The Director of Finance reports to the Controller and the Vice President for Finance and Operations. The Director of Finance performs highly responsible administrative work, as manager for all aspects of cash management (billing/collecting receivables, cashiering, and investments), and contracts/grants. The Director of Finance oversees the College’s state/federal grant accounting office, and participates in internal audits. Work is performed under general direction with wide latitude for making decisions in accordance with agency policies and state/federal laws. Duties and responsibilities shall include, but not be limited to, the following:
1. Prepare or supervise preparation of a variety of financial and operating reports for internal and external uses.2. Review other professionals’ work in progress and audits/reviews for accuracy.3. Review budget revisions, journal entries, invoices and billings; may prepare some of these documents, as needed.4. Contract/grants – Supervisory responsibility for the review of all grant proposals, grant contracts, or any other restricted funds. Monitor compliance of grants/contracts with award documents.5. Supervisory responsibility for various reconciliations.6. Supervisory responsibility for the campus inventory.7. Invest all college funds and withdraw funds as needed.8. Interact with outside auditors and other regulatory bodies, as required.9. Must maintain current knowledge of State/Federal regulations (such as Federal Financial Aid laws, State Comptroller Accounting Policy Statement, Notices, Technical Updates, GASB requirements, and tax regulations.)10. Review invoices and billings to outside agencies.11. Submit prior term accounts receivable to outside collection agency.12. Responsible for the submission of 1098 file to IRS.13. Supervisory responsibility for maintenance of Touchnet online payment and billing system. Process web check payments and maintain user access.14. Review the setup of new terms prior to the beginning of registration.
15. Assist with other reporting needs when necessary.16. Serve on committee and project assignments.17. Perform other related duties as assigned.


Requires a Bachelor’s degree from an accredited college or university with a degree in accounting or finance preferred.
An extensive knowledge of finance administration and fiscal accounting. Thorough knowledge of agency policies, state/federal laws pertaining to public funds, governmental finance, and the use of electronic equipment. Skill in use of adding, computing, and related office machines. Ability to operate microcomputers or computer systems. Experience in MS Word and Excel preferred; knowledge of mainframe systems a plus. Typing skills at 30 wpm. Ability to plan, organize, and direct finance programs; to establish accounting systems; to make major decisions; to budget funds; and to maintain effective working relationships with administrative personnel of other agencies and the federal government.

Extreme ambulatory requirements; extreme cognitive requirements; normal speech – communication requirements; normal written communication required; Acute visual requirements; normal or corrected hearing required; and moderate travel required. Requires frequent standing, lifting, pushing, pulling, and carrying objects up to 25 pounds; operating a calculator, personal computer, and various office equipment. Requires infrequent stooping, bending, sorting and filing.
This position is security-sensitive and thereby subject to the provisions of the Texas Education Code §51.215.
