The Talent Acquisition Specialist is responsible for administration and compliance of CVTC’s recruitment processes and related lawful employment practices. This position facilities full-cycle recruitment to include attracting, assessing, and hiring top qualified candidates for open positions at the College. The Talent Acquisition Specialist is fundamental in the decision-making process and provides guidance to all managers in the recruitment and hiring process which supports the mission and vision of the College.

 

Responsibilities:

  • Serve as a principal resource for all College employment recruitment activities and processes.
  • Lead and initiate the College’s branding and recruitment initiatives to be an employer of choice; engage in professional networks; participate in training opportunities; and stay current with publications and seminars regarding employment trends and incorporate that knowledge into CVTC’s hiring practices.
  • Recruit candidates utilizing various marketing and recruitment strategies and resources, social media platforms, and professional networks.
  • Coordinate with hiring managers to design up-to-date innovative interview questions that reflect each position’s current requirements.
  • Ensure compliance with fair employment practices: lead hiring committees through facilitation and assessment discussions to select top candidate(s); utilize factual criteria from all perspectives and resources including candidate application materials, job description required and preferred criteria, interviews, reference checks, background checks, and other data available.
  • Coordinate and work within appropriate levels of the organization to authorize and execute financial offers of employment; work strategically with Compensation Analyst, hiring manager, Vice President of Talent & Culture, other vice presidents, and president as needed.
  • Serve as key communication coordinator and liaison with potential candidates, hiring managers, and interview committees regarding the entire interview process. Prepare for and conduct meetings, confirm appropriate interview committee participants, coordinate all correspondence, and ensure documentation processes are followed and proper and timely approval processes occur.
  • Administer documentation of interview processes and employment hiring practices: prepare and execute verbal and/or written correspondence (e.g., emails, letters, phone calls, meetings) as needed for each posting; articulate interview committee final decisions via written or recorded documentation.
  • Collaborate with the Talent & Culture team to ensure preparation of interview committee materials (e.g., resumes, agenda, interview questions, interview packet materials, etc.).
  • Develop employment agreements and special project assignments.
    • Review employment agreements on a monthly basis and communicate with employees and managers to ensure progress being made.
    • Review employment agreements for faculty annually in January for compliance concerns which may affect contract renewal and communicate to appropriate administrators.
    • Review special project assignments on a monthly basis and communicate upcoming expiring assignments to the manger. Direct managers on next steps for approval process of extensions and provide appropriate documentation.
  • Subject matter expert for applicant tracking system (iCIMS). Continuously review applicant tracking system and administer necessary changes to employment application, supporting documents, processes, and workflows to optimize system features and ensure legal compliance.  
  • Attend and/or assist in organizing job fairs and recruitment events to build a strong candidate pipeline for CVTC.
  • Serve as primary contact for new and existing vendors which support the college’s talent acquisition processes such as: applicant tracking system (iCIMS), reference check company (SkillSurvey), and all recruitment advertisement, placement agencies, services, and websites (Higher Ed Jobs, Wisconsin Job Network, Indeed, publications, etc.). Analyze, coordinate, and execute inquiries, contract changes, renewals, etc.
  • Create and maintain recruitment reports to include:
    • Periodic staffing reports on a recurring basis set by level of recruitment activity (e.g., weekly report).
    • Bi-annual turnover report.
    • Recruitment or employee demographics as requested.
  • Possess and maintain working knowledge of the Wisconsin Technical College System (WTCS) Faculty Quality Assurance System (FQAS) and Higher Learning Commission (HLC) to ensure faculty requirements are vetted prior to interview and met prior to hire or through an employment agreement.
  • Update and maintain Talent & Culture related FQAS page of internal website.
  • Update and maintain Talent Acquisition page of internal website including all resources for hiring managers and interview committee members.
  • Create, maintain, and administer adjunct instructor pools in coordination with deans and program assistants.
  • Provide work direction for Talent & Culture staff regarding recruitment related duties.
  • Assess qualifications of faculty and staff in response to internal position changes; change in instructional positions or other recruitment related changes.
  • Represent Talend & Culture on FQAS requests regarding educational background and/or occupational experience of faculty and credential review in reference to accreditation requirements beyond FQAS requirements.
  • Communicate and interpret Talent & Culture policies and procedures for all employees.
  • Possess and maintain confidentiality within all scope of Talent & Culture practices.
  • Represent Talent & Culture on appropriate teams and committees within and outside the college.
  • Provide exceptional customer service.
  • Assist other members of the Talent & Culture team on an as needed basis.

Required Knowledge, Skills and Abilities:

  • Excellent verbal and written communication skills.
  • Current working knowledge of applicant tracking systems.

  • Intermediate knowledge of and skills with technology including software programs for communication, data collection, and decision making including, but not limited to, Microsoft Office Outlook, Word, and Excel.
Qualifications
  • Bachelor’s degree in Human Resources, Training/Development, Business Administration, or related field.
  • Minimum of four years proven hands-on work experience with full-cycle recruiting using various interview techniques and evaluation methods in a Human Resources or a closely related field.
  • Experience utilizing marketing strategies to attract candidates through social media, advertising, resume databases, professional recruiting networks, etc.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR preferred.

Chippewa Valley Technical College (CVTC) is part of the Wisconsin Technical College System (WTCS) and serves an eleven-county area in west central Wisconsin. The largest campus is located in Eau Claire and includes a Business Education Center and Health Education Center, plus a Manufacturing Education Center at the Gateway Campus and an Emergency Service Education Center and Energy Education Center at the West Campus. Student enrollment exceeds 8,000 credit students per year, plus over 9,000 non-credit students, with full-time equivalents of over 4,000. The median age of credit students is 24. Approximately 68% of students receive financial aid and 44% are Pell Grant students.

CVTC offers 110 programs, 35 certificates, and customized training to an average of 140 businesses annually.
