Position Summary

The College of Professional Studies and Fine Arts (PSFA) is one of eight instructional units of San Diego State University. The College is comprised of ten diverse departments and schools: the departments of Aerospace Studies, Military Science and Naval Science; the schools of Art, Design and Art History, Communication, Hospitality and Tourism Management, Journalism and Media Studies, Music and Dance, Public Affairs, and Theatre, Television and Film as well as ten research centers. The College is staffed by 49 positions comprised of administrative, clerical, and technical staff in addition to approximately 260 tenured/tenure-track faculty and lecturers serving over 5,000 majors.

The Dean's Office is responsible for the creation, implementation, and continued support of the instructional, research, and development processes in the College.

Under general supervision the Resource Manager, the Budget Specialist is primarily responsible for the management and tracking of all college non-instructional funds for the College of Professional Studies & Fine Arts (PSFA). These include, but are not limited to all State general, Professional and Continuing Education (PaCE), Open University (OU), Foundation and cost recovery funds. The Budget Specialist is also responsible for the implementation, maintenance and reporting of various purchasing and contract documentation, acting as the lead for the college in the technology acquisition review process, and providing support to the Resource Manager in a variety of special projects. The Budget Specialist is an important team member of high-performing analysts within the PSFA Dean's Office who work collaboratively on time-sensitive assignments and serve as points-of-contacts for all of the college's school and department coordinators based on their functional responsibilities.

This position is a full-time, permanent (probationary) benefits eligible position. This position is designated non-exempt under FLSA and is eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.

This position is physically located at the SDSU Main Campus in San Diego.

Education and Experience

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Preferred Qualifications

  • 2 years of budget/financial experience in higher education

  • Bachelor's in accounting, finance, economics or general business.

  • Experience using Oracle Financials

  • Experience using the Adaptive financial system

  • Ability to produce budget analysis reports using excel pivot tables, Oracle or Adaptive

  • Experience handling confidential matters

  • Experience working in a public sector and/or higher education setting

  • Experience developing, updating, and editing large budget spreadsheets, charts, and graphs

  • Experience with budget preparation, fiscal analysis and projections

  • Experience processing purchase requisitions and various expenditures

Specialized Skills

  • Working knowledge of general practices, program, and/or administrative specialty. Basic knowledge of and ability to apply fundamental concepts. Working knowledge of budget policies and procedures

  • Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit, and/or administrative specialty

  • Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them

  • Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques

  • Ability to organize and plan work and projects including handling multiple priorities

  • Ability to make independent decisions and exercise sound judgment

  • Ability to compile, write, and present reports related to program or administrative specialty

  • Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit

Compensation and Benefits

Starting salary upon appointment is not expected to exceed $4,726 per month. Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources. CSU Classification Salary Range: $3,288 - $6,347 per month.

SDSU Vaccine Policy

In accordance with the California State University systemwide policy, students, faculty, and staff must be fully vaccinated against COVID-19 or provide a valid medical or religious exemption in order to access campus. Individuals are considered fully vaccinated for five months after their final dose of a two-dose COVID-19 vaccine or for two months after receiving the only dose of a single-dose vaccine. Afterward a COVID-19 booster is required to continue to be considered fully vaccinated.

The individual hired into this role will be required to submit their completed vaccination documentation to the university's secure online health portal prior to beginning work. Individuals with an approved medical or religious exemption on file with the university will be required to participate in SDSU's COVID-19 testing program.
