Coordinates and performs a variety of professional level administrative, technical, analytical, and consultative human resources functions in assigned areas. Areas of assignment may include several of the following functional areas: employee recruitment, equal employment opportunity and diversity, employee onboarding and offboarding, employment services, benefits administration, position control, HRIS, employee communications, and personnel records maintenance.
Distinguishing Career Features
The Human Resources Generalist, Senior is a senior-level technical contributor to district-wide Human Resources services that requires application of specialized knowledge in assigned areas. The Human Resources Generalist, Senior provides lead support and coordination of district-wide programs and services requiring a working knowledge of a full range of human resources laws, policies, practices, and procedures. In addition, this position maintains high standards for confidentiality, customer service, and the accurate input, maintenance, and retrieval of data within various HR systems. Advancement to this position is based on need and the ability to serve as a lead and subject matter expert to the district human resources generalist team.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all the following types of duties, as assigned:

1. Serves as the District technical and resource lead to Human Resources Generalists on matters relating to human resources programs and services, including but not limited to recruitment, onboarding and offboarding, equal employment opportunity, employee evaluations, employee compensation, faculty assignments, benefits administration, and leaves management. Conducts orientations and trainings on policies and procedures related to these items.
2. Coordinates and facilitates full-cycle recruitment programs and provides guidance and oversight to applicant, interview, and selection processes and committees to ensure equity, inclusion, access, and equal employment opportunity in accordance with District policies and procedures and Federal and state laws.
3. Works with hiring managers in coordination with the Manager, Recruitment, Compensation and Classification Services to refine job announcements for postings and update job specifications, and initiates online search processes, including marketing and targeted outreach to attract qualified, diverse candidates.
4. Participates in the development of and conducts district-wide equal employment opportunity and diversity training programs and ensures certification and compliance with policies and procedures.
5. Analyzes applicant screening results, provides guidance and intervention to ensure EEO compliance, and makes corrective recommendations. Refers complex or sensitive outcomes to the Director.
6. Meets with new and transferring employees to facilitate orientations and completes new hire information needed to activate the employee in HRIS and payroll. Works with other human resources staff to verify compensation and benefits arrangements.
7. Serves as the District representative and point-of-contact on matters relating to recruitment, minimum qualifications, faculty equivalency, diversity, equal employment opportunity, access, and accommodations. Conducts regular orientations and trainings on regulations, policies, and District best practices for these items.
8. Maintains personnel records including control and storage of documents and files, conversion of files to support computer-aided retrieval, and day-to-day record maintenance.
9. Oversees and participates in setup of computerized employee files that include determination of pay and benefit levels. Transmits information to payroll for processing or benefits administrators. Submits Electronic Personnel Action Form (EPAF).
10. Prepares, reviews, and audits a variety of human resources reports to ensure accuracy and provides assistance to generalist staff, payroll, and other staff.
11. Prepares draft position descriptions for salary grade assignment subject to review by the Manager, Recruitment, Compensation and Classification Services
12. Participates in a variety of College and District-wide programs and projects as a representative of the department and campus.
13. Interprets policies and procedures on behalf of the department. Assists at the District-level with policy development and researching prevailing and emerging practice and trends.
14. Maintains up-to-date libraries of District, College, and HR information, descriptions, pay tables, and documents describing quality of work life and employee centered services for promotional materials.
15. Coordinates and participates in outreach activities such as workshops, job fairs, and other recruitment related events.
16. Provides human resources support to employees in the areas of administrative, classified, and certificated services. Facilitates documentation and verification of credentials, recruitment, employee orientation, and employee relations.
17. Utilizes and maintains centralized applicant tracking management system; including managing entire full cycle recruitment process, releasing applicant pools, releasing applicant pools to hiring managers, administering and assisting users with the system in both the applicant and employee processing modules.
18. Maintains statistical and other data to support equal employment action plans. Compiles statistical reports concerning employment function activity such as recruitment, applicant flow, applicant demographics, pre-screening activities, interviews, and selection. May prepare reports to management and external regulatory agencies.
19. Provide work direction and guidance to office staff.
20. Performs other related duties as assigned that support the objective of the position.
21. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.

Qualifications and Physical Demands
Knowledge and Skills
1. The position requires in depth technical knowledge of the best practices and procedures associated with human resources services in education or related public service in the areas of recruitment, employment services, equal employment opportunity, compensation, and benefits.
2. Requires specialized knowledge of education code and EEO laws, regulations, and intent relating to the recruiting, on-boarding, and day-to-day activities of employees.
3. Requires basic knowledge of common provisions of employee leaves, worker's compensation, and related benefits offered to employees.
4. Requires working knowledge of personnel policies, rules, laws, and regulations.
5. Requires well-developed skills at using common computer-aided applications for office productivity and presentations.
6. Requires demonstrated skills at accessing and organizing data from relational databases, verifying numerical and demographic information, and entering information onto established data entry screens.
7. Requires well-developed knowledge of English language, punctuation, syntax, and grammar to independently prepare professional correspondence.
8. Requires enough math skills to perform standard business math calculations.
9. Requires well-developed human relation skills to convey technical concepts to others, to deal with sensitive and private information, to give instructions and orientations, and to facilitate discussions in individual and small group settings.

4. Requires the ability to learn and apply laws policies, procedures, and contractual agreements governing equal employment opportunity and worker's compensation.
5. Requires the ability to perform research and analysis and develop conclusions and recommendations.
6. Requires the ability to learn, apply, and interpret District policies, procedures, and rules pertaining to human resources.
7. Requires the ability to plan, organize, and prioritize work processes in a high-volume environment in order to meet schedules and timelines.
8. Requires the ability to train others and facilitate small group discussions and large group presentations.
9. Requires the ability to communicate technical information and to interact with a wide variety of individuals inside and outside the organization.
10. Requires the ability to convert involved technical and legal information into practical communications.

Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience
The position typically requires a Bachelor's degree in business, human resources, or related discipline and five years of experience in a human resources function. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

Conditions of Employment

This is a permanent, full-time, 12-month per year classified position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work evening hours and/or weekends, when necessary, to meet the needs of the department. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. Pay Philosophy:
