Job Description:

Application/Code Development for the ES/RPICC data systems.
Responsible for maintaining the existing Cold Fusion application code for these web-based statewide data systems. Create detailed specifications, devise or modify procedures to solve complex problems, uses professional tools for source-code management, issue tracking and testing. Must adapt system for compliance with current program requirements including CPT coding standards and Medicaid clearing house rules and formats. Systems must be maintained in a secure, HIPAA compliant manner.
This secure web system supports more than 600 users statewide who enter data on demographic and service data from 18 regional centers.
Incumbent will implement, maintain, and update application code for compatibility with current service taxonomies; the candidate must be able to apply critical thinking to maintain accuracy regarding provided service taxonomies and appropriate billing formulas for Medicaid.

Development for next iteration of ES/RPICC data systems and related reporting.
The incumbent will have a significant role in the development of the new application environment for the ES/RPICC systems data portal currently under development. Application code for the next portal will shift to the C# platform. In parallel, the current data reporting platform will move to Python. The incumbent will maintain and develop both the requisite reporting logic, as well as implementing the reporting code and structure.

Assist state stakeholders with complex queries. DBA Duties/data transforms.
The incumbent also serves as DBA for Early Steps and RPICC data, updating and transforming data as needed for integrity purposes.
The incumbent will provide assistance for users and sponsors regarding complex reporting and trouble shooting. In addition, the incumbent is responsible for ETL regarding imported data sets from MED 3000 and other data sources. The incumbent must have a thorough understanding of both the technical aspects of the ES/RPICC data as well as competency related to programmatic knowledge of the sponsors' data and how it is used in the ES and RPICC statewide programs.

The incumbent is also responsible for providing the Federal Office of Special Education Programs (OSEP) reporting for the Florida Early Steps program.

Submit weekly claims to Medicaid clearing house for billing.
Responsible for development and support of the HIPAA compliant Medicaid electronic billing module used to bill for the service provided in the RPICC and Early Steps programs. The weekly submissions create the revenue streams for members' programs to continue to render medical services to their member/patient base.

Expected Salary:

$61,000-$78,000/Yr.

Minimum Requirements:

Bachelor's degree and three years of appropriate experience. Appropriate college coursework may substitute at an equivalent rate for the required experience.

Preferred Qualifications:

  • Demonstrated experience and/or certification working with .NET Studio and ASP.NET
  • Prior experience programming in ASP.NET
  • Proven record with VB, C#, ColdFusion, and JavaScript development
  • Must be able to communicate effectively (to technical and non-technical staff alike) and be a good listener
  • Project management skills and knowledge of project management practices
  • Proven experience with IT project management demonstrating the ability to guide/lead a project to successful completion in accordance with an established timeline
  • Ability to effectively coordinate efforts with customers, team members, and other IT professionals and support staff
  • Business process management experience
  • Effective written and verbal communication/presentation skills
  • Knowledge of basic, routine, and advanced relational database concepts and administration and specific experience with Microsoft SQL Server 2012
  • Detail-oriented
  • Desire to constantly learn and improve
  • Able to work as part of a team
  • Ability to understand the technical, financial, and political environment in which mission-critical systems are developed. Skill in the use of optimum methods and solutions for success in all three environments.
  • Ability to autonomously analyze complex problems, identify critical elements and alternatives, and organize existing resources and new information to implement most appropriate solution
  • Skill and ability sufficient to perform primary design and interface responsibilities for organization-wide systems
  • Ability to understand the needs of the broader community and the state of industry to design significant integrated solutions, which successfully address the depth and scope requirements of customers
  • Experience with various operating systems (for example, Windows, OSx, iOS, Android). Experience with internetworking other operating systems.
