Job Summary

The HR Data Services Analyst I is a non-exempt full-time position that reports to the HR Data Services Manager at the University System of Georgia's (USG) Shared Services Center (SSC). The SSC HR Employee Data Services team provides transactional, processing, and system integration support services for the USG's centrally managed Human Capital Management System (HCM). This small team operationalizes legislation, policy and practices into the actual HCM data. This team also monitors and troubleshoots data-related issues with third party integrations. This position is essential to SSC operations and directly supports the USG's centralization and standardization initiatives.
This position supports and audits HR processes/data within HCM to ensure compliance with USG, Federal and State policies and guidelines. Our institutions rely heavily on this position to analyze data issues related to HR, benefits and payroll processes and integrations. This position is also responsible for testing and training on both new HCM processes/functionality and best practices and creates/maintains related documentation.

Responsibilities
  • Conducts HR-related presentations and training for internal and customers, external provide best practices for data processing
  • Creates and maintains employee and manager job aids and guides for HR processes for USG Institutions Description
  • Provides recommendations to HR Data Services Manager related to continuous process improvement of HR programs, policies, procedures and systems to ensure fair and consistent employee practices and to enhance customer service, data integrity, efficiency and effectiveness for a diverse population
  • Provides assistance to payroll and benefit teams to assist with research and resolve practitioner, employee, service provider and/or carrier issues regarding system issues, benefits enrollment, premiums, workflow questions / issues orinterface file transfers
  • Follows system test plans including user acceptance testing, extensive and thorough system testing; review, analysis thorough and documentation of test results
  • Identifies and recommends changes to enhance customer service, data integrity, efficiency and effectiveness for a diverse population
  • Works with technical and enduser staff to analyze and trouble-shoot data, benefits and payroll errors
  • Provides excellent customer service to ensure effective, accurate and timely support and communication related to employment, benefits and compensation
  • Ensures data practices support Federal, State and USG policies and guidelines
  • Responsible for position management to include the setup and maintenance of SSC positions
  • Responsible for recruitment, onboarding and off boarding • Performs HR functions to support USG, Federal and State compliance, i.e. FMLA, Workers Compensation
  • Assists in implementation development, and maintenance of SSC policies
  • Coordinates and collaborates with SSC representatives to assist campus practitioners with Human Resource Management System (HRMS) issues
  • Assists with special projects as assigned
  • Coordinates and enters data for transfers between Institutions USG
  • Assists with Dual Appointment questions and data set-up
  • Drafts and provides HR processes for Practitioners Institution
  • Responsible for research and resolution of USO escalated items
  • Ensures that the annual performance evaluation process is completed timely
  • Maintains employee personnel files
  • Provides back up for the duties of the other HR Data Services Analyst & HR Data Services Coordinator
  • Processes employment verification requests as needed
  • Other duties as required
Required Qualifications

This position requires a bachelor's degree and three (3) years direct human resources, benefits, administrative support experience or any equivalent combination of education, experience and training which provides the necessary knowledge and skills.

  • Good written and oral communication with ability to train staff and customers in HR functions
  • Ability to prioritize, set goals and objectives, and follow-through to completion

  • Strong research and problem solving skills
  • Ability to effectively work with a diverse group of staff, technical staff, functional end-users and faculty
  • Ability to work in a fast-paced environment with multiple priorities and changing demands while being responsive to end user need
  • Extremely Description detail-oriented, with strong interpersonal and collaborative work style and ability to develop effective working relationships and demonstrate commitment to being a team player
  • Ability to appropriately handle sensitive and confidential information
  • Knowledgeable of human resource practices, procedures including but not limited to workers' compensation, employee relations, evaluation, performance management, etc. job
  • Direct experience processing transactional work including but not limited to onboarding, promotions, transfers, leaves and exit processes in ADP, PeopleSoft or a similar HRMS system
  • Proficient in a variety of HRIS/HRMS software programs
  • Proficient to advanced experience with Excel, Word, PowerPoint, Outlook
  • Ability to operate standard office equipment including sufficient software and computer use knowledge to search computer files, and/or generate standard reports, to input or edit information into spreadsheets or programs, and to do word processing and/or desktop publishing
  • Proven Customer Service Skills
  • PHR certification is preferred.
  • Experience in higher education environment is strongly preferred
