The Lead Budget and Planning Analyst exists to support the Budget and Planning office by gathering metrics, reporting trends, and designing any Budget Allocation Model supporting tools. A primary responsibility of this position will be the implementation of, updating of, and training of the budget and planning software to be utilized across campus. The main components of this position are tracking and analyzing enrollment trends and strategies as they relate to BAM, collection information for BAM application, supporting the budget planning software (AXIOM), and provide model information to units in a usable and accessible manner. To provide accurate, timely, completion and processing of documents and information; record keeping and maintenance, data gathering, coding, computing, entering, and verifying accuracy of submissions.

Job Duties:

    As it relates to the new Budget Allocation Model and existing CU-System budgetary practices, collects, queries, and analyzes PeopleSoft, COGNOS, HRMS, and Central Information Warehouse information sources to review budgetary and financial activities across all unit funds, including general, auxiliary, sponsored projects, gifts and plant funds. This includes identifying and resolving discrepancies and irregularities in BAM and in the new budget and planning software (Axiom).

    Collects, queries, and analyzes SIS information sources to review enrollment activities. Uses these data to help identify trend strategies and make recommendations regarding these strategies.

    Works collaboratively with colleges/departments/units to establish appropriate budgets for future operations and proposed changes in current operations.

    Utilizes and creates reports with existing tools for financial modeling and forecasting including associated processes, procedures, policies, training and communications for support and primary units alike.

    Process end-of-fiscal year reporting for ABRS and new metrics based on the budget model.

    Responsible for the upkeep of data tables in the budget and planning software (Axiom), working in conjunction with the Director of Campus Finance and Resource Planning to ensure accuracy.

    Assist in the delivery and preparation Budget Allocation Model training. Prepares and trains campus users in the new budget and planning software, Axiom.

    Will be responsible to oversee software updates and troubleshoot issues with the software.

    Will be the lead analyst to help prepare necessary reports.

    Responsible for adapting, reviewing, and managing Pro-Formas and other financial models in accordance with the BAM tenets, for both academic and non-academic areas using supporting tools such as Excel and Axiom.

    Assist the Director with the new Budget Allocation Model by developing tools needed by colleges to work with model.

    Other job functions as assigned by the leadership of the Budget & Planning Office to include preparation of budget and cash journal entries; help with year-end close and any other operational task needed.

    Ability to establish and maintain effective working relationships with others in the budget office, within units across campus, and with the supervisor of this position.

Work Location: Hybrid (40% remote, 60% on-site)

Remote work will be available for emergency events. This will be offered based on the emergency and allowance will come from leadership and the guidelines provided at the time of the emergency.

This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

What We Offer:

Salary Range: Generally starting at $58,337 - $77,783 per year

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

Tentative Search Timeline:

Qualifications

Minimum Requirements:

    Graduation from an accredited college or university with a bachelor's degree in Business Administration, Finance, Accounting or a field appropriate to the job assignment.

    Three to Five years of experience with budget development and implementation, public or private sector management or administration (including budget formulation, execution, and analysis).



Preferred Requirements:

    Master's degree in Business Administration, Public Administration or a closely related field.

    Experience in higher education.

    Experience working with COGNOS and People Soft.

    Experience working with Excel, Query Studio, Query Manager or Access.

Physical Requirements:

While performing the duties of this job, the employee is frequently required to sit. Employee is occasionally required to stand and walk. Tasks may involve looking at computer screen continuously for long periods of time. The employee must occasionally lift and/or move up to 10 pounds.
