Position Description

The primary purpose of the Senior Accountant position is to provide detailed accounting, analysis, monitoring and reporting for federal, state and private grants and contracts received by the College. In addition, this position provides support to the Comptroller in the day-to-day administration of the College’s financial and accounting functions in the Comptroller’s Office, inclusive of accounts payable and receivable, payroll, general ledger, cash management and/or financial reporting.

Responsibilities include supervising the following account systems: collection and processing of all invoicing for external parties use of facilities. The incumbent will effectively mentor and supervise Financial Services staff in the use of various manual and computerized accounting systems. This position will incorporate best practices already in place within the organization and provide the thoughtful leadership necessary to adapt new best practices.

Defining characteristics of this position include possession of advanced knowledge of fund accounting and the ability to exercise independent professional judgment in establishing efficient and effective accounting operations consistent with College policy and general and governmental accounting principles and practices.

Position Duties

Responsible for the accounting of all federal, state, and private grants and contracts which requires:

  • Obtaining a working knowledge of all federal, state and private grants and contracts by reviewing grant applications, award documents and related government guidelines.
  • Analyze and monitor expenditures for appropriateness.
  • Perform detailed accounting, invoicing, and internal and external reporting
  • Analyze, compute and enter journal entries into general ledger for adjustments and invoices.
  • Maintaining all related records.

Designs and maintains manual and computer accounting and reporting systems for the College and various other agencies.

  • Processes and records certain College revenues, such as sales taxes, federal entitlements, operating revenue, state allotments, interest income.
  • Creates the billing of various amounts to outside parties, designs follow-up collections systems, and coordinates the collection follow-up procedures between various departments of the College.
  • Provides guidance and assistance to other departments on a variety of accounting and budgetary matters.
  • Responsible for the reconciliation of bank statements.
  • Responsible for the reconciliation and reporting of all grant expenditures with grant payments.
  • Responsible for requesting and reconciliation of government funds.
  • Responsible for preparation and posting of journal entries.
  • Prepares various interim financial reports.
  • Assists in the completion of the annual audit in a timely and efficient manner.
  • Provides technical assistance to the business office; coordinates accounting work with data processing systems. Coordinates resources, determines priorities and trains Accounting staff as needed.
  • Interacts with external auditors and participates in auditing projects; provide information and access to accounting records; develop and provide responses to audit recommendations.
  • Prepares and authorizes non-routine adjustments to financial accounts.
  • Perform duties and responsibilities of the Comptroller in their absence.
  • Performs other duties as assigned.
  • Education, Experience and Licensure/Certification Requirements

    • Knowledge, skills, and abilities acquired through completion of a bachelor’s degree in Accountancy, Finance or related business management curriculum is highly preferred, but will consider an applicant with an associate’s degree who is currently pursuing a bachelor’s degree. Successful candidate would need to complete appropriate bachelor’s degree within 18 months of hire.
    • A minimum of four (4) years of progressive professional experience (preferably in the public sector) managing areas of accounting, accounts receivable, financial report writing, maintenance of accounting systems and monitoring of records, as well as experience with spreadsheets, databases, and word processing software.
    • An advanced degree or certificate in business, finance or public administration is preferred.
    • Designation as a licensed CPA, CMA or equivalent professional credential is highly desired.
    • Experience planning, designing, and managing multiple projects and assignments simultaneously.
    • Experience providing excellent customer service and establishing and maintaining effective working relationships with multiple stakeholders.
    Knowledge, Skills, Abilities Required

    • Knowledge of the principles of organizational development, systems analysis and design.
    • Good decision-making and independent problem-solving skills.
    • General knowledge of fund accounting, bookkeeping, internal control, and budget procedures.
    • Knowledge of office and clerical procedures suitable to computerized accounting functions.
    • Working knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements and statutes affecting financial operations.
    • High level of proficiency in MS office software.
    • Effective time management and problem-solving skills.
    • Effective written and oral communication skills.
    • Excellent organizational and documentation skills.
    • Must be able to assess compliance with rules and regulations set by local government bodies.
    • Ability to communicate well, both verbally and written, including the ability to make effective and clearly-stated written reports with technical accounting information and the ability to make oral presentations with clarity and logic.
    • Ability to deal professionally, courteously, and efficiently with others and to remain calm under stressful situations.
    • Work quickly and effectively in a fast-paced environment with discretion, tact, and a team approach to meeting challenges and delivering excellent customer service.
