General Description:

The Grants Proposal and Funding Manager reports directly to and assists the Director of Public and Governmental Fundraising. This position coordinates the fundraising and administration process in collaboration with the Division of Finance and Planning, , and key program staff responsible for the programmatic aspects of Public and Governmental projects. This position also assists the department in identifying external sources of funding from federal, state, and city sources. This individual will work closely with College faculty and staff to develop external sources of funding and submit proposals consistent with the mission of the College and the goals and priorities identified in ongoing planning efforts.

Specific Responsibilities:

• Manage college pre-award functions to include: Pre-award processes and procedures, grant proposal developmental, funding opportunity executive summaries, and submitting funding proposals to public and governmental funders on behalf of Community College of Philadelphia and the Community College of Philadelphia Foundation.

• Manage and implement all aspects of creating and submitting Public and Governmental grant proposals, including writing, preparation of supporting documentation, drafting, and collection of required attachments.

• Manage college post-award functions to include: Post-award processes and procedures, prepare and submit annual and quarterly financial reports, pre-submission report summaries, and assisting personnel with the post-award workload as appropriate.

• Provide budget management in partnership with finance and program teams and ensure spending remains consistent with approved budgets and funder policies.

• Oversee compliance with policies, grant terms, procedures, and guidelines for grant projects to ensure the College adheres to all related rules and regulations of awarded grants.

• Provide information to project directors, financial managers, and the Office of Special Projects to
ensure timely expenditure of funds and agency compliance.

• Prepare or assist in the preparation of funding agreements, contracts and subcontracts, Riders, MOU’s, Letters of Agreement, and other documents with project partners for public and governmental projects.

• Develops and maintains professional relationships with Public and Governmental program officers before, during, and after grant cycles.

• Monitor expenditures for assigned Public and Governmental projects and alert funders to any
significant obstacles in program implementation if needed; secure funder approval for changes
in project scope or budget reallocations.

• Keep grant solicitors and Advancement office leadership apprised of compliance issues.

• Process the College’s grant agreement with funders and subcontracts with partner organizations, submit the grant agreement and budget to Special Projects, track reporting/compliance deadlines.

• Serve as liaison with program officers, external funders, and project partners, with guidance from Director.

• Identifies prospects for funding of the college’s highest priorities and plans the solicitation of those prospects.

• Provide guidance and information to project directors, financial managers, and Office of Special Projects to ensure timely expenditure of grant funds and agency compliance.

• Respond to inquiries from project directors about funder policies, procedures, and guidelines.

• Create and maintain a grants management calendar to track reporting and compliance deadlines, as well as dates for future grant submissions.

• Develop and manage activities that are designed to streamline the processes that maximize the effectiveness and efficiency of proposal development, submission, and tracking using Raiser’s Edge.

• Participate in College events and programs, including those held on evenings and weekends.

• Deliver quality customer service to all constituents in a professional, helpful, courteous manner.

Minimum Qualifications:

• A Bachelor’s degree required. Any and all degrees must be from a recognized institutional accreditor.

• A minimum of 3 years of a proven record of accomplishment of success in corporate, organizational, and foundation fundraising.

• Demonstrated experience securing gift commitments and developing relationships with corporations and foundations.

• Experience preparing timely, accurate, and comprehensive written reports and presentations.

• Strong interpersonal and communication skills –written and verbal – with internal and external audiences.

• Ability to manage multiple projects simultaneously.

• Must be self-motivated, goal-driven, and able to work with a high degree of independence.

• Advanced written communications, analytical skills, collaboration, and project management skills.

• Ability to handle confidential and proprietary information with discretion.

• Familiarity with Microsoft Office software package.

• Experience with donor databases, ideally Raiser Edge, the current platform used at the College, or a similar database.

• Ability to create and maintain good working relationships with a variety of diverse internal and external team members.

• Strong commitment to teamwork.

• Ability to travel locally and out of state as required.


Preferred Qualifications:

• Previous management experience preferred.

• A valid driver’s license is a plus.
