Job Description:


Budget Title: Senior Staff Assistant (SL-3)


Salary: $51,000 - $55,000


The Purchasing Assistant is a full-time professional position reporting directly to the Assistant Director of Procurement. The duties of the position include but are not limited to:


  • Review all purchase orders over $2,500. Work with department on proper procedures involving the procurement of items over this dollar amount. Review requisition, and ensure quotes, bids and other backup documentation is submitted before approval. Oversee Purchase Order creation process.
  • Run all service/emergency bids and contracts for the University. Work with Physical Facilities on prevailing wage schedules, advertise each contract, work with vendors for contract execution and university counsel's office as needed.
  • Point person for vendor responsibility. This involves all procurements over $100,000. Follow up with vendor for any issues found in questionnaire or during research along with preparation of the vendor responsibility profile. Further, follow up with acquiring correct insurance forms for vendor file. Also perform vendor responsibility on all sub-contractors over $100,000 as well.
  • Working with the Assistant Director of Purchasing on the development of IFB's and RFP's. This also includes helping make certain all documents are included in all packages submitted for approval to SUNY and OSC.
  • Run BI reports to compile monthly statistics to track standard vouchers, travel vouchers, and P-Card spend.
  • Develop training materials and speak at training sessions for departments. This includes PowerPoint presentations and handouts related to proper procurement in NYS.
  • Maintenance and organization of Business Affairs departmental websites.


Requirements:

  • A Bachelor's Degree in a business-related field
  • Personal computer literacy (Microsoft Office)
  • Ability to communicate effectively, both orally and in writing and in front of small and large groups
  • Detail-oriented with strong organizational skills and ability to independently prioritize workload and adapt to rapidly changing priorities
  • Demonstrated ability to work independently, use initiative, follow through, and complete tasks in a timely manner

Preferred:


  • Master's Degree in a business-related field
  • Previous experience in a procurement position
  • Previous experience and knowledge of NYS Purchasing Rules and Regulations

History

Binghamton University opened its doors as Triple Cities College in 1946, to serve the needs of local veterans returning from service in World War II. Originally located in Endicott, N.Y., five miles west of the present campus, the fledgling school was a branch of Syracuse University.

Four years later, the college was incorporated into the State University of New York (SUNY) and renamed Harpur College in honor of Robert Harpur, a Colonial teacher, patriot and pioneer who helped settle the area west of Binghamton.

In 1961, the campus moved across the Susquehanna River to Vestal. Growing enrollment and a reputation for excellence soon led to the selection of Harpur College as one of four doctorate-granting University Centers in the SUNY system.

In 1965, the campus was formally designated the State University of New York at Binghamton, and in 1992, Binghamton University was adopted as our informal name.
