JOB SUMMARY

The Office of Institutional Equity (OIE) ensures the University of Connecticut’s (University) commitment and responsibility to foster equitable and inclusive working and learning environments across the entire University of Connecticut system (Storrs main campus and four regional campuses located at Avery Point, Hartford, Stamford, and Waterbury as well as University of Connecticut Health (UCH)). OIE’s work focuses on consistent and neutral administration of the University’s non-discrimination policies. OIE also ensures University compliance with state, federal, and local anti‑discrimination laws.

The Title IX Coordinator (position) serves the entire University of Connecticut system. Reporting to the Associate Vice President for OIE, this position:

  • Coordinates the University’s response, prevention, and education initiatives pursuant to federal Title IX law and related federal, state, and local law, statutes, and regulations. Primarily focuses on compliance for UConn’s system-wide Title IX Program and student-involved Title IX matters. Works collaboratively with the Director for OIE and Investigations who also serves as the Deputy Title IX Coordinator for Title IX employee‑related matters.
  • Leads system‑wide University compliance efforts to reinforce University commitment to the creation and maintenance of a campus environment free from sexual harassment and sexual violence.
  • Oversees the intake of all reports, received by OIE, of sex discrimination, sexual assault, sexual harassment, stalking, and intimate partner violence.
  • Ensures, orchestrates, and facilitates appropriate responsive action is taken in response to all reports of sex discrimination, sexual assault, sexual harassment, stalking, and intimate partner violence.
  • Tracks report patterns, evaluates scope of reported, Title IX concerns, and formulates appropriate campus-wide response.
  • Supervises Title IX compliance personnel, including two professional staff and a graduate assistant.
DUTIES AND RESPONSIBILITIES

  • At the direction of the AVP, develop and implement strategic plan and goals to advance priorities related to system-wide Title IX program, including Storrs, the four (4) regional campuses, and UCH.
  • Provide Title IX compliance leadership, consultation, and subject matter expertise to the University and its stakeholders.
  • Intake reports from faculty, staff, students, and community members of alleged sexual misconduct and work directly with various campus offices to ensure an appropriate response.
  • At the direction of the AVP, investigate Title IX-related matters, including conducting investigative interviews and preparing documentation and investigation reports.
  • Track and review cases of sexual misconduct reported to the University and report systemic issues and compliance concerns related to complaints communicated to the AVP.
  • Continuously monitor and evaluate existing programs, policies, and procedures as well as changes in federal, state, and local law to ensure University compliance and application effectiveness.
  • Provide consultation and guidance to the Office of Community Standards on Title IX investigations and applicable procedures.
  • Provide consultation and guidance to the Division of Athletics on Title IX, athletics equity, and related policy compliance.
  • Manage University-wide Title IX campus climate survey administration, survey result distribution, and in collaboration with campus partners identify programmatic recommendations based on survey results.
  • Prepare and maintain statistical, demographic, and subject matter data related to Title IX complaints and trends to include in internal quarterly reports, the annual State of Connecticut legislative reports, and generally for widespread (campus and non‑campus) publication and distribution.
  • Oversee and coordinate OIE’s Title IX related educational trainings, initiatives, and programs in collaboration with OIE’s Education and Training portfolio.
  • Present educational sessions across the University system about Title IX prevention and response.
  • Conduct climate checks for student groups, affinity programs, academic, and non‑academic departments. Manage all process steps and documents related to climate checks and prepare descriptive written findings memoranda for relevant institutional stakeholder review.
  • Create and sustain collaborative partnerships about Title IX response, prevention, awareness, and education initiatives with key University stakeholders like the Division of Student Affairs, Office for Diversity and Inclusion, Human Resources, University Compliance, Division of Athletics, UConn Police Department, academic leadership and other identified University spaces.
  • Direct and manage development and maintenance of written and electronic Title IX materials including the University’s Title IX website, brochures, and handouts.
  • Manage internal procedures and protocols, and maintain case files in OIE’s case management system for each matter reported to OIE involving sexual misconduct.
  • Analyze and present informative data and other requested information to Connecticut state legislators related to campus sexual violence and University response to inform legislative efforts.
  • Closely collaborate with University Communications to ensure accurate and timely informative responses to media sources or other requests for information.
  • Chair the University’s Community Resource Teams and Title IX Compliance Committee and participate on various other University-wide committees and task forces.
  • Research grant opportunities and collaborate with campus partners on grant proposals related to Title IX and sexual misconduct prevention, awareness, and response.
  • Perform other position‑related duties as assigned.
  • MINIMUM QUALIFICATIONS

    • J.D. or Doctoral degree in a related field.
    • Ten years of experience working in a Title IX program at an institution of higher education.
    • Prior completion of sexual violence investigation, prevention, and/or response training with a nationally recognized organization.
    • Strong interpersonal skills: Demonstrated ability to function well in both leader and teammate roles and interact with colleagues and superiors in a positive and constructive manner when faced with significant deadlines or workloads and challenging subject matter.
    • Demonstrated ability to work independently and regularly exercise excellent judgment regarding interpersonal interactions, administrative detail, and confidential procedures.
    • Prior experience supervising personnel involved in the investigation or adjudication of Title IX matters in a higher education setting.
    • Excellent writing and communications skills, including experience creating and/or delivering Title IX related trainings or educational programs.
    • Strong work ethic and attention to detail: highly motivated, self-directed execution of routine and special projects.
    • Experience in and awareness of the sensitivity required when interacting with and addressing the needs of a diverse community on sensitive topics.
    • Proficiency with office administration and coordination of general office business functions, including demonstrated strong skills in Microsoft Word, Excel, and PowerPoint.
    PREFERRED QUALIFICATIONS

      Experience working in a Title IX program at a large public college or university.Experience working in a Title IX program at an academic medical center.Knowledge of Title IX compliance best practices in athletics.Experience maintaining Title IX compliance in athletics at a large, Division I institution.Experience assisting with the creation of annual published reports, including the compilation of large amounts of data and creation of executive summaries.Proficiency in Maxient case management system.Experience working with organizational budgets.
