Job Summary: The Program Manager provides oversight and planning for the development, implementation, and delivery of a program(s).

Additional Department Summary: Project Possibilities is developing, implementing, and expanding a combination of 1) law enforcement diversion programs, 2) comprehensive and real-time data collection, analysis, and dissemination, and 3) introducing Medication-Assisted Treatment and peer support recovery support services into existing systems of service in the State of Alabama across Calhoun, Dekalb, Etowah, Jefferson, Madison, Mobile, Montgomery, and Walker counties. The project will serve utilizers identified within and across the criminal justice system including those in need of diversion from and preventing the return to the criminal justice system. To expand and implement diversion programs/services that provide treatment and recovery support to divert and prevent the return of opioid, stimulant, and other substance abusing/addicted individuals from/to the criminal justice system. To extend the state data collection (Central Data Repository CDR) of substance use information to include non-opioid substances and expand current partnerships to enhance data-sharing and accessibility, analysis, and dissemination of real-time data. Expand resources to rural areas thus bridging the gap of care from urban and suburban areas to rural areas, including developing and implementing innovative and evidence-based models of MAT services for individuals interacting with the criminal justice system. Monitor the impact/outcomes of interventions, spreading successful intervention statewide at the completion of the project period, to reduce incarceration, recidivism, morbidity and mortality for adults with a SUD who are cycling through the criminal justice system.

The Project Possibilities Director oversees the implementation of the grant components, develops implementation plans, communicates with the funding agency and the Alabama Department of Mental Health when needed, provides overall grant administration, and monitors project completion (compliance) and final reporting. Participates in the facilitation of state trainings for service delivery and best practices for peer training, crisis intervention training, and other ongoing service and program training. Communicates with local and statewide boards.

Required Department Minimum Qualifications: Master's degree and two (2) years of experience in program administration, development, and/or management.

Skills and Knowledge: Strong organizational skills. Ability to work independently using sound judgment and solid decision-making skills to solve problems and work through barriers that may impact progress. Program evaluation or applied research expertise.

Preferred Qualifications: Master's degree in health administration or a health-related field, including applied behavioral sciences, psychology, or social work, and five (5) years of experience in proposal, contract, or research project development administration. Experience managing grants pre-award and post-award. Experience in behavioral health programs, especially in substance use. Experience with needs assessments and program development. Experience with basic office software such as Microsoft Word, Excel, and PowerPoint.
