Overview
The San Diego State University Pre-College Institute is a change-ready strategic-thinking/planning organization
that promotes college access and completion for underserved students through excellence and innovation in
education. SDSU Upward Bound/HCOP are educational opportunity programs funded by the U.S. Department
of Education and the Health Resources and Services Administration (HRSA) to assist eligible high school
students to pursue and complete postsecondary programs of education. There are 14 UB/HCOP staff members
in the Academic Year and 31 during the Six-Week Summer Academy. UB/HCOP is funded to serve 167 (UB
Classic: 93/ UB STAR: 74) students during the Academic Year and 90 during the Six-Week Summer Academy.
The purpose of SDSU Upward Bound is to develop in students the motivation and skills to assist them to
pursue and complete a program of postsecondary education. The purpose of HCOP is to assist individuals from
disadvantaged backgrounds to enter a health or allied health profession.

PURPOSE OF THE POSITION
The Counselor for Upward Bound/HCOP is responsible for conducting weekly advising sessions with students
and collaborating in the planning and implementation of the recruitment process and engagement activities.
The Counselor will also help in the planning and implementation of monthly Saturday Sessions, assist the
Director of Summer Programs with the coaching of Counselor Interns with student advising, student
recruitment, and mentoring. In this capacity, the Counselor provides the necessary skills, and motivation to
help students attain their achievement and academic goals.
The Counselor may also serve as the Head Resident Advisor during the Six-Week Summer Academy. In this
capacity, the Head Resident Advisor supervises Resident Advisors and is responsible for ensuring that program
policies and procedures are followed to secure the health and safety of students. The Head Resident Advisor is
also responsible for working with the Program Director to plan and implement training for Residential Staff.



Responsibilities
Academic Advising (45%)
  • Provide counseling services to participants at school sites, online, and at home if appropriate. These
    services include but are not limited to personal problem-solving, academic advice, building positive peer
    support, enhancing communication skills, career planning, academic skill-building, study skills
    techniques, and motivational counseling.
  • Conduct needs assessment and develops Individual Learning Plans (ILP’s)
  • Conduct college admissions and financial aid advising with senior participants.
  • Assist in the coaching of other advising staff at school sites as appropriate and directed by the Program
    Director.
  • Document all student contacts and services: service contacts, student case notes, Individual Learning
    Plans(ILPs), academic assessments/goals, senior tracking information, attendance rosters, and the
    alumni tracking forms (student and registrar).
  • Conduct timely/regular student follow-up contacts at school sites and online.


Participant Recruitment (30%)
  • Assist the Director of Summer Residential Programs and the Coordinator of Recruitment & Work-Study
    Internships in the monitoring of the recruitment protocols by program staff.
  • In cooperation with the Coordinator of Recruitment & Work-Study Internships, review and revise
    recruitment protocols, tools, and strategies.
  • Recruit students following the approved program protocol and informational materials, screen
    applications for appropriate documents, and recruitment eligibility using established program protocols
    and criteria.
  • Conduct intake interviews, rate candidates, and recommend the selection of program participants to
    the Executive Director
  • Conduct timely/regular contacts with potential students and their parents to get complete program
    applications.


Program Development (15%)
  • Help plan, implement, and co-facilitate new student orientations to include parents and their families.
  • Assist in the development and facilitation of the engagement component (Advising sessions) and with
    the training and coaching of Counselor Interns.
  • Under the supervision of the Director of Summer Programs and the Executive Director of PCI,
    participate constructively in the ongoing development of PCI as a strategic-thinking, strategic-planning
    organization.
  • Other duties of this position include, may include, but are not limited to:
    • In cooperation with the Director of Summer Programs, the Executive Director of PCI and the
      Evaluation Research Specialist review and revise on an annual basis, the system for student
      follow-up for six years after scheduled graduation from high school.
    • In cooperation with the Director of Summer Programs, the Executive Director of PCI, and the
      Evaluation Research Specialist, review and revise on an annual basis, the system for student
      tracking to include participation in the academic year, attendance at advising sessions, and
      academic progress in meeting a-g requirements.


Six-Week Summer Experience (5% AY, 100% Summer)
  1. Assist in the recruitment, screening, and selection of Resident Advisors and Head Resident Advisors as needed.
  2. Along with the Program Director, plan and implement training for residential staff.
  3. Act as liaison between the academic and residential staff by working closely with the Program Director and Academic Coordinator.
  4. Serve as liaison with Work Study & Internship staff (Internship Coordinator and Internship Assistant)
  5. Supervise residential staff and perform RA observations.
  6. Other summer duties of this position include, but are not limited to:
    1. Determine appropriate courses of action and proper techniques to utilize while engaged with individuals in personal interactions of an argumentative or sensitive nature.
    2. Attend all program functions and staff meetings.
    3. Attend all field experiences.


Other (5%)
  • Develop professional workshops/seminars to present at TRIO conferences and or at All-PCI professional
    development meetings, where appropriate.
  • Other duties as assigned to ensure program service delivery.
  • Meet deadlines for the submission of self-evaluation documents to the incumbent’s
    immediate supervisor twice a year at the six-month and annual anniversary date.


Lead Work Direction
Should the Counselor serve as Head Resident Advisor, the incumbent will assist the Program Director in
preparing for ACA Accreditation Visits as required as well as the training and implementation of ACA Standards
with Resident Advisors. The Head Resident Advisor will also be responsible for conducting RA observations and
providing feedback in a one-to-one meeting.


Qualifications
Minimum Qualifications
  • High school diploma
  • 4-years of progressively responsible experience in an office or administrative environment

Preferred Qualifications
  • Master’s Degree in counseling or related field with certification as a school counselor
  • Two years’ experience in advising/mentoring high school students
  • Experience coordinating events for groups
  • Knowledge of TRIO programs and regulations or of other outreach programs with similar goals and
    objectives as TRIO programs
