We are seeking a Program Director who will manage global, regional, and national activities and initiatives of the SMART4TB Consortium to engage with key stakeholders involved in tuberculosis control and support the research and policy mission of the project. They will work directly with the United Nations Special Envoy for Tuberculosis, the UN's STOP-TB Partnership, global community advisory and advocacy organizations, and regional and national governmental agencies to promote policy development, demand generation, and grassroots support for innovative research in TB control. This person will develop strategies and tactics for working with up to five regional Community Advisory Boards (CABs) in Africa, Eastern Europe/Central Asia, India, and Southeast Asia for regarding community engagement in the entire research project lifecycle; communicate with the CABs information pertaining to TB research and clinical guidelines set forth by various regulatory agencies; participate in CAB meetings and national task forces. S/he will serve as SMART4TB representative to the STOP-TB Partnership Board of Directors, the World Health Organization, and the World Health Assembly. They will be the technical subject matter expert (i.e., community engagement and linkages), will ensure effective coordination with key stakeholders, including government, CBOs, and the private sector. Responsibilities include developing and implementing stakeholder engagement strategies, recruiting civil society organizations to support innovative TB research, systematic monitoring of program results against targets and work plans, and employing data for decision-making and course correction.

The U.S. Agency for International Development (USAID) launched the Supporting, Mobilizing, and Accelerating Research for Tuberculosis Elimination (SMART4TB) project. SMART4TB, a five-year $200 million initiative, to identify more effective methods and tools for finding, treating, and preventing tuberculosis (TB) in 24 priority countries for TB programming. This is a grant-funded position through July 2027 contingent on the Agency's continued support throughout the duration of the project period. This initiative will build research capacity in high TB burden countries by supporting studies that evaluate novel approaches, interventions, and tools to combat TB-including diagnostic tests, new treatment drugs and regimens, socioeconomic and health system challenges, methods to interrupt TB transmission, and TB vaccines readiness and delivery.

Led by Johns Hopkins University School of Medicine, the SMART4TB international consortium partners are University of California, San Francisco, KNCV Tuberculosis Foundation, Elizabeth Glaser Pediatric AIDS Foundation, Treatment Action Group, Perinatal HIV Research Unit (South Africa), YR Gaitonde Medical, Educational and Research Foundation (India), Walimu (Uganda), Kyrgyz State Medical Academy, and Victory Network (Vietnam).

Specific Duties & Responsibilities
  • Shape and direct SMART4TB's global community and stakeholder relations and overall engagement strategies.
  • Represent SMART4TB at global stakeholder meetings, including the United Nations High-Level Meeting on Tuberculosis in 2023, the STOP-TB Partnership Board of Directors, the World Health Organization Tuberculosis Strategic and Technical Advisory Group, and the World Health Assembly.
  • Provide high-level leadership and management of all Equity and Inclusion work across the consortium to advance SMART4TB's strategic vision.
  • Establish key metrics for Equity and Inclusion, and provide expert reporting and recommendations to SMART4TB's executive committee on progress towards indicators.
  • Assist five Regional Hubs in developing SMART4TB's community advisory boards according to best practices.
  • Oversee SMART4TB's marketing and communications teams, and advise communications director and officer on community engagement best practices.
  • In partnership with regional hubs, manage assessments of existing policies and programs to identify key influences of TB programs and resource mobilization.
  • In partnership with governments, USAID, development agencies, CSOs and academic partners, oversee prioritization plans, implementation of prioritized policies and disseminate new evidence.
  • Oversee management of public online TB resource libraries.
  • Work with TAG to assist community and civil society partners in translating global and national TB guidelines into treatment literacy materials and produce tools to support community-led monitoring.
  • Oversee the technical and field operation and coordinates all resources directed to the field, including the service points in the communities, in close collaboration with the Project Director/Chief of Party.
  • Provide technical leadership, ensuring integration across the project's objectives and adaptive management.
  • Supervise and provide technical guidance to project staff and partners throughout the design and implementation of project strategies to ensure effective integration of project's objectives.
  • Lead the technical design and create a realistic and donor-responsive timeline and continuously evaluate project progress towards achieving program's strategic goals.
  • Coordinate technical activities and provide direction, feedback, and support to ensure success.
  • Provide input into and assure that all donor reporting requirements on program impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner.
  • Ensure effective coordination and communication between each partner organization.


Minimum Qualifications
  • Master's Degree in Public Health, Epidemiology, or a related field.
  • Minimum of eight years related project experience in public health, social service, or related sector. Experience must include at least five (5) years of experience related to TB research, programming, or prevention.


Preferred Qualifications
  • Demonstrated experience as a technical advisor TB and/or international development projects, with in-depth technical knowledge of comprehensive research programming and capacity strengthening.
  • Demonstrated skills, abilities, and experience to provide technical direction for a program of the same scale and complexity and oversee programming across various technical disciplines.
  • Strong understanding of interventions regarding TB and capacity strengthening of government entities at all levels.
  • Demonstrated experience in cultivating and sustaining working relationships with government, civil society, communities, and the private sector.
  • Strong presentation/ public speaking skills.
  • Advanced written and verbal skills.
  • Knowledge of Tuberculosis research and programs.
  • Knowledge of socioeconomic, institutional, and policy issues related to tuberculosis.
  • Demonstrated ability and leadership in partnerships among global and local stakeholders across sectors, experience interacting with U.S. Government agencies, host country governments, and other relevant stakeholders.
  • Demonstrated expertise in effective communication and leadership to advance country led TB research scale up through advocacy and accountability.
