Summary

Under supervision from the Comptroller, the Director of Payroll oversees all functions of the Payroll Department. This role ensures payroll processing and reporting is in compliance with state and federal laws and regulations, CNM policies and procedures, and collective bargaining agreements. The Payroll Director is responsible for coordinating with ITS and other core departments for maintaining and testing ERP support work. Coordinates with staff and employees to resolve payroll related issues and implements process improvements.

 

Duties and Responsibilities

  • Provides leadership for all payroll functions including planning, organizing and directing the preparation and process function of wage and salary payments to employees to ensure tax law changes are captured, overtime and leave payments are accurately processed, and timesheets are submitted and retained appropriately.
  • Oversees the processing and timely submission of employee pay, salary deductions and liability payments to proper College accounts or external agencies.
  • Ensures processing and reporting compliance with all federal and state regulations, as well as College policies, procedures and collective bargaining agreements.
  • Provides information to College supervisors and employees to resolve specific problems relating to payroll issues.
  • Hires, supervises and evaluates a staff of technical and clerical employees.
  • Partners with college departments to ensure most efficient pay processing and implements process improvements.
  • Performs highly complex (senior-level) ERP functional systems support work.
  • Works closely with the ITS department and other core offices providing support for departmental functional users for Enterprise Resource Planning (ERP) applications.
  • Subject to the requirements of the Health Insurance Portability and Accountability Act of 1996 and Central New Mexico Community College’s HIPAA Privacy and Security policies and procedures, assisting the CNM health plan with day-to-day activities involving protected health information, including but not limited to, assisting with employee claims, coordinating benefits, determining health claim status, determining eligibility for coverage, budgeting and renewal, billing and collection activities, obtaining assistance from third-parties for plan functions, and any other duties delegated by the HIPAA Privacy or Security Officer.
  • Performs other related duties as assigned.

 

Minimums

  • Bachelor's degree in Business Administration, Accounting or related degree with a minimum 18 hours of college accounting.

AND

  • Five (5) years progressive professional payroll or accounting experience, including three (3) years in a supervisory role.

Preferences

  • Certified Payroll Professional
  • Experience processing and setting up payroll for collective bargaining agreements
  • Experience in using Workday HCM/Payroll
  • Higher Education Experience
