Job Description

The Budget Director, under general direction, performs complex and highly responsible job duties in the preparation, maintenance, and control of the day-to-day operating budget for the assigned Texas A&M University System (TAMUS) member. Responsible for effective and efficient coordination of the budget process. Manages accounts and prepares account reconciliations and required transactions. Provides support for budget reporting. Supervises day to day operations of the Budget Office.

Responsibilities:

  • Serves as Budget Director and oversees the development and implementation of budget guidelines and financial policies and procedures.

  • Monitors and analyzes university budget.

  • Provides direct supervision to the budget team and provides guidance to account managers to address routine budget issues.

  • Coordinates year-end budget roll-over requests and prepares consolidated reports for review, approval and submission.

  • Implements written communications and other methods to effectively disseminate budget-related information and processes to division managers and across divisions.

  • Provides technical assistance and training to departments and divisions in developing and/or formulating annual budgets.

  • Assists in gathering and analyzing financial and statistical information to project, evaluate and monitor the administrative functions of the University and in the preparation of Annual Financial Review (AFR) and the Legislative Appropriation (LAR).

  • Develops and implements processes to update operating budget.

  • Coordinates, collects, and updates the schedule of known cost to be budgeted during the annual budget process.

  • Develops procedures to report uses of funds to remain in compliance with the University.

  • Reviews and approve monthly reconciliations prepared by budget staff.

  • Assists the Associate Vice President for Finance and Controller with assignments related to various departments in the finance and administration division, including, but not limited to: campus operations and safety, human resources, information technology, facilities, accounting, and university police department.

  • Manages fiscal requests from various departments

  • Works closely with Associate Vice President for Finance and Controller as part of the University Resource Commission (URC).

  • Prepares appropriate financial workpapers for capital projects.

  • Develops various pro forma to assist with financial modeling.

  • Ensures the budget team provides excellent customer service to all university stakeholders.

Required Education and Experience:

  • Bachelor’s degree in applicable field (Business, Accounting or Finance)

  • Ten (10) years of related experience in accounting and budget management.

Preferred Education and Experience:

  • CPA. MBA in(Business, Accounting or Finance)

  • Five (5) years or more of related years of experience in higher education.

Knowledge, Skills and Abilities:

  • Demonstrate solid understanding of budget planning. Strong quantitative financial analysis and budgetary control skills.

  • Thorough working knowledge of general accounting principles and practices. Strong verbal and written communication skills.

  • Excellent analytical and organizational skills.

  • Ability to work cooperatively with others.

  • Ability to prioritize.

  • Ability to work with sensitive information and maintain confidentiality.

  • Ability to prepare complex and detailed financial and budgetary analysis and reports.
