Description:

The Senior Budget Analyst is responsible for providing a broad range of financial analyses used in the development and management of the University’s overall budget. The incumbent is responsible for budget development from the preliminary budget phase through to the detailed preparation and audit of the final budget. The incumbent develops financial forecasts and monitors financial performance throughout the year, and performs divisional revenue and cost analyses as required. As well, the position provides services to a client base of shared service and academic divisions, providing operational budget guidance and training, and responding to information and analysis requests.. The incumbent supports the annual shared services and academic divisions budget review processes and participates on relevant committees and working groups.


In particular, this position specializes in the annual development, on-going maintenance, and structural evolution of the University’s model for central cost allocation, and provides information and training specific to the cost model. The incumbent supervises the work of staff members responsible for both the central cost allocation process and the development of technical tools to simplify its administration. The position is a key member of the budget business analytics project team, developing institutional reports and analytical applications to enhance processes and improve access to budget and planning information.

QUALIFICATIONS REQUIRED:

EDUCATION:

  • Bachelor degree in Commerce, Economics, Computer Science (or equivalent), and
  • Professional Accounting designation or Masters degree (or equivalent combination)

EXPERIENCE:

  • At least seven (7) years of related experience in a University setting or equivalent in terms of demonstrated abilities. Experience with shared infrastructure operations is an asset.

SKILLS:

  • Expert user of FIS; knowledge of other AMS systems
  • Expert user of MS Excel, including pivot tables; excellent working knowledge of other MS Office suite of products, particularly Power Point
  • Demonstrated database development skills; Cognos TM1 preferred
  • Familiarity with business intelligence structures (relational or dimensional modeling)
  • Strong oral and written communication skills
  • Detail-oriented, strong analytical and conceptual thinking

OTHER:

  • Ability to work in ambiguous situations, multiple interruptions, conflicting deadlines
  • Ability to work in conflict and pressure situations
  • Ability to work independently and as a member of a team
  • In-depth understanding of all aspects of University organization, inter-relationships, policies and procedures, particularly financial and enrolment matters
