Description of primary duties and responsibilities::

Primary Purpose of the Organizational Unit:

The Office of External Affairs & Military Relations serves as an advocate and the primary liaison between Fayetteville State University and the communities in which it resides on a wide variety of local, regional, state, and federal issues. The office serves as the principle liaison and the point of contact between the university and all levels of community agencies, organizations, and government. The office also acts as liaison to the University of North Carolina System’s State and Federal relations Offices in monitoring legislation relative to higher education, working with legislators and their staff to influence public policy, and helping to increase awareness of the university’s educational outreach, and research programs.

Primary Purpose of the Position:

The Associate Vice Chancellor for External Affairs facilitates and provides guidance to a variety of organizational initiatives related to communications, public involvement, education, and community relations projects aimed at building community awareness and support for the university and its programs throughout the region. This position reports to, advises, and receives assignments from the Vice Chancellor for External Affairs & Military Relations. In addition, the position provides guidance regarding interactions with the university’s public stakeholders to other administrators in support of accomplishing the objectives of the Office of the Chancellor.


Managing Relationships

• Coordinate constituent relations and community affairs efforts for the university, including communications, relationship building & outreach.
• Publicly represent the university, act as the point of contact, and strengthen relationships with military personnel, community organizations, businesses, and individual s from throughout Cumberland County, its contiguous counties, and the state as necessary.
• Monitor local government agendas and provide regular reports and analysis to the university leadership team.
• Assist the Vice Chancellor for External Affairs in developing annual plans for general community outreach and education to external audiences and constituencies including but not limited to: broad-based media initiatives, university events, community functions, community work projects; community work projects; community boards; and service functions and sponsorships.
• Coordinate/assist with marketing programs including but not limited to newsletters, brochures and other marketing materials, community involvement, presentations, and press releases. Respond to public and community inquiries and brief university senior administrators on matters of public interest and concern. Attend relevant community meetings; participate in relevant councils, roundtables and committees.

Description of Work Continued::

Direct Oversight
• Coordinate the day-to-day functions of the Office of Constituent & Community Relations: plan and organize activities; communicate, interpret, and advise leadership regarding the impact of policy and procedures on constituent groups; and, maintain office business accounts and records.
• Serving as liaison to the FSU Community Development Corporation, an affiliated entity of the university formed for the purpose of facilitating community development efforts in the neighborhoods surrounding the FSU campus;
• Convening and facilitating meetings of the FSU internal Military Advisory Council, a council formed to enhance the university’s understanding of and capacity for addressing the issues of military affiliated students.
• Convening and facilitating meetings of the Southern Murchison Road Corridor Steering committee, a campus advisory committee;
• Acting as liaison with the city for the Neighborhood Conservation District project;
• Serving as Associate Executive Director of the Institute for Community Leadership, a program housed at FSU that prepares citizens for service on non-profit, volunteer boards;
• Managing personnel as well as business and grant accounts associated with the FSU Farmers Market
• Managing the office website

Campus Engagement
• Create, implement and manage a student leadership program with the purpose of exposing emerging leaders to various levels of government, academia, and industry. Additionally, the leadership program will assist in the holistic development of the student by providing community service experiences and interpersonal and leadership training opportunities.
• Establish a series of townhalls and forums with elected officials and others to provide an avenue for faculty and staff to be engaged on various topics. This activity is aligned with the 2020-2025 Strategic Plan Priority 3: Employee Vitality

State and Federal Relations
• Serving as the campus state relations officer and assisting the senior state relations officer for the UNC System with building support for the University of North Carolina’s budget request and legislative priorities; and, Providing advice and counsel, in conjunctions with the senior federal relations officer for the UNC System, on federal issues to the senior leadership of the university and assisting in seeking governmental grants and contracts for university entities.

Reporting
• Responsible for logistical management of special events, reporting final outcomes to supervisor and oversee individuals from other departments with duties related to department-led events.
• Following up and interacting with individuals as appropriate and respond to their inquiries. Using courtesy and tact when interacting with external contacts at organizations that are in partnership with the university via the Chancellor’s Office and ensure that these highly important relationships are maintained in good standing.
• Modify processes using applicable technology, web-based data systems and programs.
• Responsible for logging and maintaining all records and reports that the Vice Chancellor for External Affairs may have to review.
• Organizing and maintaining of complex electronic record management system of reports from collaborating departments as well as unit financial records from the office budget manager.
• Review and monitor budget to ensure efficient operation and to ensure expenditures stay within budget limitations, reconciling any budget variance with the respective collaborating unit and the Chancellor’s Office budget manager.

Minimum Education And Experience Requirements::

Master’s Degree in English, History, Political Science, Communication or related field with 3 years’ experience or a Bachelor’s degree and 5 years’ experience. All degrees must be received from appropriately accredited institutions.

Fayetteville State University (FSU) is a member of the prestigious University of North Carolina System. Situated in southeastern North Carolina, FSU prides itself in being in one of the most diverse cities in the country and neighbor to one of the nation’s largest military installations – Fort Bragg.

FSU has a rich history that serves as genesis for its current status as a leading institution of higher learning. A year after the Civil War ended, the Phillips School provided primary education to Fayetteville’s black citizens, and the Sumner School provided intermediate education for this population. The two schools were consolidated in 1869 and dedicated in April of that year as the Howard School, in honor of the Freedman’s Bureau chief General O.O. Howard. Seven prominent African-American men pooled $136 to purchase two lots for the first building that housed the Howard School. Robert Harris was named the first principal of the Howard School.

In 1877, the Howard School became not just the first public normal school for African Americans in North Carolina but also the first state-sponsored institution for the education of African-American teachers in the South. It was renamed the State Colored Normal School in Fayetteville that year, Fayetteville State Teachers College in 1939, Fayetteville State College in 1963, and Fayetteville State University in 1969.

While FSU’s roots are as a teacher education institution, it now offers nearly 70 degrees at the baccalaureate, masters and doctoral levels. Many of the programs are accredited by the top agencies. The university’s School of Business and Economics is endorsed by the Association to Advance Collegiate Schools of Business (AACSB). AACSB is one of the most prestigious and rigorous accrediting bodies for business programs in higher education. Currently, less than one-third of U.S. business programs and only 15% of the world's business programs have earned AACSB accreditation. Receipt of this distinguished accreditation provides evidence that FSU’s School of Business and Economics has established itself as a leader among business schools. Additionally, the Master of Business Administration program has been cited by U.S. News and World Report and The Princeton Review as one of the best graduate business school programs in the country. The Department of Criminal Justice is accredited by the Academy of Criminal Justice Sciences (ACJS). FSU’s criminal justice program is the only such program in North Carolina to hold ACJS certification.

FSU is rapidly becoming a center for research and technology. In spring 2010, the university, in conjunction with the University of North Carolina at Pembroke, cut the ribbon on the Southeastern North Carolina Regional Microanalytical and Imaging Center. The center is home to the electron microprobe, an advanced imaging tool that magnifies objects up to 300,000 times.

FSU is a partner in the community. The institution has formulated a strong relationship with the local municipality and with civic and social organizations in the area. The institution enjoys its partnership with its military neighbors. In the coming years, as a result of Base Realignment
and Closure (BRAC), Fort Bragg will be home to more than 50,000 soldiers and some of the nation’s top military brass. To address their educational needs, FSU has implemented a degree in intelligence studies with plans to offer more academic programs with the military in mind.
