Organizational Unit Overview:

Clinical Finance and Business Support Services/ECU Health/ECU Physicians is responsible for all aspects of Revenue Cycle Management for the physician Practice. The practice employs approximately 500 billing providers, and a diverse group of 1,200 clinical support staff. About 350 of this support staff are working within centralized and decentralized revenue cycle operations. The practice provides roughly 550,000 outpatient, 155,000 emergency room and 126,000 inpatient services annually to nearly 160,000 patients. Clinical Finance and Business Support Services reports to the chief medical officer, ECU Health Physicians, with a dotted line to Interim Executive Associate Vice Chancellor for Health Sciences Administration & Finance to support key fiscal and operational components of the clinical practice and revenue cycle operations. These include direct management responsibility for staffing and operations in the centralized functions of the Central Billing Office (CBO) and oversight for decentralized activities. Centralized functions include Payor Contracting and Evaluation, Regulatory Compliance and Credentialing; Computer System and Procedure Training; Insurance and Patient Billing, Follow-up, and Collections; Cash Management of Professional Fee Revenue; Business Intelligence Services such as Reporting and Analytics; Coordinated Patient Access Support; and Contact Center. Decentralized functions include Registration, Referral Management, Pre-Service Financial Preparation; Service Identification and Reconciliation; Coding and Charge Entry; and Project Management and Process Improvement.

Job Duties :

The position sets the standards and expectations (performance, quality, productivity) for the Unit to achieve its business objectives. The position is tasked with defining goals and objective for the Unit in alignment with ECU Physicians’ Revenue Cycle overarching mission. This leader uses their expert industry knowledge to set targets for industry standard key performance indicators such denial rates, overstated payments, contractual payer adjustments, write-offs, or collection rates, daily deposit, payment posting, university interdepartmental transfer (IDT) processing, escheatment processing, availity claims reporting, payer correspondence and Third Party contracts to include processing remittance and refunds for Change Healthcare/SHERPA accounts while considering clinical specialty specific factors.
The incumbent ensures robust performance management processes and tools are in place to measure staff productivity, financial outcomes, and system performance. The incumbent’s extensive system and expert knowledge are critical to ensure that ECU Physician’s revenue, cost containment and reduction goals are met. The Manager ensures robust quality control measures are designed and in place to ensure compliancy and the integrity of ECUP Physicians’ billing. Thus, the Manager has expert knowledge of performance management monitoring tools available in the Epic environment including work queues, performance reports, or dashboards.
This leader stays informed of all regulatory and payor changes and develops at times highly complex recommendations for changes in system or operational workflows that may be required in response to these environmental changes.
This Manager is responsible for developing and implementing solutions to assist in revenue enhancement efforts and the resolution of issues that may arise in workflows. This person Identifies and analyzes the design of jobs, work processes and workflows for COB core service revenue cycle functions and implements appropriate changes to improve the effectiveness, productivity, and efficiency of the Unit.
The Manager oversees the development and maintenance of a plethora of policies and operating procedures and has monitoring processes in place, which ensure compliance with these departmental policies.
This leader represents CFS across the Practice and represents ECU Physicians interests to external organizations such as Vidant, ECU Physicians collection agency, clearinghouse, or payors or government agencies. This often requires effectively communicating complex issues or topics and the development of highly professional presentation material.
The incumbent stays abreast of overpayment regulatory requirements in respect to Medicare and Commercial payors while monitoring patient satisfaction with the timeliness of their refunds. This position also stays abreast of all outstanding charges to be entered in EPIC and other portals for payment. The incumbent develops and maintains educational programs and communication to inform staff of all regulations regarding the proper timeline to submit charges and processing overpayments to the proper payor or patient.
The incumbent will support system-wide, practice-wide, and internal initiatives by contributing their expert business and system knowledge. The CFS Core Business Manager leads complex major improvement projects with teams comprised of other CFS leaders and staff, clinic personnel, Vidant IT, or external vendors. Assisted by CFS’ Asst. Director/Project Manager, this leader uses industry standard project management methodologies to plan, execute and measure outcome of these projects and initiatives. This Manager leads diverse teams by influencing and keeps the team members engaged and on target by assigned projects and initiatives have system or operational focus.
The Core Business Manager is the expert in all business functions under her purview and uses that knowledge to design and improve standard or adhoc data models that allow for the immediate identification of issues and performance gaps so approaches for improvements can be developed timely. The individual will identify and report key performance indicators to internal and external department leadership to improve financial and operational process flows. This often requires the development and execution of adhoc reporting.
The individual in this role will assist the Director in the preparation of the budget related to this Business Unit.
