We provide public sector agencies, staff, service providers, clients and community partners training, research and consultant support for professional and programmatic development. The Instructional Designer provides services to publicly funded clients of the Outreach Center for Public Management. Under the direction of the CPM Instructional Design Services Manager, is responsible for the design, development and evaluation of training materials and content for traditional and blended learning courses, online modules and related programs.

  • Designs and develops instructional materials and curriculum for traditional classroom training courses, designs interactive online learning, and blended learning programs.
  • Conducts needs analysis of performance goals, target audience, training needs, and technology options.
  • Evaluates existing training content/materials and researches new content/materials.
  • Designs layout of course content and graphics for programmers/developers using storyboards and other tools.
  • Creates multimedia computer-based training with a variety of authoring tools.
  • Partners with internal/external University and state agency customers, learning consultants and SMEs to create design documents, specify learning objectives, select interactive exercises, and create evaluation plan.
  • May serve as a trainer to conduct classroom or other types of training using adult education and training principles and techniques; evaluates results and makes adjustments as needed.
  • May coordinate and oversee work of temporary support or external resource personnel as needed.
  • Must be able to foster innovation, drive execution, focus on the customer, collaborate effectively with others, solve problems creatively, and demonstrate high integrity.
  • Performs other related duties as required.
This position may be eligible for remote or hybrid work - must live in the state of Oklahoma.



Job Location
Required Education: Bachelor's degree, AND: 

  • 24 months experience working in an instructional design position.
Equivalency/Substitution: Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 72 months of related experience.

Skills:

  • Experience designing college level curriculum, especially the development of a full curriculum preferred.
  • Experience with online learning and the development of online curriculum highly valued.
  • Demonstrated project management skills.
  • Excellent communication and organizational skills.
  • Ability to work independently as well as collegially with other staff members.
Certifications:

  •  None
Advertised Physical Requirements:

  • Sit for prolonged periods.  Use of a computer and telephone. Ability to engage in repetitive motions.  Communicate effectively and listen.  Standard Office Environment.
Departmental Preferences:

  • Bachelor’s degree in Instructional Design, Instructional Psychology & Technology, Adult Learning, Human Resource Development or related field
  • Master’s degree or higher in Instructional Design, Instructional Psychology & Technology, Adult Learning, Human Resource Development or related field.
  • 36 months experience in instructional design, adult learning and development, performance measurement, multimedia, and curriculum and course development for classroom and online learning environments.
  • Knowledge of Section 508 accessibility requirements.
  • Experience working with state agency or public sector human service programs.
  • Experience with multimedia software.
