Organizational Unit Overview:

The Department of Human Resources serves the ECU community through innovation and action in the development and management of the University’s human resources. The staff works to support the mission of the University with an overarching commitment to outstanding customer service and accountability. The department consists of seven units that oversee the entire human resources function to include administration, benefits, classification and compensation, employee relations, employment, human resources information systems, and learning and organizational development. Personnel matters are governed by state statutes, the Office of State Human Resources (OSHR) Manual, the UNC Policy Manual, and The Code of the University of North Carolina, and most processes and actions are prescribed by these governing documents. Human Resources plays a critical role in ensuring ECU is accountable and compliant in terms of Federal, State, OSHR, and UNC System human resources practices.

Job Duties :

Under the general supervision of the HR Information Systems Director, the HR Systems Support sub-unit is responsible for planning, designing, coordinating, monitoring, supervising, and evaluating the complex and continuously evolving technological, administrative, and operational systems for Human Resources. As the liaison between user departments and Information Technology and Computing Services (ITCS), HR Systems Support plays a pivotal managerial role in the needs analysis, purchase/development, implementation, and enhancement of automated systems to operationalize human resource functions for the institution. Through process re-engineering, system design, and collaboration, this sub-unit improves the efficiency and effectiveness of the human resource function, personnel data management, and reporting for the institution.

The primary purpose of this position is to manage the development, implementation, and evaluation of complex automated human resource information systems. In the fulfillment of this duty, the position supervises the day-to-day operations and the project management of two Business Systems Analysts (I & II). The position provides training and systems support to staff members within Human Resources and the institution using a variety of complex system analysis tools to gather human resource data and solve system problems. As the department’s primary liaison between system users and information technology experts, this position requires a substantial hands-on understanding of all the human resource operational systems of the department and how they interrelate with Ellucian Banner. It also requires significant collaboration across divisions as well as effective written and oral communication skills.

This position may be eligible for Flexible Work Arrangements (FWA) under the ECU FWA Policy.

This position requires you to live within a reasonable commuting distance of East Carolina University.

Minimum Education/Experience :

Bachelor’s degree and 4 years of relevant experience or equivalent combination of education and experience. For management roles, a minimum of 1 year of supervisory experience is required.

License or Certification Required by Statute or Regulation :

Preferred Experience, Skills, Training/Education :

It is preferred that the HRIS Business Systems Analyst be proficient in SAS, TOAD, Microsoft Visual Studio, and Excel. Knowledge of relational databases and data warehouse concepts is extremely beneficial. Banner experience and knowledge is preferred. Working as a functional expert in the development of software is preferred. Some project management experience is preferred. The ability to work independently is preferred as is the ability to learn new software tools and teaches others how to use those tools. Highly effective oral and written communication skills are preferred, as the selected candidate will listen, restate, clarify, and confirm user requirements for all levels of management. Being detail-oriented with strong problem-solving skills is also preferred.
