SUMMARY:

The Director of Payroll and Accounts Payable oversees the two primary payments processes of the University, payments to employees and payments to vendors as well as international taxation for students. Overseeing a staff of eight, the position provides leadership, supervision, oversight, direction, control, and evaluation of all work associated with the day-to-day operations within the offices of Payroll and Accounts Payable. Responsible for the strategic direction of these two processes in coordination with the Senior Associate Controller. The position also ensures careful stewardship of the University's assets and provides technical expertise to the department.

RESPONSIBILITIES:

Management/Leadership Responsibilities

  • Manages payroll and accounts payable staff;
  • Responsible for all accounts payable and payroll processes on campus;
  • Provides leadership and support by guiding the Accounts Payable team in delivering prompt and accurate payment to vendors while maintaining procedural integrity;
  • Provides leadership and support by guiding the Payroll team in delivering prompt and accurate payment to employees while maintaining procedural integrity.
  • Maintains and monitors internal controls over the Accounts Payable and Payroll functions;
  • Oversight of international taxation function;
  • Oversight of staff responsible for payment functions within departments.

Payroll and Accounts Payable Responsibilities

  • Create, review and implement processes and procedures to improve the efficiency of all accounts payable operations;
  • Serve as primary contact on all internal and external audits;
  • Review and approval monthly, quarterly, annual reconciliations;
  • Resolve complex accounts payable and payroll inquiries;
  • Develops accounts payable and payroll schedules;
  • Keeps abreast on current IRS, federal/state/ local, and international tax regulations and laws as it relates to Accounts Payable and Payroll.

Compliance

  • Responsible for 1099 and over payable tax reporting;
  • Responsibility and oversight, completion, and reconciliation of employee tax filings and W-2 reporting;
  • Ensure compliance with federal and state employment laws and regulations, including within payroll systems.

Analysis & Reporting

  • Auditing payroll transactions to ensure that accounts, payment dates, and taxes are accurate and up to date;
  • Prepare monthly, quarterly, annual, ad-hoc reports, analysis, and statistical reports as needed;
  • Maintaining payroll systems and reporting.

System Administration, Education, & Training

  • Configurations, permissions, and review of accounts payable and payroll systems;
  • Serve as subject matter expert for the various systems and related processes including assisting with maintenance and upgrades.

QUALIFICATIONS:

  • Comprehensive knowledge of payroll and payable concepts, laws, and regulations;
  • Comprehensive knowledge of accounts payable and payroll processes, methods, principles, and procedures;
  • Working knowledge of general accounting concepts and procurement functions;
  • General knowledge of international taxation for payroll
  • General knowledge of technology principles and terminology associated with the management of payroll and payables software systems, including payments, banking, payroll, or ERP systems;
  • Excellent written and oral communication skills;
  • Demonstrated organization and decision-making skills;
  • Ability to quickly understand requirements for payments to vendors or employees and to add value in the processes and controls over these functions;
  • Ability to perform varied duties requiring creative, analytical, evaluative, interpretive, and/or critical thinking;
  • Exercises discretion and independent judgment.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Accounting, Business, Finance or related discipline and 5-7 years experience; or 7-10 years of progressive management experience in accounts payable and payroll; required.
  • Proficiency in Microsoft Office suite, especially Microsoft Excel;
  • Preferred experience with banking software for payments or payroll solutions such as ADP;
  • Preferred experience with common Higher Education ERPs (Banner, Oracle, Workday, PeopleSoft, etc.).

WORK HOURS:

  • Full-time, exempt position
  • Monday - Friday, 8:30 a.m. - 5:00 p.m.; 7.75 hrs./day; 38.75 hrs./week

SALARY STRUCTURE:
Pay Grade 10 (Hiring Range $110,000.00 to $120,000.00 annually)
