The Office of Equity has an opening for a full-time University Staff (unclassified) Assistant Vice Chancellor and Title IX Coordinator position.

Nature of Work:
The AVC and Title IX Coordinator, Office of Equity provides leadership, oversight, and direction for the Office of Equity (OE). The AVC and Title IX Coordinator, Office of Equity is responsible for coordinating the University of Colorado Denver | Anschutz Medical Campus compliance with federal and state discrimination and harassment laws and related University law and policies, including those regarding sexual misconduct and protected class discrimination and harassment. Responsibilities include:
  • Oversight of resolution and response to all reports of sexual misconduct, (sexual assault, dating and domestic violence and stalking), protected class discrimination and harassment pursuant to federal and state antidiscrimination laws, including Title VI, Title VII, Title IX, VAWA, Clery and ADA and related university laws and policies.
  • Oversight of safety and supportive measures in coordination with campus and off-campus partners to ensure safe, inclusive and non-discriminatory environment for all impacted parties.
  • Supervising and providing educational and training programs regarding prevention of sexual misconduct and protected class discrimination and harassment.
  • Identifying and addressing any systemic problems relating to complaints and working with other departments and staff in OE to ensure university laws and policies related to sexual misconduct and protected class discrimination are communicated to all constituencies.
  • In collaboration with the Clery Compliance Coordinator, support compliance with the Clery Disclosure of Campus Security Policy, Campus Crimes Statistics Act, Violence Against Women Act (VAWA), and the Sexual Violence Elimination Act (SaVE Act).

Supervision, Key Collaborations and Relationships:
The position reports directly to the System-level Chief Compliance Officer and System Title IX Coordinator, while interfacing with campus leadership. The AVC and Title IX Coordinator, Office of Equity will also have a "dotted line" reporting structure to the Executive Vice Chancellors for Academic and Student Affairs (EVC-ASA) on both campuses. The AVC must develop and maintain strong professional relationships with the administrative officers of the university including the vice chancellors, associate vice chancellors, deans of the schools and colleges, and the directors of the libraries.

The position will interact regularly with Police, Human Resources, Residential Life and Housing (as applicable), Diversity, Equity and Inclusion, the Ombuds Office and the Office of University Counsel. Through the CARE (Campus Assessment Response and Evaluation) Team and the Faculty/Staff Response Team, the position may be required to collaborate with other offices to respond to urgent situations.

Supervision Exercised:
The AVC and Title IX Coordinator, Office of Equity will supervise and have authority for all employment actions related to the Office of Equity staff in consultation with the Chief Compliance Officer and the EVC-ASAs on each campus.

Job Duties:
The AVC and Title IX Coordinator, Office of Equity provides leadership, oversight, and direction for the Office of Equity (OE) functional areas including formal investigation, supportive and safety measures and prevention, education and training. The AVC and Title IX Coordinator, Office of Equity is responsible for coordinating the University of Colorado Denver | Anschutz Medical Campus' compliance with federal and state discrimination and harassment laws and related University law and policies, including those regarding sexual misconduct and protected class discrimination and harassment. Specific examples of duties include the following:
  • Lead efforts across all divisions of CU Denver and CU Anschutz to ensure compliance with statutory and regulatory requirements as it relates to sexual misconduct and discrimination and harassment laws and regulations, including University laws and policies regarding sexual misconduct and non-discrimination.
  • Work collaboratively and proactively with campus partners to ensure the campus climate, both in and out of the classroom, is an inclusive, equitable, safe, and welcoming learning, living, and working environment.
  • Supervise civil rights investigatory personnel in the Office of Equity in completing impartial investigations; support investigatory actions when needed. Investigations include:
    • Collecting intake information in an efficient and supportive manner and being sensitive to (inter)cultural issues.
    • Providing thorough information to involved parties, including details regarding the policies and procedures utilized and enforced by the OE.
    • Evaluating the nature and the urgency of the situation to determine the appropriate course of action.
    • Interviewing complainants, respondents, and all relevant witnesses, analyzing and synthesizing information gained through the investigation process, and composing a clear and concise final report detailing the information obtained and the logical reasoning used to reach a conclusion.
    • Establishing and maintaining files and databases, including performing database entry, maintaining scanned files, ensuring cases are entered appropriately and consistently, and checking each physical file for compliance with required documentation.
  • Monitoring compliance of all requirements and timelines specified by university procedures.
  • Works with staff to provide, as appropriate, alternative and supportive measures for allegations of less severe misconduct.
  • Works with staff to ensure compliance training needs are met and other training is made available.
  • Ensure provision of support and safety measures in accordance with University procedures.
  • Support the development and delivery of trainings and educational programs to the CU Denver and CU Anschutz communities on University policies and procedures related to protected class harassment and discrimination, sexual misconduct, and conflict of interest in amorous relationships, and inform these constituents about the complaint procedures and investigative processes, ensuring the process for formal complaints is understood.
  • Participate in policy review and creation with colleagues from the campuses of the CU system and the system office.
  • Interact with faculty, staff, and student populations in discussions around sexual misconduct and discrimination/harassment policies and laws.
  • Attend CARE (Campus Assessment Response and Evaluation) Team Conduct Review meetings to provide case updates and coordinate appropriate response.
  • Communicates with law enforcement personnel and other relevant CU administrators to assure appropriate management of reports and complaints of gender discrimination or sexual violence or other animus-based misconduct.
  • Assist with creating, maintaining, analyzing and reporting data.
  • Oversight and supervision of professional staff employees.
  • Management of departmental budget.
  • Represent OE on campus committees and task forces as requested.
  • Demonstrate empathetic, fair and professional behavior at all times.

Salary and Benefits:
The hiring range for this position has been established at $120,000 to $140,000.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

Qualifications
Minimum Qualifications:
  • Master's degree from an accredited institution of higher education.
  • Seven years of progressively responsible related experience, for example, in offices of Civil Rights/Equal Employment Opportunity, Student Conduct, Employee Relations and Performance, and/or Faculty Professional Excellence.
  • Demonstrated knowledge of Title IX and Title VII compliance in a higher education setting.
  • Experience with the appropriate application of trauma-informed investigation practices.
  • Three to five years of supervisory experience.

Required: Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:
  • Juris Doctorate (JD) or other terminal degree in a related field.
  • Experience working in a public research university with an academic health campus.
  • Experience in a leadership role in higher education.

This position requires an individual who exercises sound judgment and critical thinking, is immediately prepared to deal with a variety of complex issues, and has experience dealing with difficult situations in a highly complex organization. The following knowledge, skills, and abilities are necessary to fulfill the job requirements:

Knowledge:
  • A track record of leadership in the prevention of and response to incidents of sexual misconduct and discrimination among students, faculty, staff, administrators and other constituents in higher education institutions.
  • Knowledge and skills related to education, prevention and training in the areas of protected class discrimination and harassment, sexual assault, interpersonal violence and stalking in higher education.
  • Training in conducting investigations and/or internal audits, preferably through a nationally recognized organization.
  • Knowledge of state and federal laws and regulations around protected class discrimination, harassment and sexual misconduct, including Title VI, Title IX, Title VII, ADA, VAWA, Clery, Equal Employment Opportunity Commission Guidance, Office for Civil Rights Guidance, and the Colorado Anti-Discrimination Act.
  • Knowledge of state and federal constitutional rights regarding due process, equal protection and First Amendment.
  • Knowledge of state and federal laws regarding privacy and confidentiality, including FERPA and CORA.
  • Knowledge and understanding of data collection, assessment, and interpretation.
  • Demonstrated knowledge of planning, analytical and problem-solving abilities.
