Job Summary/Basic Function:

The Director of Institutional Research/Chief Data Officer (DIR-CDO) is responsible for working collaboratively with administrators, faculty, and staff, in support of University-wide planning, assessment, external reporting, data governance, program review, and accreditation. The DIR/CDO is responsible for the collection, analysis, interpretation, and application of institutional data in support of the University’s external reporting requirements and internal planning and data needs. The DIR/CDO is responsible for facilitating a collaborative of University department heads, with responsibility for data generation and data management, for the purpose of promulgating and managing policies, procedures, and standards for the governance of University data and information assets. The Office of Institutional Assessment, Planning and Analysis will ensure the quality and accessibility of University data for decision-making that supports the mission, goals, and strategic priorities of Millersville University. Working with senior university officials, the DIR/CDO promotes the value of data as a shared asset and manages processes that improve the quality, integrity, and availability of data. The DIR/CDO works in collaboration to develop and implement policies and standards that address data standards, data quality and integrity assurance, identity and access management, and reporting, analytics, and decision support. The DIR/CDO will report to the Assistant Vice President for Institutional Assessment and Planning.

Annual Salary: $77,753.00 – $97,746, plus comprehensive benefits starting on the first day of employment, including:

  • Health insurance – Low bi-weekly premium, with coverage starting on the first day of employment for employee and all dependents.
  • Dental insurance – Coverage is free to employee and dependents with coverage starting on the first day of employment.
  • Vision insurance – Coverage is free to employee and dependents with coverage starting on the first day of employment.
  • Group life insurance – Equal to annual salary (up to $50,000) at no cost to the employee.
  • Voluntary Group Life and Accident Insurance – Available for purchase at low rates for additional employee coverage as well as coverage for spouse and children.
  • Long Term Disability Insurance – Available for purchase at low rates with either a 90 or 180-day waiting period.
  • Retirement – 2 plans to choose from.
  • Tuition waiver – For employee, spouse, and dependents.
  • Personal leave – Up to 6 days per year.
  • Vacation leave– Up to 10.4 days accrued per year for first year, increases to 15.6 days per year after 1 year.
  • Sick leave – Up to 15.6 days accrued per year, including up to 5 days per year that can be taken to care for a family member.
  • Holiday leave – 12 days per calendar year.

Required Qualifications:

  • Master’s degree.
  • 5 years of progressively responsible leadership and management experience in research design, data collection and retrieval, statistical analysis and reporting, and people management.
  • Ability to communicate complex data, information, and analytical results.
  • Ability to work collaboratively with a broad range of internal.
  • Strong analytical, communication (written and oral), research, and presentation skills.
  • Ability to respond quickly, accurately, and effectively to requests for data, information, and analytics for all sources.
  • Ability to prioritize internal and external ad-hoc data requests as well as analytic projects.
  • Expertise with statistical analysis and statistically based software packages.
  • Ability to work independently and in teams with attention to detail and adherence to deadlines.
  • Demonstrated ability to develop and maintain policies and standards related to data, database, and report security concerns.
  • Broad familiarity with a wide array of technologies pertinent to data architecture, data analytics, and business intelligence solutions.
  • Demonstrated ability to synthesize disparate information of multiple types from multiple sources.
  • Strong leadership and organization skills; proven ability to manage time and priorities, ability to manage complex projects and tasks.
  • Judgment, analytical and problem-solving skills with a consultative and collaborative approach to addressing issues and opportunities.
  • Evidence of commitment to equity and diversity.

Preferred Qualifications:

  • ABD or terminal degree.
  • Related experience in higher education, and particularly in institutional research.
  • Experience working with large-scale databases and complex analytic systems to deliver innovative solutions to serve institutional data, information, and analytic needs.
  • Knowledge of analytical models and their usage in higher education.
  • Experience designing and developing public facing dashboards.

Job Description:

  • Establish key measures and continuous improvement opportunities to help University leadership appropriately set goals and monitor progress toward strategic targets.
  • Oversee the collection, analysis, integration, and reporting of a wide variety of data and information to determine trends, cycles, and underlying factors that impact institutional effectiveness.
  • Guide the development of analytic models to identify opportunities for improvement in planning, retention, enrollment, staffing, and financial aid as needed.
  • Serve as a bridge between the IT department and the other segments of the institution, ensuring that the right data analysis tools are available to everyone.
  • Oversee data management and data analytics.
  • Provide support for the university’s strategic planning, budgeting, and assessment processes.
  • Provide support for accreditation processes and program reviews.
  • Develop, implement, and revise data governance policies and procedures, and for ensuring data security and compliance with all laws and regulations governing data confidentiality.
  • Ensure data quality.
  • Spearhead data and information strategy (includes development of user-friendly dashboards and worksheet for visualization of key data points).
  • Assist the members of the institutional community understand the data and utilize it to make changes as needed.
  • Manage the majority of State and Federal reporting required of Millersville University.
  • Oversee the completion of various surveys including Integrated Post-secondary Education Data System (IPEDS), U.S. News and World Report, Princeton Review, Peterson’s Guide, etc.
  • Oversee research of national and regional trends in education using tools such as IPEDS and CDS.
  • Anticipates and responds to ad-hoc data requests from University’s internal and external constituents.
  • Other duties as assigned.
