About Us The Georgia Tech Procurement Assistance Center (GTPAC) is part of a national network of 94 Procurement Technical Assistance Centers (PTACs) with dedicated procurement professionals working to help local businesses compete successfully in the government marketplace. GTPAC helps Georgia businesses identify, compete for, and win government contracts by providing education, training, mentoring, and coaching to all Georgia businesses. It also offers clients a set of electronic tools to research and identify government contracting opportunities. GTPAC services are available at no cost to any Georgia business possessing the interest and potential to perform work — as a prime contractor or a subcontractor — for federal, state, or local government agencies. While the program currently operates under a cooperative agreement with the Defense Logistics Agency (DLA), it will be moved to the Department of Defense’s Office of Small Business Program effective October 1, 2022. GTPAC is a program under the Georgia Tech Enterprise Innovation Institute.

Georgia Tech Extension Professionals are research personnel that fulfill the extension and service mission of Georgia Tech to the State of Georgia and beyond. This mission includes, but is not limited to, technology-based economic development, technology commercialization and deployment, entrepreneurship, start-up company incubation, and business/industry outreach. Extension Professionals also provide educational programs for business and industry in support of these missions through facilitating and fostering increased industrial engagement and sponsorship of applied research activities at Georgia Tech. Extension Professional appointments are based on the merit and special qualifications of the individual and follow the same general ranking, hiring, and promotion principles as other professional research faculty ranks.

Location This appointment is a hybrid position; the primary office location will be in the metro-Atlanta area. However, incumbents in this position may be expected to travel state-wide and remain flexible to on-site daily service delivery hours (due to client schedules and/or project requirements). Remote working options available.

Job Summary Serving within the Research Faculty of the Institute, this position directly supports the extension, service, and economic development missions of Georgia Tech to the state of Georgia and beyond. Primarily, this position serves as the Program Manager to the Georgia Tech Procurement Assistance Center (GTPAC). The Georgia Tech Procurement Assistance Center (GTPAC) operates under a cooperative agreement with the Defense Logistics Agency (DLA). GTPAC is part of the Enterprise Innovation Institute (EI2) of Georgia Tech. Successful candidates will be able to assist Georgia businesses identify and compete for government contracts through providing teaching, mentoring, and coaching. Program managers will provide direction to the GTPAC staff of counselors through goal setting, assessment of performance, providing feedback and training, and making organizational and compensation recommendations.

This position vacancy is an open rank announcement. Final job offer will be dependent on candidate qualifications in alignment with Research Faculty Extension Professional ranks as outlined in section 3.2.1 of the Georgia Tech Faculty Handbook.

Responsibilities
    Oversee the development and presentation of seminars and workshops designed to educate clients on the government procurement process.
  • Promote GTPAC services and accomplishments to potential clients and other stakeholders.
  • Direct provision of assistance to clients in market research, bid preparation, proposal review, post-award activity, and contract administration.
  • Provide ongoing leadership in support of program’s services to client organizations in the acquisition process at federal, state, and local levels of government
  • Remain current on government regulations and guidelines regarding the government process.
  • Plan and supervise GTPAC staff activities, including attainment of goals and professional development.
  • Maintain good working relationship with all funding entities through timely proposal preparation and submittal, reporting, program collaboration and management of the cooperative agreement process.
  • Perform other duties as assigned.
Required Qualifications Final rank will be determined commensurate with education and experience.

Rank of Extension Professional I

    Bachelor’s Degree in public policy, management, or business administration related/related area.
Rank of Extension Professional II

    A Master’s degree in public policy, management, or business administration., or related area and three (3) years of relevant full-time experience after completion of that degree, orA Master’s degree in public policy, management, or business administration., or related area and five (5) years of relevant full-time experience after completion of a Bachelor’s degree, or A Doctoral degree.
Preferred Qualifications
    Preferred Education: Master’s degree in related/relevant field.Preferred Work Experience: Ten or more year’s job-related experiencePreferred Skills: Proven track record building, leading, and fostering the career development of a team in a public sector environment. Demonstrated success mentoring multiple direct reports. This position requires working, professional knowledge and skills in applying government rules and regulations related to procurement. This includes, but is not limited to, proposal development, project management, problem solving and time management, government contract development and management, training, public speaking, presentation and writing skills, teaching and course development, the ability to interact with broad range of constituencies, and the interpretation and presentation of research findings.Preferred certifications: Certification (Level III) from Association of Procurement Technical Assistance Centers. In addition to Level III, the current highest certification from APTAC is CPP (Certify Procurement Professional).
