Educational and Experience Requirement:

Bachelor’s degree in related field. Two years relevant experience in a related field. Experience in Higher Education is desirable. Additional experience may be considered in lieu of education.

Nature & Purpose of Position:

Serve as the Card Services Administrator overseeing the day to day operations of the University’s P-Card program and serve as the University’s Historically Underutilized Business (HUB) Coordinator.

Primary Responsibilities:

Responsible for administration of the University’s P-Card Program. Duties to include, but not limited to, work with the University’s P-Card vendor(s), providing training to campus on P-Card policies and procedures, training on the use of P-Card reconciliation software, audit of monthly P-Card reconciliation reports, and other duties consistent with the administration of a P-Card program for an Agency of the State of Texas. Determines work priorities, develops schedules, and plans the processing of work surrounding daily P-Card administration. Provides considerable independent judgment in the management of the P-Card program. Serves as “Help Desk” to campus end users in regards to P-Card questions and issues. Monitors P-Card activity and usage patterns and provides audit of P-Card activity. Runs and analyzes reports for management. Prepares financial, statistical and complex factual information from a variety of sources. Interprets policies and explains procedures relating to activities performed in the department and counsels’ others regarding policies and procedures in relation to P-Card. Maintains extremely accurate records and information for various administrative requests.

Serves as the University’s HUB Coordinator and provides weekly, monthly, semi-annual and annual reporting on the HUB program to the University President, Texas State University System (TSUS), and State Comptroller’s Office as required by statute or as requested. Trains University staff on the HUB program and assists in matching staff with HUB suppliers to reach departmental and university goals. Reports directly to the Assistant Director of Procurement but also works daily alongside the Director of Procurement. Responsible for University outreach to secure HUB certified vendors and to promote the HUB program. Attends HUB forums as required. Serves as the SHSU representative for the Walker County HUB show which includes SHSU, TDCJ, City of Huntsville, Walker County, and Region 6 ESC. Provides guidance at Facilities and Procurement pre-bid/pre-proposal conferences to suppliers, general contractors and subcontractors. Serves on committees when requested to provide agency input for HUB program at the local, system or state level.

Performs duties of a complex nature referring matters which are highly complex, controversial, or specialized to the appropriate authority level. High level of customer service is required in both positions as they serve a wide range of authority levels. Performs other duties as assigned within the department.

Up to 20% of this position, over the fiscal year during off-peak periods, may be performed remotely as determined by the supervisor.
