Information & Instructional Technology Services (IITS) provides the technological vision and leadership for the development and implementation of information systems, processes, and associated technology to support the University of Toronto Scarborough Campus' academic mission and administrative operation. Your opportunity:

Under general direction of the Senior Manager, Business Transformation & Program Management, and in close consultation with clients, the Project Manager is the primary point of contact for assigned IT or strategic projects. The Project Manager is responsible for overall implementation of projects from concept to completion and for all aspects during the different phases of the project. This includes complex requirements analysis, design, implementation, testing, deployment, and closure. The Project Manager will apply project management fundamentals and best practices to structure projects for success by managing scope, quality, budget, risk, issues, vendors, teams, and stakeholder relationships. Common tasks may involve coordinating resources, engaging stakeholders, establishing milestones, assigning responsibilities, monitoring, summarizing, and communicating the project status. The Project Manager also manages changes in project scope, identifies potential risks and devises contingency plans while adhering to overarching goals of keeping the project on time and on budget within the agreed upon scope.

The Project Manager will participate in establishing and strengthening best practices, templates, tools, and partnerships to expand and mature these capabilities for the University of Toronto Scarborough. In so doing, the Project Manager will research best practices within and outside the organization and establish benchmark data and use continuous process improvement disciplines to achieve results. The Project Manager will champion project governance by ensuring projects go through all the required steps including client communication and signoff, are accurately and fully documented, and ultimately achieve the set-out business objectives.

Your responsibilities will include:

  • Leading and planning IT or strategic projects
  • Determining key performance indicators to measure success
  • Advising on cost, feasibility and impact of different implementation solutions
  • Developing charter, scope, resources, and schedule for project(s)
  • Liaising with internal and external contacts to facilitate purchasing and/or procurement processes
  • Preparing detailed analysis on complex risk assessments
  • Reviewing and approving contemplated change notices, change order and recommending options
  • Liaising with all stakeholders to ensure budget, deadlines, standards, and scope are met


Essential Qualifications:

  • Bachelor’s degree plus a completed Project Manager Professional (PMP) certification or equivalent Project Management certification/training
  • Five (5) years of related direct experience in managing complex projects, including all aspects of process development and execution; this should include at least 2 years of experience managing Information Technology projects
  • Demonstrated experience in applying waterfall and agile methodologies for project development and/or implementation
  • Experience developing project plans, reports, and communications and marketing materials
  • Extensive understanding of project and program management principles, methods and techniques
  • Advanced proficiency with MS Project, Excel, PowerPoint and cloud-based Project and Portfolio Management tools
  • Intermediate proficiency with MS Office 365, including MS Teams and SharePoint
  • Superior communication, interpersonal, organizational and problem-solving skills
  • Strong oral presentation and facilitation skills
  • Self-starter with proven experience managing multiple projects in a multi-stakeholder environment
  • Ability to analyze and synthesize information from multiple sources and provide recommendations
  • Ability to develop and maintain effective relationships with executive level stakeholders
  • Relentless accuracy and attention to detail
  • Tactful, discrete, with the ability to maintain confidentiality and sound judgment
  • Strong time management skills with the ability to work well under pressure and meet competing priorities and deadlines
  • Ability to deal with ambiguity and collaborate across multiple areas to achieve common business objectives
  • Applicants are expected to show aclear inclination to keep technical skills up-to-date and relevant and an ability to learn quickly from reference manuals and on-line help facilities
  • Applicants are also expected to show evidence of a commitment to equity, diversity, inclusion, and the promotion of a respectful and collegial learning and working environment


Assets (Nonessential):

  • Certifications related to business analysis, process improvement and Lean principles would be considered an asset (e.g. CBAP, CCGA, ITIL)
  • Knowledge of PHIPA, HIPAA, AODA guidelines
  • Experience with data analysis and data modeling, business process analysis, writing technical specifications and use cases, optimizing systems and processes, and implementing new systems would be an asset
  • Experience in a commercial or cost-recovery environment, with accounts receivable and collections, would be an asset
