The University System of Georgia (USG) is comprised of 26 higher education institutions as well as the University System Office (USO). Within the USO, our administrative operations are primarily housed in the Trinity Washington Building located in downtown Atlanta. Our Information Technology Services (ITS) division is located in Athens. The University System of Georgia Shared Services Center (SSC) is located in Sandersville. The Georgia Public Library System is located in Atlanta. The Georgia Archives is located in Morrow. The State of Georgia Records Center is located in Austell.

Job Summary

The Chief Data Officer (CDO) is a senior leadership role that reports to the University System Chief Operating Officer (COO). The CDO will serve as a strategic thought-partner for University System of Georgia (USG) and institution leadership. The CDO will be responsible for providing executive level direction, management oversight and strategic leadership of the University System of Georgia’s (USG) comprehensive technology and data strategy. The CDO will help develop a culture focused on data driven decision making -- a cornerstone of USG’s strategy to improve the student experience and to make it the best university system in the country. The Chief Data Officer has direct leadership oversight for the USG system-wide Information Technology, Cybersecurity and Research Policy and Analysis divisions. This includes a workforce of over 200 fulltime employees, with fiscal oversight exceeding $70 million. The Chief Data Officer partners with System Office senior leadership to develop and implement the USG system-wide data strategy, including all associated strategic initiatives, programs, services and policies. The CDO will collaborate with technology leaders in all USG institutions to identify the most efficient manners for collection and management of data deemed essential to system wide improvement strategies.

Responsibilities
    Direct management of the Information Technology Services, Cybersecurity and Research Policy and Analysis divisions.Ensure all aspects of technology and data intelligence are integrated into execution of the USG strategic goals and initiatives. Provide data-informed business intelligence, expertise and advice to the Chancellor, COO, and other USG senior leaders.Design, build and drive overall information and analytics strategy, governance, control and roadmap for the resources, processes, systems and solutions required to produce and maintain the system-wide wide technology and data capabilities, including those associated with cybersecurity.Ensure protection of enterprise systems and assets from both internal and external threats.Responsible for developing data management solutions, resources, and governance structures which optimize data quality, usage and ensure data protection and integrity. Ensure compliance of all technology and data related regulations and policies.Collaborate across functional areas to provide guidance, strategies, and support in leveraging and effectively optimizing technology and data utilization to meet operational business needs.Collaborates with USG institutions to identify solutions that will improve the system’s ability to collect, analyze and maintain the data deemed essential to USG’s strategic objectives. Establishes the USG Data Governance council to develop and implement strategies and policies for data governance and use.Ensures information security and compliance with all data protection and technology related rules and regulations.Work with the state IT leadership as well as campus IT and functional leadership to chart a clear and logical path to modern administrative information systems, with an emphasis on leveraging cloud services to eventually supplanting on-premise deployments.Define a long-term strategy for IT service delivery that leverages industry leading practice, cloud, co-sourcing, and solutions that scale.
Required Qualifications
    Preferred master's degree in Data Science/Analytics, Computer Science, Information Technology or related field. Minimum of 5 year progressively responsible related experience including senior leadership level.Demonstrated ability to translate long-term strategies into day-to-day operations management including experience in aligning data and technology resources with organizational strategic goals and priorities.Demonstrated ability to influence results in a collaborative environment.Experience leading and managing a large and complex workforce.Exceptional communication and interpersonal skills including demonstrated ability to develop and maintain relationships with executives, staff and stakeholders at all levels. Demonstrated record of success managing, planning and forecasting fiscal and budget requirements.
