Job Summary:

Join Central Human Resources as the Affirmative Action Program Manager. This is a full-time, university staff position that is currently fully remote. The Program Manager would support both of the University of Colorado Denver and Anschutz Medical Campus locations. A hybrid work schedule that consists of 2 days per week on campus and as-needed for in-person meetings will be implemented at some point in the future.

This role is responsible for all aspects of Affirmative Action ("AA"), including strategy, design and implementation. The Program Manager provides policy guidance and interpretation to deans, administrators, staff, and faculty on a wide range of AA issues. This position oversees and manages the recruitment and retention efforts to diversify candidate pools, and creates, develops and implements AA policies and plans. The individual in this position must remain current on policies and procedures for the above tasks and ensure compliance with all university, state and federal guidelines as well as compose strategies to meet those guidelines.

Key Responsibilities:
    Planning, Data Collection, and Report Development Overseeing the development and implementation of the University affirmative action plans in conjunction with federal, state, system and University/College needs and evaluating efforts on implementation of these plans. Analyzing, generating and interpreting quarterly status reports and other reports may be required to monitor the progress of the University and College affirmative action programs. Providing leadership and oversight to ensure compliance with Affirmative Action statutes and regulations. Submitting annual reports on ADA compliance. Reviewing existing equal opportunity policies for the University for compliance with federal and state guidelines
Consult with the Talent Acquisition team, and schools/departments on the recruitment and retention efforts for diversified candidate pools Collaborating with other Human Resources team members and any needed campus schools/departments to ensure outreach occurs to diversify recruiting resources and to develop diverse candidate pools for underutilized job groups and categories. Develops recruitment strategies and ensures that the University's commitment to diversity and equity and inclusion in employment is included in the recruitment process. Develop and provide training for campus search committees and assisting management in achieving compliance with university hiring policies and procedures. Ensuring that AA goals and objectives in the university's mission, vision and goals are being steered and that each search is considering AA utilization goals and diversity. Train search committees to ensure adherence to affirmative action laws, policies, and best practices. Disseminating information regarding affirmative action goals and programs to appropriate supervisors and units so that all searches and hiring decisions work toward meeting affirmative action and equal opportunity objectives regarding recruitment and retention of under-represented groups. Evaluate the effectiveness of existing programs, utilizing relevant assessment data; revise or recommend changes to program design. Monitoring and measuring progress toward achieving desired results.
This position reports to the Assistant Vice Chancellor of Talent Acquisition, Compensation and HCM.

Qualifications:

Minimum Qualifications:
    A bachelor's degree in business administration social sciences, public administration, communications, or a directly related field from an accredited institution Four years of progressively responsible experience which included preparing affirmative action plans and working with departments to improve utilization, and working with OFCCP guidelines, timelines, auditing procedures, and other legislation to ensure university compliance with the Affirmative Action Plan.

Preferred Qualifications:
Master's degree from an accredited institution Three or more years of experience managing an Affirmative Action Plan Experience in higher education, and/or affirmative action compliance fields Three years of experience writing clear, timely, and thorough compliance reports to be submitted to the federal government Experience with affirmative action training Full-cycle recruiting experience that resulted in diverse applicant pools Experience using affirmative action software such as Biddle Certified Affirmative Action Professional (CAAP) credential
Knowledge, Skills and Abilities:
    Demonstrated ability to handle complex situations, particularly situations with a high level of confidentiality Demonstrated knowledge about affirmative action requirements Strong written communication skills Strong analytical skills Proficiency with Microsoft Office products and affirmative action software Excellent time and project management skills Demonstrated knowledge and the ability to interpret federal, state, and local equal opportunity and nondiscrimination laws and regulations Keen ability to train on and present complex information to a diverse audience

Anticipated Salary Range:

The starting salary range (or hiring range) for this position has been established as $70,000 - $90,000.

The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation depending on the level.
