Job Purpose:

Under general direction of the Chief of Police, assists in strategic planning, budgeting, organizing, special projects, managing, and providing administrative direction and oversight for major programs, functions, and activities of the Police and Campus Safety Department (Police, Fire, EMS); develops and implements specific departmental operational programs; assists in coordinating assigned activities with other College departments, divisions, outside agencies, and the public; provides highly responsible and complex professional assistance to the Chief, Police and Campus Safety in areas of expertise; acts for the Chief on a relief or as assigned basis.

Minimum Requirements:

A minimum of 15 years of law enforcement experience. This should include no less than 2 years in a senior command position (Lieutenant or above) within a law enforcement or public safety agency that employs a minimum of 30 sworn officers. Must be able to obtain certification by the South Carolina Criminal Justice Academy in accordance with § 23-23-40 of the Code of Laws of South Carolina. Have the ability to qualify on a prescribed firearms course utilizing department issued handgun. A minimum of a bachelor’s degree from an accredited university is required; Master’s degree is preferred. The completion of advanced law enforcement training in Police Management at the FBI National Academy or Southern Police Institute is also preferred but not required. Candidates with an equivalent combination of experience and/or education are encouraged to apply.

Required Knowledge, Skills and Abilities:

Must have excellent communication skills and public speaking ability. Must have demonstrated leadership, organizational, interpersonal, and public relations management skills, preferably in campus law enforcement setting. Must have a thorough knowledge of the principles and practices of modern police administration and management. Considerable knowledge of budgets, acquisition, purchasing and personnel management is necessary. Ability to direct activities of a police force (approx. 50 personnel). Prefer knowledge and experience of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and Title IX, and managerial ability regarding CALEA. Knowledge of campus Fire Marshall and Student EMS team preferred. Ability to establish and maintain effective working relationships within the confines of a college community, students, faculty, and staff. Ability to work in a diverse environment with people of various ages and backgrounds. Ability and skill to build consensus and credibility across the campus is required. Must be able to maintain effective working relationships with the city, county and state law enforcement partners and local community associations. Must use discretion in handling confidential situations, documents, and materials. Perform shiftwork as required or needed.

Ability to liaison with other government agencies to ensure collaboration and communication with the Department of Public Safety.

Additional Comments Regarding Position:

Some travel may be required. Must be able to work extended hours, shiftwork as required. Required to be on campus during emergency situations. Position is deemed “essential” for call back, etc., in emergency situations. Must have the ability to safely operate a police vehicle under normal/emergency conditions.

Activity:

Manages support services functions within Public Safety, including selecting supervising and evaluating support personnel. Assists Chief of Police in strategic planning, budgeting, and special projects at the Chief’s discretion. Assigns and coordinates investigations, ensures collection of evidence, and performs interviews. Oversees and conducts background, internal and administrative investigations. Follows up on incidents and complaints that involve College of Charleston students, faculty, staff, facilities and equipment. Supervises the Operations Division and Special Operations Support Division. Oversees the development and implementation of policies and procedures to ensure the safety and security of students, visitors, faculty, staff and property. Ensures campus police policies and procedures comply with accreditation standards as required by the Commission on Accreditation of Law Enforcement Agencies, International Association of Campus Law Enforcement Administrators, and/or the State of South Carolina. Develops guidelines, policies, and strategies for the Division to ensure the safety of the campus community that is consistent with the College goals and mission.

Develops and implements innovative training programs for department personnel, including “Basic Training” at the SCCJA, in-service, legal updates and CDV department training, firearms and emergency vehicle operation certifications, etc. Drafts and compiles training manuals, outlines and lesson plans. Establishes and retains all training records; schedules officers for training and ensures training needs are met. Conducts, supervises and/or coordinates periodic training sessions for all officers on current US and State Supreme Court rulings and police procedures. Oversees the Public Safety Library and assures materials contained therein are properly controlled, posted, requisitioned and accessible. Conducts Public Safety Officers, State Security Officers and Communications Specialists orientation and indoctrination courses for newly hired officers. Serves as liaison with the South Carolina Criminal Justice Academy and other local law enforcement Training Officers.
