The University of Maryland School of Medicine (UMSOM) - Psychiatry - Center for Mental Health Services Research has an exciting opportunity for a Specialist, Business Operations. The Department of Psychiatry has a tripartite mission of Clinical, Education, and Research agendas, serving our surrounding community and the State of Maryland, and providing expertise at a national and international level. We are staffed with 85 full-time and 30 part-time faculty, and provide a robust array of evidenced-based services both locally at the University of Maryland Medical Center and remotely to the entire University of Maryland Medical System that encompasses 13 hospitals. Essential Functions
  • Optimize the day-to-day division, department, or school business operations of two (2) or more business operations Finance, Human Resources (HR) and Payroll, Purchasing, Research Administration, and Facility Planning. Coordinate business operations and to put it into practice within unit. Analyze problems or issues of diverse scope and determine resolutions and interpret policies (e.g., fiscal management, HR, research administration in defined areas). Interpret procedures and policies to determine appropriate action in matters of significance.
  • Adhere, propose, interpret, implement and ensure standards of operation, policies, protocols, and procedures to ensure compliant, effective, and efficient operations of business functions.
  • Provide lifecycle (pre-award and post-award) research administration for sponsor related funds. Pre-award activities include assisting departmental faculty in the development, preparation, and submission of grant and contract proposals. Ensures all applications meet agency and university guidelines and published time tables and deadlines. Ensure proposals are entered and routed in a timely manner for further review. Post-award activities include detailed reconciliation of assigned project budgets, preparing budget reports, preparing adjustments and corrections in assigned project budgets for further review and approval in order to meet project goals and federal requirements.   • Perform integrated revenue and expense analyses, projections, reports, and presentations. Identifies trends and developments and presents findings to senior management. Perform financial forecasting and reconciliation of internal accounts. Creates and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately.   • Facilitates department payroll activities such as analyzing commitment accounting data and effort logs, tracking payroll adjustments and cost sharing commitments, ensuring timely submission and approval, and tracking timesheets for compliance. Ensures department payroll reconciliation is accurate by performing audits and analysis. (FSPR)
  • Maintain purchasing records, serve as a reviewer/approver, and ensure cardholders maintain compliance with policies and procedures (SSAS)
  • Administer HR to ensure optimum efficiency, interpretation, and compliance with appropriate federal, state, local, and USM, UMB, and school policies. Audits transactions to determine acceptance and formulate decisions pertaining to the resolution of related issues. Identify inaccuracies and errors and takes appropriate action to rectify. Investigate, research, apply, and communicate HR regulations, practices, policies, and programs and simple problem resolution support and escalates HR as needed. Collaborate with HR in analyzing trends and is responsible for monitoring, tracking, and ensuring compliance. Oversees the performance assessment compliance ensuring submission is timely processed.   • Coordinate with Facilities Management to identify and provide the services and equipment needed to ensure the office space meets the needs of the department. Oversee equipment maintenance and supply inventory. (FAC)
  • Provide guidance, training, and mentoring to less experience personnel in day-to-day business operations. Acquire and distribute new expertise and methods.
  • Performs other duties as assigned.


Qualifications
Education: Bachelor’s degree in business administration, public administration, finance, marketing, accounting, human resources, or other related field.
Experience: Three (3) years of business related experience to position required, with at least one (1) year experience in at least two of the following: human resources, payroll, finance, facility, or research administration.
Other: Related experience may be substituted for minimum education.

The Hiring Range for this position is in the $60,000s, commensurate with education and experience.
