Job Description

This position manages and controls college finances and is responsible for coordinating accounting, budgeting, auditing, and other financial or related functions to ensure fiscal integrity for the College of the Environment, Forestry and Natural Sciences (CEFNS) and will maintain an understanding of university finances via the use of university tools to provide accurate and timely budget information on department goals. This position oversees budget processes and provides financial oversight and support functions pertaining to the College of the Environment, Forestry and Natural Sciences (includes 7 academic units of Astronomy, Biology, Chemistry, Mathematics, Environmental Sciences, Physics and Forestry and 4 research centers.)

Financial Management - 60%
  • Demonstrates advanced knowledge of concepts and practices relating to accounting, finance, payroll, and job contracts, and is the specialist within the unit.
  • Applies broad knowledge of concepts and procedures to perform complex tasks; identifies problems and solutions independently; identifies and resolves missing information; improves existing processes.
  • Works independently and acts as primary liaison from the College to the central Budget Office, Provost Office, Comptroller, VPR, Sponsored Projects and other offices as appropriate.
  • Gathers, analyzes, and models various scenarios related to department expense tracking to make recommendations or decisions to department management to improve the operations of the unit.
  • Researches, analyzes, and makes recommendations regarding resource needs for staff, capital equipment/improvements, supplies and services considering budget limitations.
  • Maintains proper accounting and records of operational and special budgets, typically utilizing a computerized system; designs and implements new procedures or computer systems.
  • Produces and presents reports and communications for key stakeholders with recommendations for change.
  • Performs research and analysis to provide administration with financial data and recommendations.
  • Compares actual financial data to plans, forecasts and budgets, evaluating areas of divergence.
  • Creates forecasts and models of various future financial scenarios, guiding university planning decisions.
  • Monitors all financial accounts within the college, redistribution resources when appropriate. Develops procedures and controls related to fiscal issues with the department and ensures department adherence to financial procedures and controls implemented by the University and other entities as appropriate.
  • Responsible for properly managing program fees, class fees, approximately 484 grants with yearly expenditures of $134m, $18m of state funds, $6 million of local funds, and Foundation funds.
  • The responsible for developing college's annual budget and strategic plans to guide financial planning decisions.
  • Oversee all hiring transactions for the college, including providing Dean level approvals for all hiring, reviewing financial commitments tracking with hiring, and tracks to ensure units are within budget.

Supervision - 30%
  • Supervise, mentor, and train 5 full-time financial staff creating a positive and collaborative work environment and advise and train employees on policies, procedures, and operational guidelines.
  • Supervises and trains staff with financial functions within the College office; assists and advises units within College on financial and budgetary matters.
  • Train direct reports on the processing of payroll, purchasing, contracts, travel, and reimbursement.
  • Supervises employees to ensure they are meeting departmental financial needs.

Grant & Contract Management - 10%
  • Assists with the review of financial aspects of sponsored projects proposals (e.g., cost-share and budgets): reviews and organizes financial data associated with sponsored project activity within the department.
  • Manages grants to comply with university policies and Federal Grant Uniform Guidance.


Minimum Qualifications

  • Bachelor's degree in accounting, finance, or related field
  • 3-5 years of accounting/finance experience
  • 2-4 years of management or supervisory experience
  • Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis


Preferred Qualifications

  • 6-10 years of accounting, budgeting, and grant experience.
  • 5-8 years of supervisor experience.
  • Finance experience in higher education.


Knowledge, Skills, & Abilities

  • Advanced knowledge of financial oversight and operations tools, procedures, processes, policies, and concept; such as payroll management systems, grant management and budget analysis projects, as well as such as expense tracking, and trend analysis.
  • Knowledge of financial reporting in higher education and university budgeting practices.
  • Knowledge of Grant Uniform Guidance.
  • Knowledge of PeopleSoft Human Resource and PeopleSoft Financials, or advance knowledge of accounting systems, and how to utilize computerized systems.
  • Skill in financial modeling, and advance Excel and Access knowledge.
  • Advance knowledge of accounting internal controls.
  • Advance knowledge of grant financial management, specifically Grant Uniformed Guidance policy.
  • Knowledge of payroll and personnel contracts processing and requirements.
  • Prepares detailed reports on a timely basis.
  • Analyzes complex situations and anticipates issues.
  • Balances competing priorities.
  • Demonstrates problem solving, organizational, and analytical capabilities.
  • Communicates effectively.
  • Listens actively.
  • Promotes a diverse, inclusive environment.
  • Ability to problem solve and make decisions: demonstrated strong analytical skills.
  • Familiarity with financial policies and procedures related to sponsored projects activity.
  • Applies internal controls to prevent loses and reduce risks.

Background Information

This position has been identified as a safety/security sensitive position. Therefore, per AZ Revised Statute, Northern Arizona University requires satisfactory results for the following: a criminal background investigation, employment history investigation, degree verification (in some cases) and fingerprinting. If you are applying for a job that requires a CDL, you will be required to register with the Federal Motor Carrier Safety Administration Drug & Alcohol Clearinghouse and adhere to the clearinghouse requirements. Additionally, as an employer in the state of Arizona, NAU is required to participate in the federal E-Verify program that assists employers with verifying new employees' right to work in the United States. Finally, each year Northern Arizona University releases an Annual Security Report. The report is a result of a federal law known as the Clery Act. The report includes Clery reportable crime statistics for the three most recent completed calendar years and discloses procedures, practices and programs NAU uses to keep students and employees safe including how to report crimes or other emergencies occurring on campus. In addition, the Fire Safety Report is combined with the Annual Security Report for the NAU Flagstaff Mountain Campus as this campus has on-campus student housing. This report discloses fire safety policies and procedures related to on-campus student housing and statistics for fires that occurred in those facilities. Salary

Anticipated salary range is $72,445 to $90,556. Annual salary commensurate with candidate's qualifications and related experience.

FLSA Status

This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and therefore will not earn overtime or compensatory time for additional time worked.

Benefits

This is a Service Professional (SPF) position. NAU offers an excellent benefit package including generous health, dental and vision insurance; participation in the Arizona State Retirement System or the Optional Retirement Program; 22 days of vacation and 10 holidays per year; and tuition reduction for employees and qualified dependents. More information on benefits at NAU is available on the Human Resources benefits website. NAU is a tobacco and smoke-free campus. Service Professionals are hired on a contract basis, renewable each 6 months according to terms of the Conditions of Professional Service. Employees offered a position will be eligible for state health plans (including NAU's BCBS Plan). New employees are eligible for benefits on the first day of the pay period following their enrollment, after their employment date. Employees will have 31 days from their start date to enroll in benefits. If a new employee chooses the ASRS retirement option, participation in the Arizona State Retirement System, and the long-term disability coverage that accompanies it, will begin on the first of the pay period following 6 months after the new employee's start date. New employees who choose to participate in the Optional Retirement Plan (ORP), which is an alternative to the ASRS plan for faculty and other appointed staff, will begin to participate on the first day of employment. Additionally, the long-term disability plan that accompanies the ORP will begin on the first day of employment.
