Continuing Education is committed to enriching the community through personal and professional lifelong learning opportunities. Continuing Education (CE) offers over 100 non-credit/credit classes each quarter, serves over 2,000 students a year, and is a self-supporting department. Our program areas include Allied Health courses, Personal Enrichment courses and Business, Professional and Career programs. CE provides training and education both on and off campus in order to serve the unique needs of our community.

The Program Specialist 2 plans, organizes, directs and coordinates the day-to-day operations of the Continuing Education program. The position functions as the program representative and resource, and has extensive contact with program participants and outside entities. Responsibilities include independently coordinating classes and resources, serving as primary program liaison and providing consultation to participants, instructors and outside entities, assessing program needs, managing student staff, and applying program procedures and regulations.

This position is a classified full-time position, which is eligible for overtime. Schedule: Mon-Fri 8 a.m. to 6:30 p.m.

Salary Information: The salary range stated above reflects the starting step of Range 42 (Step C) and ending step (Step M) salary for this classified position and includes a 5% King County compensation provision. Based on salary placement of Step C, it will take 5 years to reach Step L on the salary schedule, 11 years to reach step M on the salary schedule. This does not reflect any contractual changes, legislative mandated salary increases or Cost of Living Increases (COLA's) that may be approved in the future.

Essential Tasks

Reporting to the Continuing Education Associate Director, this position will:

  • Provide program information and technical assistance to program participants, staff and outside entities regarding program content, policies and activities;
  • Coordinate project details and represent Highline College at Continuing Education sponsored events, meetings and programs, including off-site location;
  • Work with program instructors and representatives of outside organizations in defining and building quarterly schedule; collects syllabus and curriculum material for each course;
  • Monitor course enrollment and makes decisions on class cancellations;
  • Support program instructors; sends out instructor teaching agreements, communicates regarding schedule or program changes; explores solutions and recommends resolutions to classroom or course related issues or needs;
  • Support the recruitment, hiring, coordination of onboarding of staff and instructors;
  • Communicate with Program Coordinator to insure all class logistics including; room scheduling, key card access, and instructor packets are prepared in advance for first class;
  • Analyze student evaluations and conducts class observations to assess instructional quality, effectiveness and program health;
  • Conduct research and analyzes trends to identify program needs and possible areas for growth;
  • Strategize with Assistant Director to refine course descriptions and structure to improve marketability;
  • Collaborate with other campus departments to identify courses that will appeal to both the credit and non-credit audience;
  • Design and coordinates specialized program activities;
  • Serve as a team member in developing and implementing new procedures and policies;
  • Supervise and direct the work of hourly staff work-study;
  • Direct the work and coordinate schedules of program staff;
  • Assist students with navigating fund sources/agencies' requirements;
  • Analyze and resolve problems critically relating to departmental procedures and services;
  • Prepare training and promotional material for the Continuing Education Program;
  • Support marketing efforts by creating direct email campaigns, social media and newsletter content to target audiences;
  • Assist with the management of content updates and messaging of website and multiple social media platforms;
  • Collaborate with a graphic designer and printer to develop and prepare marketing collateral including brochures and flyers;
  • Assist in the preparation of contract and grant proposals;
  • Project, monitor, maintain, and initiate expenditures and corrective action on department program budgets, including grants and contracts;
  • Provide invoicing support for both grants and contracts;
  • Monitor program activities in relation to established program goals;
  • Determine any variance from program standards based off established program parameters;
  • Resolve problems within a delegated area of authority;
  • Elevate unusual problems to program managers and provide probable outcomes and solutions;
  • As required, approves budget expenditures for program;
  • Assists program managers with developing and coordinating statewide programs and activities;
  • Participate in department, division, and college activities.

Qualifications

MINIMUM QUALIFICATIONS:

  • An Associates' degree; AND
  • Two years of experience working in a specialty program;
OR
  • Equivalent education/experience.
PREFERRED QUALIFICATIONS:
  • A Bachelor's Degree;
  • Experience working in a small business, community organization, or educational program;
