Departmental Overview

The Berkeley Seismological Lab (BSL), in collaboration with several external sponsors (including the USGS and the State of California) conducts seismic research and operates a large number of seismic stations throughout California. These operations require a high volume of financial transactions, including in procurement, credit card reconciliation, travel, construction/capital projects, and payroll. Other important aspects of financial controls exist in equipment inventory and risk management. Funds are governed by UC policy, the Uniform Guidance and other special funding terms. Funds require frequent reporting to PIs and to sponsors, both technical and financial. This position will support the BSL by managing credit card reconciliation, payroll, and equipment inventory, and will also provide financial reports to PIs. The position may also provide ad hoc reports to sponsors. Work will include analysis of large amounts of data, design of new reporting tools, as well as payroll entries, cost transfer journals, and maintenance of some BSL systems (primarily Excel).

The Financial Analyst will work as part of a BSL team, interacting with other BSL staff, other Campus administrative staff, as well as vendors and external stakeholders. Routinely, the Financial Analyst will work independently, with guidance and assignments from supervisor and other BSL staff. Primary areas of responsibility will include managing financial and payroll transactions, managing equipment inventory processes, providing financial reports, and providing some logistical support for other staff members.

**This is a 2-yr contract position with the possibility of extension and/or conversion to career status.**

Responsibilities

40%
  • Responsible for a significant volume of BluCard/Fuel receipts and utility billings.
  • Collects receipts, verifies allowability with UC and sponsor terms, and allocates expenses to proper funds. Creates and maintains logical and shared document records systems.
  • Investigates and resolves billing errors. Resolves questions regarding allowable/allocable expenses.

10%
  • Manages the BSL's equipment inventory processes, working with other staff and with
  • the BETS team.
  • Ensures the BETS is up to date and conducts the biannual BETS audit.
  • Coordinates efficient and correct property management with other staff, including
  • assignment of property tags, salvage and donations.
  • Creates and maintains, with other staff, the BSL's own equipment and materiel tracking systems.

10% Prepares quarterly fund performance reports for PIs.

10% Assists other unit managers by designing and producing monthly and annual budget and spend reports.

10% Analyzes and plans complex payroll allocations across several related funds, and prepares and documents payroll entries in UCPath.

5% Creates advanced tools in Excel to support long term projections.

5% Assists other lab members with procurement issues, including vendor setup.

5% Prepares shipments for FedEx and processes journals to allocate expenses to proper funds.

5% Other duties as assigned.

Required Qualifications
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Thorough knowledge of finance policies, practices, and systems used at UC Berkeley or a similar institution.
  • Working knowledge of the Uniform Guidance applicable to academic research institutions.
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
  • Demonstrated ability to organize data and documents shared with others.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.
  • Proven interpersonal skills with peers throughout the organization; displays diplomacy and clarity in all communications; strong service orientation; critical thinking skills; attention to detail; and mission focus.

Preferred Qualifications
  • Experience managing complex, variable payroll allocations across funding sources.
  • Experience with complex pre-Award grant preparation highly desired.
  • Experience preparing recommendations for financial plans, including annual resource
  • allocations, future requirements, and operating forecasts.
  • Five years' experience in financial analysis or similar position in an academic research setting.

Salary & Benefits

Salary is commensurate with experience. This is a 100% FTE, 2-yr contract position with the possibility of extension and/or conversion to career status.
