Job Summary:

Serve as the college district's Chief Human Resources Officer (CHRO) and as a leader and champion in attracting talent to the college. The CHRO will also foster leadership, growth, and engagement of college faculty, staff, and administrators in support of the college’s vision of delivering a brighter future for our students and communities.

Collin College is a growing college serving over 56,000 students across twelve campuses and centers within our service area north of Dallas in Collin County, Rockwall County, and portions of Denton County. The college’s vision is, “Delivering a brighter future for our students and communities.” To help us achieve our vision, we are searching for a Chief Human Resources Officer to lead a team of 20 committed HR professionals in streamlining processes and helping our 2,500+ full-time and part-time faculty and staff to maximize their access to benefits and HR services.

Essential Duties and Responsibilities

  • Stay abreast of changing demographic, legal, and technical developments in the field of Human Resources; develop new programs responsive to such needs. Review performance in relation to established goals, and implement changes to affect continual improvement in HR services.
  • Provide leadership for the following college resources: employment/talent acquisition, compensation, benefits, employee relations, and HR technology and systems, consistent with applicable laws, policies, and regulations, and consistent with the college’s Core Values.
  • Lead the Human Resources team to ensure processes and systems are efficient and result in providing timely and professional communications and support for applicants, as well as, for college faculty, staff, and administrators.
  • Develop and manage HR dashboards maximizing utilization of Workday to help understand and improve departmental performance.
  • Participate in the development of robust workforce planning initiatives, compensation planning, and HR-related communications across the college.
  • Regularly review and provide input regarding sections of the district's board policy manual that relate to the assigned areas of responsibility.
  • Serve as the point of contact and provide support for the College's Cabinet and Executive Leadership Team for Human Resources-related matters. Attend Board of Trustees meetings to stay abreast of matters that may impact the human resources department and serve as a resource when needed by the District President.
  • Serve as the College's liaison with the college’s General Counsel regarding all employment-related legal matters and may serve as the College’s representative for EEOC, OCR, and/or TWC hearings and investigations. Participate in formal and informal problem-resolution and mediation-type processes to resolve issues, as needed.
  • Use data to maintain effective operations with Human Resources and to prepare recommendations to improve services to faculty, staff, and administrators.
  • Work closely with the District President to make decisions and manage the operations of the division.
  • Assist with ensuring that human resources activities are conducted in accordance with College District Board policies, state, and federal regulations, and consistent with the college’s Core Values.

Physical Demands, Working Conditions, and Physical Effort
Sedentary Work - Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Positions in this class typically require talking, hearing, seeing, grasping, standing, walking, and repetitive motions. Relatively free from unpleasant environmental conditions or hazards. Office environment. Little physical effort is required.

Requirements
A Master's degree or higher in a related field from a regionally accredited institution is required.
Five (5) years of leadership experience is required, including demonstrated experience in one or more senior Human Resources-related roles. Experience should include Employee Relations, Employment/Talent Acquisition, Compensation, and/or Benefits, as well as three (3) years in a supervisory role. Experience working within a large organization (especially an institution of higher education) and experience with ERP/Workday and HR systems implementations is desired, as are the SPHR and related professional certifications.
