The Position:
San Diego Miramar College, a student-ready college, invites all qualified candidates to apply for the position of Dean of Student Development. The successful candidate will be a proven leader in student services who has a commitment to promoting diversity, equity, and inclusion and is motivated by supporting student access and success. The planned start date is January 2023 or as soon as possible following the hiring process.
Miramar College, a fast-growing and innovative college with a freshly adopted focus on diversity, equity and inclusion, is located in the Mira Mesa/Scripps Ranch area of San Diego and is one of four colleges in the San Diego Community College District. With a student population of 14,193 that is reflective the diverse community we serve, the College was recently designated as an emerging Minority Serving Institution (MSI).
The Dean provides collaborative leadership for the implementation of programs and services related to the Student Equity and Achievement Program (SEAP) program, Guided Pathways, and other student success related mandates. The primary areas of assignment will include programs and services related to counseling, follow-up and retention, and advisement and transition services such as the General Counseling unit, the programs under the Extended Opportunity Programs and Services (EOPS) umbrella, and the Transfer Center. The position will also serve as the College's 504 Compliance Officer.

In addition to possessing the knowledge and expertise to support SEAP, Guided Pathways and Student Equity, San Diego Miramar College seeks applicants with demonstrated experience in developing tools and resources to better serve historically marginalized and minoritized populations and who can demonstrate a student-centered and collaborative approach to leadership.

Major Responsibilities:
  • Plan, organize, manage and evaluate assigned programs and services including General Counseling, Extended Opportunity Programs and Services (EOPS), Cooperative Agencies Resources for Education (CARE), CalWORKs, NextUP (Foster Youth), and the Transfer Center in accordance with legal requirements, district policies, and sound principles and practices.



  • Serve as the College’s 504 Compliance Officer in collaboration with District level staff, helping to support students and staff with resolving areas of concern.

  • Supervise, prepare assignments and schedules, and evaluate academic, classified support and administrative staff, according to the terms and provisions of the applicable collective bargaining or meet and confer agreements; state and federal laws; and District Board Policies and Administrative Procedures.

  • Establish and communicate to administration, faculty and classified staff a well-defined philosophy and approach to providing counseling services, student wellness support, and student success and retention efforts.

  • Establish strong lines of communication and effective interpersonal relationships with other members of the management team, faculty, classified staff, students, and external partners.

  • Develop department level goals and objectives to support the implementation of College wide initiatives, such as Guided Pathways and Student Equity, and the College’s overall mission.

  • Develop and implement effective research and evaluation methodologies, prepare and present related reports as needed, and maintain required records, reports and files.

  • Develop annual budget recommendations according to established procedures, monitor and control assigned budget, and identify opportunities and prepare proposals for grant funds where appropriate.

  • Lead, develop and implement appropriate programs and services to facilitate and support student transfer to 4-year institutions.

  • Facilitate the resolution of student, faculty and staff conflicts, complaints, and grievances in accordance with District policy and procedures.

  • Lead the preparation and completion of department level program review and participate in College accreditation activities.

  • Chair and participate on College, District and community committees and task forces that support the goals of assigned areas of responsibility and represent the College and District as appropriate at local, State and national level events and activities.

  • Maintain currency of knowledge and skills related to assigned duties and responsibilities.

  • Perform other related duties as assigned.


Qualifications:
MINIMUM QUALIFICATIONS
In compliance with policies adopted by the Board of Trustees, applicants for
this position must show evidence of the following minimum qualifications:
1. Possession of a Master’s degree from a regionally accredited
institution; AND,
2. One (1) year of formal training, internship, or leadership experience
reasonably related to the administrator’s assignment.

Desired Qualifications:
  • Demonstrated experience providing leadership for student services programs designed to achieve student success.
  • Demonstrated knowledge of and experience with supervising, evaluating and providing leadership to faculty and classified staff in counseling-based programs.
  • Demonstrated ability to integrate student services and instructional services to achieve student success.
  • Demonstrated experience in managing complex programs and budgets.
  • Demonstrated ability to communicate effectively both orally and in writing.
  • Knowledge of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973.
  • Knowledge of California Educational Code.


Licenses:
  • Valid California driver’s license
  • California Community College Supervisory Credential (if applicable)





Pay Information:
Range 18 ($9,263.00- $14,852.57) per month based on the current Management Salary Schedule.

Initial salary placement is commensurate with related experience and promotional rules. The District offers a comprehensive fringe benefit package including employer paid: medical, dental, and vision plans; sick and vacation leave; and opportunities for professional development. Initial Salary Placement, Promoted or transferred employees will be placed as specified in the Management Employees Handbook. This position is FLSA Exempt and may not accrue overtime. A temporary probationary period will be applied to the employee entering this assignment. The San Diego Community College District serves 130,000 students annually through three two-year colleges and six Continuing Education campuses. The three colleges, San Diego City, Mesa, and Miramar colleges, offer associate degrees and certificates in occupational programs that prepare students for entry-level jobs, and arts and sciences programs that transfer to four-year colleges and universities. Continuing Education offers adults the opportunity to renew their learning experiences through noncredit vocational, basic skills, life skills and enrichment classes at sites throughout the city. The District also provides education to over 42,000 service personnel at military bases in 15 states. 

The Continuing Education campuses offer adults the opportunity to renew their learning experiences through noncredit vocational, basic skills, life skills, and enrichment classes at sites throughout the city. A number of special programs are unique to the city, including KSDS-FM all-jazz radio, the Center for Competitive and Applied Technologies, and the Workplace Learning Resource Center.

The San Diego Community College District is governed by its five-member, locally elected Board of Trustees and three student members serving on a rotating basis. Shared governance activities involve faculty, students, and staff in the development of solutions to key policy and budget issues. The five trustees are elected in even-numbered years to four-year terms by the voters of San Diego. The Chancellor, the District's chief executive officer, is responsible for carrying out the policies approved by the Board of Trustees. 

The District is in the midst of $1.555 billion in new construction and renovations at the three colleges and Continuing Education campuses throughout the city.
