the Accounting Services department are:
-Cash Management, including Merchant Card Services
-Construction and General Accounting
-Financial Accounting
The primary purpose of the position is to provide accounting function services for the Capital Improvements (Cl) of the University. These services include reviewing general ledger accounts, maintaining and updating operational transactions for the Cl projects, and reconciliation of cash transactions within CI. Timely submissions of requisitions and transfers are necessary to ensure vendor payments of projects. This position will review, analyze, and approve the transfer of funds between Cl accounts and other expenses submitted by the Facilities Planning and Constructions Department. This position will utilize the State’s Core Banking and NCFS Systems to transfer funds between internal and external bank accounts of the University. Within this role, the Accountant will be responsible for researching and resolving discrepancies from OSC and OSBM. For the CI and General Accounting team, this position is second in command and assumes the responsibility of the manager when needed for operational needs.
In addition, this position will reconcile monthly reports with the OSC by the second workday of the month, prepare and submit various reports to OSC and the Office of State Budget and Management. This role will also prepare allotments and requisitions for the State operating funds. The position will perform tasks at month-end and year-end to close both Cl budget codes. The year-end closing of Cl budget codes are scheduled earlier than the university cash basis year end close, and requires coordination with ITS and OSC to meet year-end deadlines.
Note: There are no additional resources assisting this position on a daily basis. In the absence of this position (vacation or sick days), the Supervisor or the Accounting Services Manager will take on the responsibilities to maintain continuity of the services. This position supports other Accounting Technician in Construction and general Accounting during their absence, resolving issues, and daily memo bank reconciliation.
Mid-career with Master’s and 1-2 yrs experience; or Bachelor’s and 2-4 yrs experience.
Required Qualifications, Competencies, and Experience:Thorough knowledge of accounting principles and their application to cost and governmental accounting.

Employee must be detail oriented, extremely well organized, ability and willingness to learn new systems, evaluate changing policies and procedures, to plan and carry out the implementation of new methods, policies and procedures as needed.
Preferred requirements include excellent verbal and written communication skills, organizational skills, reconciliation experience and a demonstrated understanding of accounting and financial systems.
Working knowledge of CAPSTAT, NCFS, PeopleSoft and other University systems preferred.
