GENERAL JOB SUMMARY:

Under the administrative direction of the Vice Chancellor for Finance and Facilities (Vice Chancellor), this person will perform complex administrative and professional accounting work in assisting the Vice Chancellor in planning, organizing, and directing the functions and activities of the Finance and Facilities Division of the Higher Education Policy Commission and the Council for Community and Technical College Education (the agencies). Plans, organizes, and maintains computer-based accounting systems encompassing the agencies’ financial transactions (general ledger, payroll, accounts payable, accounts receivable, and Financial Information Management System (FIMS) transactions).

Performs specialized work in areas such as report-writing, preparation of governmental financial statements, and internal auditing, and assists the Vice Chancellor in the development and production of the higher education system’s portion of the statewide single audit. Responsibilities include assisting the Vice Chancellor in budget planning and budget operations for the agencies, overseeing the daily expenditures of the agencies, and managing the agencies’ accounting system.

Duties and Responsibilities:

  • Recommends and oversees the development of procedures and guidelines for use by the agencies in the preparation of annual budget requests and expenditure schedules.
  • Participates in the development of the agencies’ administrative budgets; assures compliance with budget guidelines in fiscal year budget execution.
  • Manages and may develop a comprehensive accounting program that integrates national accounting and auditing standards, federal and state guidelines and procedures, and the agencies’ policies, including maintenance of the agencies’ general ledger system in wvOASIS, the State’s enterprise resource planning (ERP) system.
  • Reviews and approves agencies’ payroll and transfers.
  • Determines and monitors the daily amount of revenue needed to maintain solvency of agencies’ funds. Reconciles all funds via reports and queries.
  • Monitors and prepares expense accounts, journal entries, authorizations, and maintenance expenditure reports.
  • Directs the preparation of financial reports and reviews final product.
  • Prepares or reviews a variety of professional accounting and auditing reports as they relate to policies, procedures, investments, financial positions, and operational results.
  • Evaluates efficiency and effectiveness of the agencies’ various financial systems; analyzes and audits financial records for completeness and accuracy to determine compliance with state and federal laws as well as with national accounting and auditing standards.
  • Plans, organizes, and directs the work of subordinates; assists in the training and professional development of subordinate personnel; and evaluates their work.
  • Advises division employees in the maintenance of proprietary ledgers, budgetary control ledgers, reports of allotment balances, preparing financial reports, trial balances, inventories, accounts receivable controls, and appropriations.
  • Collaborates with accountants and/or auditors in the preparation of financial documents such as journals, vouchers, warrants, expenses, revenues, reconciliations, disbursements, summaries, financial schedules, and transactions and in implementation of the agencies’ policies and procedures.
  • Conducts and supervises research into the accounting needs of the agencies and recommends, develops, and implements policies and procedures governing the operation of the Division of Finance and Facilities.
  • Oversees and assists in the submission and amendments to the agencies’ budget in wvOASIS.
  • Assists the Vice Chancellor in the execution of his or her duties as assigned.
  • Manages the day-to-day operations of the Division of Finance and Facilities in the Vice Chancellor’s absence.
  • Represents the Vice Chancellor at various functions and meetings. Serves in a liaison capacity with the Investment Management Board on the management of agency assets.
  • Maintains knowledge of current trends and developments in the fields of accounting and auditing.
  • May handle matters of great confidentiality related to the operation of the Division of Finance and Facilities.
  • Other duties as assigned.

Minimum Requirements:

Education/Training: Bachelor’s degree from an accredited college or university with a major in accounting, business or public administration, finance, economics, or mathematics, including at least 12 semester hours in accounting. 

Experience: Seven years of full-time (or equivalent part-time) paid experience in professional financial or performance accounting/auditing, cost analysis, or governmental or statutory accounting, two of which must have been in a supervisory or lead worker capacity. Experience using the State of West Virginia’s accounting/fiscal system is preferred. 

Substitutions:

(1) Master’s degree in accounting may substitute for two years of the required experience.

(2) Certification or registration as a public accountant in West Virginia may be substituted for two years of the required  experience.

Knowledge, Skills, and Abilities:

  • Knowledge of the State’s accounting/fiscal system and budget cycle.
  • Knowledge of generally accepted professional accounting and auditing principles and practices
  • Knowledge of the principles, practices, methods, and techniques of governmental accounting and auditing.
  • Knowledge of database principles and/or computerized accounting applications.
  • Knowledge of the current methodologies in budget planning and analysis.
  • Skill in operating computer software and programs related to accounting. Ability to use various desktop software products such as Microsoft Teams, SharePoint, Access, Outlook, Word, Excel, and PowerPoint.
  • Ability to develop and implement complex budget procedures.
  • Ability to prepare accurate accounting entries and adjustments and to perform mathematical computations accurately and quickly.
  • Ability to develop and prepare audit schedules and working papers.
  • Ability to analyze and interpret accounting records.
  • Ability to use sound technical judgment in determining the accuracy and completeness of financial information obtained.
  • Ability to supervise staff.
  • Ability to communicate effectively, both orally and in writing.
  • Demonstrated ability to work independently and professionally, exercising judgment, tact, confidentiality, and diplomacy in all interactions
  • Ability to plan, organize, and set priorities regarding the work to be accomplished without supervision.
  • Ability to establish and maintain effective working relationships with co-workers, agency officials, and public officials.
