Facilities Management has an opening for a full-time University Staff (unclassified) Regulatory Compliance Program Manager position.

Department Summary:

The mission of the Facilities Management Department is to provide a safe physical environment that promotes the advancement and transfer of knowledge on the University of Colorado Campuses. The Regulatory Compliance Program Manager will work within the Engineering Regulatory Compliance division of Facilities Management.

The position works as an environmental protection engineer responsible for regulatory compliance and engineering support services. Responsibilities include providing engineering support and service to facilities in a multi-campus environment. Support regulatory compliance objectives by managing the storm water management program and by managing the air emissions program for boilers and gen-sets at a multi-campus setting. Support regulatory compliance objectives by developing and maintaining a strong and constructive working relationship with the external agency, CDPHE (Colorado Department of Public Health and Environment). Support the Controlled Maintenance funding process by developing priority projects, including cost estimating.

Job Summary:

Regulatory Compliance Program Manager is responsible for developing and administering various program areas in support of the engineering division within Facilities Management. Environmental requirements are dictated by Federal and State permits associated with campus storm water, air emissions, and fuel tanks. Position will implement and oversee permit regulations and manage program elements to ensure compliance. Additionally, position will administratively support the department's deferred maintenance planning process by assisting in the annual development of the State Controlled Maintenance Submittal.

Duties & Responsibilities:

Regulatory Compliance – Storm Water Program, 30%
    Responsible for the day-to-day operation of the campus storm water program. Provide coordination with the primary state oversight agency – Colorado Department of Public Health and Environment (CDPHE), Water Quality Control Division. Respond on behalf of the university to meet permit requirements. Review and interpret permit requirements. Develop programs that demonstrate permit compliance. As an example, storm water infrastructure inlet-grates are located at various points within the campus roadway system. These inlets are required by permit to be inspected. An existing outdated program needs to be updated. Position is responsible to manage the inspection program. The program will require inspection forms and recordkeeping, inspection guidelines, and follow-up procedures. The permit will have other similar program development needs. Coordinate with campus partners to develop a complete campus-wide storm water management program. Develop and implement the campus-wide storm water inspection program. Inspection program will include site inspection forms and tracking database. Inspection activities will include both new construction and on-going campus maintenance. Inspection program may require staff training requirements and position will ensure adequacy of training program. Develop and implement the campus-wide Illicit Discharge Detection program, including appropriate documentation and tracking system. Develop and maintain compliance activities database. Ensure database can sufficiently respond to information and document requests from external agencies, such as CDPHE. Develop and submit annual reports to external agencies, such as CDPHE.

Regulatory Compliance – Air Emissions Program, 30%
  • Responsible for the day-to-day operation of the multi-campus air emissions program. Provide coordination with the primary state oversight agency – Colorado Department of Public Health and Environment, Air Quality Control Division. Respond on behalf of the university to meet permit requirements.
  • Coordinate university's response to Federal EPA Title V permit requirements.
  • Review and interpret permit requirements. Utilize external consulting resources as necessary to prepare programs that respond to permit requirements.
  • Develop and implement the compliance activities database to address Central Utility Plant (CUP) boilers. Ensure database can sufficiently respond to document requests from external agencies, such as CDPHE.
  • Develop and implement the compliance activities database to address multi-campus emergency power generators (gen-sets). Ensure database can sufficiently respond to document requests from external agencies, such as CDPHE.
  • Review and coordinate PEMS operational reports and provide CDPHE submission of reports. PEMS reports (Predictive Emissions Monitoring System) may need periodic adjustment to meet permit requirements.
  • Provide new construction support when new emission generating equipment is planned. New construction requirements include CDPHE required "Self-Certification" process that includes third party testing, coordination of emissions equipment operating & maintenance requirements, submission of Notice of Start-up reports, and final acceptance guidelines.
  • In support of the Central Utility Plant (CUP), implement response to boiler emissions compliance requirements as defined by boiler emissions permit.
  • In support of multi-campus emergency power needs, implement response to engine/power generation emissions compliance requirements as defined by gen-set emissions permit. Coordinate with the department's Electrical Shop to track gen-set operation as related to emissions compliance.
  • In support of the Central Utility Plant (CUP), coordinate PEMS program (Predictive Emissions Management System). Develop necessary reports and respond to CDPHE requests.

Regulatory Compliance – Fuel Tank Compliance Program, 10%
  • Responsible for the day-to-day operation of the multi-campus fuel tank regulatory compliance program. Provide coordination with the primary state oversight agency – Colorado Department of Public Health and Environment, Division of Oil and Public Safety. Respond on behalf of the university to meet permit requirements.
  • Review and interpret permit requirements. Utilize external consulting resources as necessary to prepare programs that respond to permit requirements.
  • Coordinate university's response to SPCC requirements (Spill Prevention and Control Countermeasures). Develop and implement the SPCC program.
  • Develop and implement the multi-campus fuel spill prevention program, including appropriate documentation and tracking system.

Deferred Maintenance Planning Process, 30%
  • Responsible for the day-to-day management of the department's deferred maintenance project development process. Provide coordination with the on-going Facilities Audit Program recommendations, management priorities, and emergency needs to develop project scope and cost.
  • Using the department's deferred maintenance project planning priorities, develop projects to be submitted to the State for Controlled Maintenance funding.
  • Using the State Architect's Controlled Maintenance instructions, provide administrative support for project development.
  • Using the State Architect's instructions, prepare the department's Controlled Maintenance submittal.
  • Complete project development that will include clarifying project scope and providing preliminary cost estimating exercises.
  • Develop, implement, and maintain the deferred maintenance project planning process.

Salary and Benefits:
  • The salary range (or hiring range) for this position has been established at $82,589-$105,053
  • This position may be eligible for a one time non-base building sign-on bonus up to $2,000. Details of this recruitment incentive program will be provided during the interview process.
  • The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.
  • The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.
  • This position is not eligible for overtime compensation.

Qualifications
Minimum Qualifications:
  • A bachelor's degree in engineering, architecture, environmental science, or a directly related field from an accredited institution
  • At least two (2) years of professional level experience that is applicable to the job assignment

Substitution: A combination of education and work experience in the occupational field or specialized subject area of the work assigned to the job may be substituted for the bachelor's degree on a year for year basis.

Preferred Qualifications:
    Experience working with environmental compliance permits and coordinating with external agencies such as CDPHE (Colorado Department of Public Health & Environment) to maintain permit requirements. Experience in facilities engineering related to deferred maintenance planning, project development, and cost estimating. Experience with the State of Colorado Controlled Maintenance Submittal process. Experience administering, planning, organizing, and budgeting program activities. Experience implementing procedures and work practices, and evaluating their efficiency and effectiveness.

Competencies:
