Working Hours:

Working Hours consist of a 7.5 hour period (between the hours of 7:30 am and 5:00 pm) Monday through Friday, exclusive of a ½ or 1 hour lunch. These hours to be agreed

upon between the supervisor and employee at the onset of employment.


The Coordinator manages the functions of accounting, invoicing, compliance and reporting necessary to ensure successful grant compliance and performance audits for the Guaranteed Free Training WEDnet PA Grant and PA Governor Action Team Grant Awards. As the RACC/STTC Primary Staff appointee the Coordinator must work primarily independently in understanding, applying and enforcing the current WEDnet Partner Policies and Processes, as well as, the Company Guidelines. The Coordinator assists in marketing and outreach efforts, in company/customer visits, training plan/program discussions and in writing proposals and associated paperwork for custom training projects that produce a net revenue for the STTC. The position reports to the Workforce Curriculum Project Manager.

Essential Duties and Responsibilities:

Grants - WEDnetPA program duties (50 - 60% of time) - Under the direction of the Workforce Curriculum Project Manager:

  1. Assist in outreach and recruitment efforts for WEDnetPA company applications, including on-site company visits, meetings and site verifications in the Greater Reading region counties (~50-mile radius; out of office up to 30% of work week).
  2. Maintain all primary staff functions in WEDnetPA ISAAC system, including but not limited to:
    1. Preparing and providing partner data and documents to the WEDnetPA Statewide Office.
    2. Review and adjust company applications to ensure necessary information is provided.
    3. Preparing and sending contract notification communications to applicant companies.
    4. Set up and maintaining contract master files.
    5. Validating accurate invoices from companies approved for third-party vendor, in-house and partner training.
  3. Primary POC for WEDnetPA customer company users to manage efficient and accurate data and procedure compliance in accordance with the WEDnetPA policies and guidelines.
  4. Receiving and processing checks from WEDnetPA State Office and deposit for payment.
  5. Prepare spreadsheets/ documentation to track company training and investment activity.
  6. Generate payments to appropriate RACC accounts and companies.
  7. Analyze company contract funding utilization and drive need for additional state funding allocations.
  8. Monitor PA GAT awards and recommend to company contacts to engage with RACC/ STTC as the company partner.
  9. Maintain the status of contracts and assist in closing accounts for year end.
  10. Capitalize on 10% admin fee for all GFT and GAT WEDnetPA funding allocations.
  11. Assist in answering questions asked and compliance with procedures set by the WEDnetPA State Office.
  12. Attend required meetings, including the annual WEDnetPA Statewide Professional Development Conference.
  13. Perform other duties as assigned by immediate supervisor, in administration of other STTC grant initiatives (ie. collect data, prepare reports).

Workforce Training/Consulting Projects and other training-related duties (40 - 50% of time):

  1. Custom Workforce Training/ Consulting Projects
    1. In concert with Workforce Curriculum Project Manager, Regional Rep Workforce Development and/or VP of WDCE organize and attend meetings with customers to identify workforce training needs and select appropriate adjunct SME instructor.
    2. In concert with Workforce Curriculum Project Manager, Regional Rep Workforce Development and/or VP of WDCE close custom training proposals and adjunct SME instructor agreements.
    3. Prepare and oversee client training/ consulting proposals, schedules and adjunct instructor agreements.
    4. Ensure adjunct instructors’ employment paperwork is submitted in accordance with RACC and STTC guidelines.
    5. Prepare bi-monthly payroll reports for non-credit workforce adjunct instructors and submit to payroll officer.
    6. Oversee and ensure class/ training paperwork is completed and submitted in accordance with STTC/ RACC guidelines.
    7. Oversee and ensure client is invoiced by or remits payment to RACC for training/ consulting work.
  2. Create new courses, as needed in STTC event management and ticketing provider website and/ or marketing communications materials.
  3. Manage the DEP Wastewater Treatment Plant Operator training program including; marketing and outreach, maintaining or sourcing qualified adjunct instructors, scheduling dates and securing training rooms, producing student materials, primary POC with the DEP, scheduling and coordinating DEP exams and exam review sessions.
  4. Assist Workforce Curriculum Project Manager, Regional Rep Workforce Development and/or VP of WDCE in administration of other STTC training & consulting programs (ie. Nimble Leader, industrial manufacturing and machine tool technology, etc) duties, including but not limited to:
    1. Marketing and outreach efforts
    2. Student registration and orientation to STTC requirements.
    3. Confirming production, distribution and collection of training materials, including workbooks and homework, is accomplished.
    4. Ensuring class paperwork is completed and submitted in accordance with STTC guidelines.
  5. Oversee and administer STTC’s training programs on the Commonwealth Workforce Development System (CWDS); Enter and revise program information for CareerLink and State approval.
  6. Conduct program assessments, analyze and report data related to STTC training/ consulting to aid in ongoing evaluation of effectiveness of programs.
  7. Perform other duties as requested by immediate supervisor.

Education and/or Experience:


  1. Bachelor’s degree in Business Administration or equivalent field.
  2. Minimum of three (3) years related work experience in business operations, grant management or equivalent required.
  3. Knowledge related to adult training programs in Manufacturing, Production, Supervision, Leadership, Communication, Business Operations/Professional Workforce Skills, Industrial Maintenance, Machine Tool Technology and/ or Engineering is necessary.


  1. Prior experience in WEDnet PA Grant/ ISAAC administration or educational grant accounting preferred.
Computer Skills:

To perform this job successfully, an individual should have intermediate to advanced knowledge using Internet software, Spreadsheet software and Word Processing software. Experience in Eventbrite- event creation and registration technology software a plus. The employee must be able to become proficient in a reasonable amount of time on both the WEDnetPA ISAAC System and Commonwealth Workforce Development System (CWDS).


Must have routine and ready access to transportation.

Mathematical Skills:

Ability to calculate figures and amounts such as gross/ net margins, discounts, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of technical math and basic algebra.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Strong critical thinking and logical reasoning skills are necessary.
