Project Description:

EWU Early Head Start is a school-readiness program that provides comprehensive educational services to pregnant women, infants, toddlers and their families. We serve in Stevens, Pend Oreille, Ferry, and Spokane Counties and provide year round services. The grant is renewed annually and has a history of over twenty years of successful grant renewals. The program is required to meet federal regulations at all times in terms of the quantity and quality of services.

Project Duration:

This program is funded by a Washington state grant that is expected to be renewed annually. The department has been successfully running early Head Start funding since 1998.

We are currently seeking skilled and team-oriented applicants for the following position: Home Visit Services Account (HVSA) Supervisor – Project

  • Full-time position – Stevens and Pend Oreille County
The EWU Early Head Start HVSA Supervisor provides oversight, evaluation, and support to a small team of 2-4 Early Head Start home visitors carrying out the work of the Washington State Home Visit Services Account EHS grant. This position works collaboratively with the program’s Director to assure the provision of EHS child and family services, in compliance with state and federal regulations, program policies and procedures, and the vision, mission, goals, objectives and values of the organization.

Their work is guided, resourced and supported by a well-managed, community oriented, relationship-based university organization that provides effective supervision and content support in child development, infant mental health, health, nutrition, family and community services and other program operations.

Key Responsibilities:
  1. Provide oversight, monitoring, and performance evaluation of 2-4 Parent Child Educators that ensures the planning and delivery of high quality EWU EHS services in compliance with local, state and federal regulations.
  2. Oversee the planning, implementation, provision and monitoring of high quality early childhood services to all program participants.
  3. Complete data and reporting requirements required for compliance with the HVSA grant.
All work must be completed in compliance with federal, state, local and university statutes, regulations, policies and practices to assure consistent, high quality services for pregnant women, infants and toddlers.

This position is expected to work effectively with other EWU EHS staff, supervisors and community providers, including volunteers to provide the comprehensive set of EHS services to children and families

Conditions of Employment:

EWU Early Head Start provides services in family homes located throughout Stevens, Northern Ferry, and Pend Oreille counties. Home visitors work from regional hubs located in Colville and Newport. Position works in EWU offices located in a central location.

Position requires use of a personal vehicle when performing job duties; proof of insurance and a valid driver’s license are required for this position; mileage for use of personal vehicle for completion of job duties will be reimbursed at the approved state rates.

  4. Valid Washington State Driver’s License and private automotive insurance (prior to hire)
  5. Food Handler’s Permit (within 30 days after hire)
  6. HIV/Blood Borne Pathogens Training (within 30 days after hire)

  8. Provide 3 Personal and 3 Professional References (prior to hire)
  9. Criminal Background Declarations (prior to hire)
  10. Pass all Background Checks as required by 45 CFR Part 1302.90, including state criminal history records fingerprint checks (prior to hire) , sex offender registry check (prior to hire), FBI criminal history register finger print check (within 90 days of hire) and child abuse and neglect state registry check (within 90 days of hire). Employee must also pass all 4 criminal background checks at least every five years.
This position, during the course of university employment will be involved in the receipt or, or accountability for, university funds or other items of value; as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. Successful applicant will be required to pass a background check prior to beginning employment.

All new employees must comply with EWU Immunization Policy 602-02 and provide proof of immunity or vaccination to MMR and proof they are fully vaccinated against COVID-19 before beginning work at EWU. Required Qualifications:

  1. Bachelors’ degree preferably in Human Services, Education, or related field.
  2. A minimum of two years’ work experience in early childhood education.
  3. A minimum of one year experience in leadership and/or supervision.
  4. Demonstrated ability to train and mentor others.
  5. Proven track record of teamwork and ability to give and receive job related feedback.
  6. A demonstrated ability to use a trauma informed approach with staff and families.
  7. Ability to pass all required checks including: initial health exam, ongoing health screenings and/or exams, and initial and ongoing background checks.

Responsibility / Duty:

Provide oversight, monitoring, and performance evaluation of 2-4 Parent Child Educators that ensures the planning and delivery of high quality EWU EHS services in compliance with local, state and federal regulations.

  • Provide approval, supervision, and oversight of staff leave, telework plans, timesheets, personal vehicle mileage, and travel
  • Complete 90 day and annual employee evaluations for supervised staff
  • Oversee professional development plans for all supervised staff
  • Lead, participate in, and document; hiring, improvement plans, and separations for supervised staff
  • Support all program professional development
  • Schedule and arrange new employee orientation for a minimum of the first month of employment.
  • Meet with supervisees a minimum of one time per month for a minimum of two hours to celebrate strengths, assess staff needs, and monitor services to families and children
  • Plan for coverage of families during extended leaves or vacant positions. Assure delivery of the minimum required home visits for each enrolled participant.
  • Lead team meetings a minimum of one time per month
  • Participate effectively and deliberately in all program meetings including trainings, staffing, presentations, and community outreach and hold Parent Child Educators accountable in doing the same

Responsibility / Duty:

Oversee the planning, implementation, provision and monitoring of high quality early childhood services to all program participants.

  • Oversee quantity of home visits and cancellation rate. Send participation letters to families who have missed three or more home visits in a row
  • Oversee implementation of the individualization system to assure that information from the screenings for developmental, sensory, and behavioral concerns, the ongoing observations, and insights from the child’s parents are used to help staff and parents determine how the program can best respond to each child’s individual characteristics, strengths and needs
  • Oversee service to prenatal clients including scheduled screenings, assessments, and consultations specifically for prenatal enrollments
  • Oversee any children with chronic health conditions and advise program staff on needs for follow up and program accommodation
  • Guide the planning and implementation of data-informed individualized early learning experiences utilizing program selected curriculum.
  • Put into practice theories and sound principles of child and adult education that promote Early Head Start child development and child rearing approaches
  • Record disabilities data from evaluations IFSPs and document in Child Plus
  • Follow up on 90 day on health reviews
  • Assist with the planning and provision of services specified in IFSPs for children with disabilities including transition planning
  • Embrace the role of the parent as the primary educator of the child and promote and support attachment between parent and child
  • Review child files, plans, reports and other documentation to assure quality service delivery and regulatory compliance options
  • Coordinate services for program consultation with the Infant Mental Health Consultant and Registered Dietician
  • Participate and advise in multi-disciplinary meetings regarding enrolled children and families.
  • Create modified service plans and draft Personal Safety Plans in cooperation with Director
  • Accompany home visitors as needed to monitor the quality of services and to provide expertise in the field, decide when other program staff should accompany home visitors for services to families
