The Financial Aid Assistant Director, Operations, is responsible for the management and annual set-up of FA file suite year and FA Self Services within Ellucian Colleague; development of operating procedures to support needs analysis and Federal application processing; and directly administering Federal grant and loan programs. The position is directly responsible for the college's participation in the Federal Direct Loan program, the Federal Pell grant program, the Federal SEOG program, and Private Loan programs. This position must remain current on Federal and private loan regulations, and develop and maintain department policies and operating procedures. In addition, this position must develop, test and maintain Federal regulations compliance within the Ellucian Colleague system. This position is responsible for the Return of Funds, Transfer Monitoring and reconciliation processes. The FA Assistant Director, Operations', responsibilities serve as an essential educational function of the college as it works closely with all campus departments on strategic enrollment management initiatives including recommending policies, and establishing and administering procedures as related to delivery of aid to students. This position also manages the student loan default prevention program.

Job Duties and Responsibilities:

Manage the Federal and Private Loan programs including awarding, certifying, disbursing, exporting and reconciling all loan accounts in accordance with federal regulations. Coordinate Federal Loan Entrance and Exit counseling processes for students. Oversee all due diligence efforts surrounding delinquent and defaulted loan statuses. Work with Student Connections as part of the Borrower Connect default prevention.

Provide the operations of importing and exporting files from SAIG into Ellucian Colleague system. This includes ISIR, NSLDS, COD, CDR, Transfer Monitoring and other files.

Manage the Federal Pell, FSEOG and all federal grants programs including awarding, disbursing and reconciling all grant accounts in accordance with federal regulations.

Responsible for the annual set up of the FA file suite year and FA Self Services within Ellucian Colleague. Includes determination of cost of attendance, award periods, loan periods, award codes, attendance patterns and review of rules. Manage the financial aid module including monitoring, testing and implementing new features or improvements to the system.

Ensure college compliance with all federal regulations and audit requirements as specified by the U.S. Department of Education and the Maryland Higher Education Commission through application assessment. Assist Director of Financial Aid with all audits and submission of required reports such as FISAP. Develop and maintain operating procedures for federal aid programs and processes.

Attend and/or participate appropriate conferences, workshops and webinars to maintain current knowledge of federal and state regulations concerning financial aid. Advise the Director of Financial Aid of regulation changes and other issues, and make recommendations for adjusting college policies and procedures to ensure state and federal compliance.

Required Qualifications:

Bachelor's degree or higher

Minimum of five years related experience

Experience with management and annual set-up of FA file suite year within Ellucian Colleague.

Thorough understanding of Title IV Federal regulations and administering Federal grant and loan programs.

Strong computer skills including knowledge of Microsoft Office Suite.

Strong organizational, written and oral communication skills; analytical and statistical record keeping and reporting skills.

Rigorous attention to detail, accuracy and follow through and ability to maintain confidentiality.

Preferred Qualifications:

Able to work independently as well as part of a team. Must be able to relate to people beyond giving and receiving instructions. Works well with co-workers and peers, performs work activities requiring negotiating, instructing, supervising, persuading and speaking with others.
